The meeting was called to order by Mayor Koch at 9 A.M.
Upon motion by Commissioner Clements, seconded by Commissioner Hunter the
Commission approved the minutes of the regular meeting July 13, 1979.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Clements the
Commission accepted the Financial Report for the month of July, 1979.
The following summarization of the Police Report for the month of July, 1979
was submitted to the Commission.

Mrs. LaPorte reported the following bids were received for improving the appearance
of the Town Hall:
$775.00 paint
565.65 blinds
1,078.00 carpeting
Mayor Koch pointed out that when the Town Hall was built it was done by donations
and suggested the Civic Association be informed of this project in hope that they
may donate funds for the much needed carpeting. Commissioner Clements seconded
the motion, motion passed.
Representative Jim Watt, Legislator for Palm Beach County explained a bill he
introduced to the State Legislature this past year, this bill is for the creation
of a Code Enforcement Board, the intent of this act is to promote, protect
and improve health, safety and welfare of the citizens of municipalities of
Palm Beach County by having their own court system to hear violations of Town's

Ordinances instead of having them go before the County Court System. After a
general discussion Attorney John Randolph was instructed to look into this and
make a recommendation at the next Commission meeting.
The Commission designated Tuesday August 28th, 1979 5 P.M. as 1st hearing on
the proposed budget and is also designated as a public hearing for all residents
to hear and make comments on the proposed use of Federal Revenue Sharing Fund
for the coming year October 1, 1979 thru September 30, 1980. The Commission
also designated September 6th, 1979 5 P.M. as the date for the Special Meeting
to adopt a budget for the Town of Gulf Stream for the Fiscal Year 1979 -80 and
to adopt certain resolutions regarding the budget, millage, and allocation of
certain cost to the Water Fund.
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the Commission
unanimously approved the cost of $250.00 for a study by Arthur J. Gallagher
and Company, this is a commitment of good intent to participate in the Self
Insurance Study proposed by the Palm Beach County Municipal League.
A variance request from Mr. Chancey Jerome was denied until the Little Club
and the Planning Board could make their recommendations to the Commission.
Upon motion by Commissioner Hunter and seconded by Commissioner Clements,
Ordinance 79 -10 was unanimously accepted on 1st reading.

AN ORDINANCE OF THE TOWN OF GULF STREAlt FLORIDA,
REPEALING ORDINANCE NO. 111 OF THE TOWN RELATING
TO REGISTRATION AND IDENTIFICATION OF CERTAIN
PERSONS AND OCCUPATIONS WITHIN THE TOWN.
On motion by Commissioner Hunter seconded by Vice Mayor LaPorte Ordinance 79 -11
was unanimously accepted on 1st reading.

AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
REPEALING SECTION 112 OF THE 1930 CODE OF THE TOWN
OF GULF STREAM RELATING TO SHOOTING OF BIRDS WITHIN
THE TOWN.
Upon motion by Vice Mayor LaPorte and seconded by Commissioner Hunter Ordinance
79 -12 was unanimously accepted on 1st reading.

REPEALING ORDINANCE NO. 72 -3 OF THE TOWN OF GULF STREAM
RELATING TO LOITERING AND PROWLING.

TO PROPERTY OWNERS
TOWN OF GULF STREAM
The Town Commission has tentatively set
the millage for 1979 -80 at 4.754 mills,
which is an increase of 5% over last year.
The property appraiser certified to the
town that 4.621 mills would produce the
same income as last year. Hove ever, to pro-
vide an adequate level of services the Town
Commission has tentatively determined to in-
crease your taxes above the certified 4.621.

COMMISSION MEETING FOR THE
PROPOSED BUDGET AND MILLAGE
INCREASE, AUGUST 28, 1979

Also attending: Manager, William E. Gwynn, Deputy Town Clerk, Barbara Gwynn
and Chief of Police, Robert Holroyd.
The Special Advertised Meeting on the proposed budget and millage was called
to order at 5:01 P.M. by Mayor Koch. Town Manager Gwynn announced that another
Special Advertised Meeting will be held September 6, 1979 and the millage and
budget will then be adopted. Mayor Koch stated that the proposed millage based
on the assessed valuation of the Town of Gulf Stream as given to the Town by
the Tax Assessor is $42,380,447 and for this proposed budget it would require
a 4.754 millage which is an increase of 5% over last year. The total budget
for the fiscal year 1979 -80 would be $288,855.00.
Upon instruction from Commissioner Hunter Police Chief Holroyd reported that
he had checked the possibility of leasing police cars and found car dealers
would not lease cars for police service. The Deputy Town Clerk reported the
possibility of contracting for trash pick -up and found it to be inadvisable
at this time due to cost.
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the Commission
accepted the budget as presented for final adoption at the next budget hearing.
Meeting adjourned 5:25 P.M.
