II/III) Invocation & Pledge: Commissioner Margie Harper gave the Invocation and the Pledge of Allegiance was led by Vice Chairperson Joanette Gutierrez. IU) Roll Call: Present Absent Chairperson Wood None Vice Chairperson Gutierrez Commissioner Harper Commissioner Hernandez commissioner Salazar ~ Aaenda Posting: The Agenda was duly posted for the August 2008 meeting as prescribed by the Brown Act. Vu Approval of Past Minutes: Chairperson Wood calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on August 26, 2008. vice Chairperson Gutierrez makes a motion to approve the minutes. Commissioner Hernandez seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is approved. VII) correspondence: None VIII) Public Orals: None IX) Scheduled Matters: A. Ham Park Status Update -Public Works staff sends their apologies for being unable to make a presentation today due to a last minute meeting regarding the grand opening of the Los Amigos Park Playground on 9/6/08. B. Los Amigos Park - Playground Grand Opening - 9/6/08 - The Recreation Department is proud to announce the opening of the new playground at Los Amigos Park. Come out for food and fun at this neighborhood park. ~ Staff Reports: Continued A. Facility Usage Report -Commissioner Harper asks about charges for various events. Mr. Mark Flores, Liaison for the Recreation & Parks Commission stated that many factors determine the cost of any given event such as whether liquor is served, room being used, whether security is required, etc. Mr. Flores will bring the fee schedule to the next meeting. B. Current Programs/Activity Report - Commissioner Hernandez mentioned that the Lynwood Meadows Park Ribbon-Cutting Ceremony and Soccer Opening Day are both being held on 9/6/08 and she is concerned that the attendance will be affected at one or both of the events. Mr. Flores stated that State funds were used to refurbish the park with new playground equipment and fresh sand. The old metal equipment had fallen into disrepair and was rusting away. Movies in the Park will be held in Lynwood City Park on Baseball Field #~ every Thursday in September at 8 p.m. Bring your lawn chairs and blankets to enjoy this family-friendly evening. Chairperson wood voiced his concern about the movies being shown on Thursday nights now that youth are back in school. They need to do their homework and get to bed early. He believes the program should be moved to another night. However, not on Friday because this is when girls softball and basketball take place. vice Chairperson Gutierrez stated that the community is excited and happy. People were comfortable that Sheriff Department Deputies were present at the event. She wants to thank Mark, Jose and Perry because the children really enjoyed the movie. The event was really nice and she encourages them to keep up the good work. Mr. Flores stated that the Mobile Recreation Program is being taken to the four underserved corners of the City. The program provides sports, board games, face painting, arts & crafts, and other recreational activities for youth. The previous Mobile Recreation Program included laptop computers. Chairperson Wood asks about a template for goals/objectives. Mr. Flores stated that he received feedback from some of the Commissioners, but not all. More focus is needed on the proposed goals and objectives. He will bring a form to be filled out at the next meeting. He will then compile the information into a final document. Mr. Flores gives an example of a goal and an example of an objective. Commissioner Salazar stated that we should always attempt to broaden programming, yet there is a lack of communication between schools and parks. Participation in sports programming drops for middle-school aged youth. Mr. Flores stated that unfortunately some school Principals want to go home at 3 p.m. Mr. Flores believes that schools should be Staff Reports: Continued community centers for youth activities. Commissioner Salazar asked Mr. Flores if he ever looked up the State Act that mandates that schools must open their fields for use by the community. Mr. Flores stated that space is needed as we currently have only 3 Soccer fields and 3 Baseball fields for 20,000 youth. XU COmmI5510n Orals: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood - He stated that the Baseball/Softball program has the highest amount of participants this year. T-ball will be part of the Winter Baseball program for the first time this year. Chairperson Wood commented that the paint on the snack bar in Lynwood City Park is peeling and chipping and the floor tiles are broken. He stated that the Colt League for 17-year old players is using wooden bats. There will be 1,000 youth in uniform at the Soccer Opening Day. Other than at the Closing Ceremony, it's the only time all the players are out on the field together. • Commissioner Harper -She asks that the Minutes Clerk call to notify her of meetings. She would like to know if there is a community development block grant and when the money is available. Mr. Flores stated that applications are processed in December of each year. Annette Potts is the staff person in charge of CDBG. Money used to go to community groups and is now being used for street improvements. Commissioners should make recommendations to Council about allocations. Commissioner Harper also acknowledges Mr. Shawn Powell-FUrillo for donating a hot dog and a popcorn machine to the Youth Center. Vice Chairperson Gutierrez -Stated that the pool is very stuffy and the vents need to be cleaned as well as the floor tiles. Mr. Flores explained that the S1 million renovation to the pool took place in an election year. The project was accepted "as is" from the contractor. A non-skid film was to be added over the the floor but that was never completed. Since the tiles were never sealed they appear to be grimy even though they are cleaned on a regular basis. Commissioner Salazar stated that the work should be done now to save money over the long-term. Mr. Flores stated that the Commission orals: Continued • Commissioners need to bring up these issues because they usually don't get fixed until the public complains. Commissioner Salazar stated that he is aware of how CDBG money is allocated. Mr. Flores stated that he should attend CDBG meetings so that he can voice his concerns. Commissioner Salazar would like a master calendar showing all Commission meeting dates. Mr. Flores encourages everyone to bring any issues related to Recreation to his attention and to make recommendations at this meeting. He is here to answer questions and would like to see positive changes. Commissioner Salazar - He spoke about a disable kids' grant. He stated that schools will not give out any confidential information. How can this program be marketed? He obtained sponsors that paid for everything such as uniforms and trophies. People were very demanding, expecting everything for free. AYSO was charging S25. No one wanted to volunteer; they only wanted a safe place to drop off their kids. Mr. Flores stated that Lynwood SOS (Save Our Schools) changed focus to help special needs youth. He will email the information to Mr. Salazar. LSA Baseball will be conducting a fundraiser with monies going to SOS. Commissioner Hernandez - She commended Diana Romero for having a very organized group of staff running the Summer Day Camp Program. Breakfast and lunch are handled very well. Commissioner Hernandez stated that the scoreboard in the gym is not working properly and it's very important to have them in good repair. The fact that the marquee is not working has led to arguments between some of the moms. She is also recommending that a rail be installed at the curb of the Skate Park to prevent youth from skating out into the parking lot. The rail at the Community Center ShOUId also be reinstalled. Mr. Flores stated that a car knocked down the rail in December '07 and it has never been replaced. He will have an answer at the next meeting. Commissioner Hernandez stated that cigarette smoke is entering the gym. Mr. Flores stated that he is not aware of the particular requirements concerning "no smoking" parameters for the City of Lynwood; every establishment is different. Chairperson Wood suggests designating a smoking area in the park. Mr. Flores will look into this recommendation. Commissioner Hernandez states that she thinks it's a great idea to have a Summer Basketball league for youth over 14 years of age. Mr. Flores stated that the Sports Division is concentrating on building sports programs for this age group. He encourages everyone to get Commission Orals: Continued involved in the LSA Basketball Board. Commissioner Salazar stated that girls playing Soccer usually want to play Basketball. Mr. Flores stated that Nyla Glenn is in charge of the Girls Basketball League and Paul Martin is the LSA Basketball Commissioner.
