II/III) Invocation & Pledge: Vice Chairperson Joanette Gutierrez gave the Invocation and the Pledge of Allegiance was led by Commissioner Daniel Salazar. Iv) Roll Call: Present Absent Chairperson Wood Commissioner Harper Vice Chairperson Gutierrez Commissioner Salazar Commissioner Hernandez V) Agenda Posting: The Agenda was duly posted for the July 2008 meeting as prescribed by the Brown Act. VD Approval of Past Minutes: Chairperson Wood calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on June 24, 2008. Vice Chairperson Gutierrez makes a motion. Commissioner Salazar seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is approved. VII) Correspondence: None VIII) Public Orals: Pearline Calderon, 4010 Josephine Street has only positive things to say about the special education event held in Lynwood City Park recently. She used to work with special needs children years ago. The area in the park was wonderful, enclosed and shady. She hopes that the City will continue to do more with special needs children. IX) Scheduled Matters: A. Swearing-in of New Commissioner (Lucy Hernandez) - Ms. Hernandez is sworn-in by the City Clerk, Maria Quinonez. Chairperson Wood welcomes Commissioner Hernandez. She is a former Recreation & Parks Commissioner and coaches t-ball and basketball. X) Staff Reports: A. Facility Usage Report - To be provided at August meeting. B. Current Programs/Activity Report -Vice Chairperson Gutierrez helped with the Juneteenth program. She enjoyed the Current Programs/Activity Report -Continued performance by Rose Royce. She also enjoyed the laughing, joking and dancing at the Fourth of July Celebration. Vice Chairperson Gutierrez also assisted in passing out small toys to children at the National Aquatics Day event held at the Natatorium. She mentioned that there were free hotdogs, chips, soda, water and cookies for all participants. All of the children seemed very happy. It was a very nice event and it was good to see parents and children participate together. She encourages others to help during these events also. Chairperson Wood stated that he was in Lynwood City Park at 6 a.m. on 7/5/08 to clean-up after the Fourth of July celebration. The park was surprisingly clean. The clean-up was done in preparation for a Baseball Tournament later that morning. Most of the trash cans all over the park were emptied except for the ones located closest to the Community Center. Commissioner Salazar inquired about the screening process for volunteers. He stated that he's been getting calls regarding a flier being circulated on a suspected rapist in the Lynwood Athletic Community Service (LAGS) Soccer program. He said that people think LAGS is a City program. Mr. Jose Trejo, Interim Deputy Director stated that this matter is being investigated by LAGS, the Recreation Director, City Manager and Sheriff's Department. The person in question is a South Gate resident and is not a City of Lynwood volunteer or a City employee. He is no longer a LAGS participant. Chairperson Wood asked if LAGS has a fingerprint program. Mr. Trejo stated that they do have a Live Scan fingerprinting program. Commissioner Salazar stated that all of these allegations are hearsay and residents should be told that the matter is under investigation. Mr. Trejo stated that the City of Lynwood and law enforcement are taking the necessary actions. Mr. Trejo introduces Mr. Perry Brents, Director of Recreation & Community Services. Chairperson Wood asks Mr. Brents to say a few words. Mr. Brents replies that it's his pleasure to be here today. He welcomes Commissioner Hernandez back to the Recreation & Parks Commission. Mr. Brents resumes the previous discussion by saying that Mr. Alberto Garcia Jr. was arrested in South Gate for lewd acts on a '13- year old. Mr. Garcia passed his Live Scan screening and is no longer involved in LAGS programs. He was a resident of the Pendleton Apartments until parents forced him off the property. Mr. Brents reminds everyone that Mr. Garcia has rights just as Current Programs/Activity Report -Continued everyone else does. Parents must be diligent in monitoring their children's whereabouts and activities. Mr. Brents stated that the City Council has approved the budget. The Recreation Department will host only five special events instead of fifteen. The department is losing S534,000 out of our budget for special events. There will some staff changes forthcoming within the department. we are producing new programming; such as the Gang Resistance Is Paramount (GRIP) program and Basketball for middle-school aged youth. we will also resume videotaping events to showcase our department and the City to surrounding communities via cable television. Mr. Brents announced that the City Council approved merging the Marketing and Grants Division into the Recreation Department. He hopes to improve the relationship between the City and the Lynwood Sports Association (LSA). The field usage policy will emphasize City programs first, then LUSD and non-profits. Mr. Brents stated that if Lynwood citizens do not approve the Utility Users Tax the City will lose six- million dollars in funding and citizens will see the impact on city services. Other departments lost positions at last night's (7/21/08) Council meeting. Our department is very fortunate that it has not lost any currently filled staff positions. Mr. Brents is asking that the Recreation Commissioners take pride in their positions. They should study the municipal code for their purpose and authority as Commissioners. He would like to see all Commissioners more involved with the Recreation Department and its activities. There will be a training session for Commissioners sometime in the future. Mr. Brents stated that his office is always open for those that want to talk. Mrs. Calderon said she publicly announces that Mr. Brents did an outstanding job at last night's City Council. He knows what is going on in his department. Commissioner Hernandez commented that Mark Flores has brought grant monies into the City. She asked if he is still doing this job. Mr. Brents stated that Mr. Flores assisted in the development of a Summer mobile recreation program. This is a program that brings activities such as; games, sports, arts & crafts, and music to youth in several underserved locations throughout the City. This is ideal for parents and youth without transportation that live too far to walk to any of the City's parks. Mr. Flores started out as a part-time employee and he has also worked for the Chamber of Commerce in the past. Mr. Flores will Current Programs/Activity Report -Continued be working with Laura Alderete, Marketing & Grants Manager and Bob Torres, Finance Director on acquiring grant monies. Commissioner Hernandez commented that if we can acquire more grant monies we can spend less of the City's money. Mr. Brents stated that the LUSD runs the Lynwood Enrichment Afterschool Program (LEAP); the school district handles the academic portion and the Recreation Department provides the sports component. This is a feeder program for the LSA and helps keep kids off of the streets. Chairperson Wood stated that we need a screen to catch foul- balls. The balls are damaging the snack bar roof and he is also concerned that someone will be hit by a baseball. Mr. Brents stated that he thinks LSA is capable of purchasing the screens. Mr. Trejo suggests fund-raising as was done for the fence for soccer field ~3. He and Mr. Flores will be working on a walk/run project to be held in October to raise funds for the Ham Park project. Chairperson Wood stated that LSA put up 55,000 screens at Mark Twain Elementary School. Vice Chairperson Gutierrez expressed her concern about kids chasing balls at Ham Park. Mr. Brents advised her to address her concerns with Arsenio Frontella, Public Works. He stated that trees and bushes block the view of traffic. Mr. Trejo stated that there will be a four-foot high permanent fence along the field frontline. He said to wait and see the Ham Park plans. Mr. Brents announced that L.A. County Supervisor Yvonne Brathwaite Burke donated money for a trailer to be set-up at Ham Park.
