Introductions: Chairman Rycyk called the meeting to order at 10:37 a.m., and a quorum was present. 2. Adoption of the agenda: The agenda was adopted and all members were in favor. 3. Approval of the minutes: A motion was made by Mr. Shorthose to approve the minutes and was seconded by Mr. Propes. All were in favor and the minutes were approved. 4. Public Comment Opportunity: 5. Invited Guest: December 7, 2020 Mr. Dowse with Burns and McDonnell appreciates all of the work going on at the airport and will have more work in the future with the CIP update that just happened. 6. Scheduled Reports: a) Airport Manager’s Report Mr. Bowers advised the CIP was recently submitted. The tower was recently reevaluated for funding and is on the way to be 100% federally funded. Parking lot work will begin December 14th, 2021. The new airport building is still on track to be completed March 1st, 2021. The emergency plan is still going thru the final review process and Mr. Bowers hopes to have something published within the next month. Traffic counts are down with COVID, but are holding steady. Mr. Bowers discussed the proposed revised fee structure to add definitions to each fee and eliminate ones that were overlapping each other. The only fee that will go up is the abandoned aircraft fee that was previously referred to as a dead storage fee. The fee was previously $4.00/month; the proposed fee increase is $100.00/month. The definition of the abandoned aircraft fee was updated to any aircraft whose owner cannot be contacted and/or is out of annual inspection that is parked outside for longer than two weeks. The only other fee change is to split the Aircraft sales and service permit fee to two separate fees: Aircraft sales permit and Aircraft service and maintenance permit, both will remain $27.00/month. Mr. Rycyk made a motion for these recommendations to be adopted, Mr. Shorthose seconded the motion. After answering questions from committee members, all members were in favor. The proposed changes will be forwarded to the City Council for approval. b) FBO Report Mr. Shorthose advised the fuel sale numbers have been less than anticipated. Corporate flying is down; hopefully jet traffic will be up again in the spring. Mr. Bowers added jet traffic has been down 30-40% due to COVID. Flight School is still producing good numbers, maintenance and avionics shops are still busy. Mr. Shorthose advised he appreciated working with Mr. Bowers on the revised fee structure and wanted to compliment the city on how the airport has been conducting business. c) Staff Liaison Report Mr. Smith advised the Airport Administrative Offices project is ongoing and expected to be completed March 1, 2021. The Airport Parking lot project will start December 14, 2020. The ramp rehabilitation project is currently under design with Burns and McDonnell, a seal coat of the pavement will be completed after the ramp repairs project is complete. The ramp project December 7, 2020 will repair the asphalt transition between the main ramp and the north ramp and remarking of the taxi lane. The plan is to advertise the ramp project in January 2021. The emergency lighting project will repair all the lights that were damaged by the flood. This project received a 100% grant from MoDOT and goes to City Council tonight December 7, 2020. City staff has been working with Senator Blunt’s office regarding the control tower. The FAA contracts with Midwest ATC to provide the personnel to run the tower for the airport. Currently, the FAA would pay 82% of the cost for the tower, the city is responsible for 18% of the cost; MoDOT gives the city a grant for half (9%) of that. Our cost benefit has been revised, we are now considered a 112% tower, and will no longer have to pay the 9% cost. The benefit the tower provides far exceeds the cost of providing the services; therefore the FAA will pay 100% of the cost. Senator Blunt’s office is also assisting us in having a site study done on the control tower at no cost to the city. This study would be done thru Airway Facilities Tower Integration Laboratory (AFTIL), an organization within the FAA. Mr. Smith advised he is now a liaison for the Columbia Airport Advisory Board. d) City Council Report Councilman Fitzwater does not anticipate any problems with voting on the Airport emergency lighting project tonight at the City Council meeting and appreciates all of the work that has been done at the airport. 7. Old Business Chairman Rycyk asked for more details about the new restaurant at the airport. Mr. Shorthose advised the owner is Bobby Drainer and the restaurant will be called “The Landing Zone.” Mr. Shorthose inquired about any updates on the four state levee study. Mr. Smith advised the city is communicating with Department of Natural Resources and the Corp of Engineers about what improvements would be best for the city and property owners. Mr. Smith discussed future improvements and the proposed priorities: • Raise the existing Capitol View Levee to the maximum extent possible (ideally protection to 34’ flood stage or higher) while closely maintaining current footprint. • Strengthen the levee in areas of repeated previous failures. • Construct so that if the levee is over top in the future the “fill” point is on the downstream side and protected as overtopping occurs. • Availability for flood buyout funds for properties subject to river flooding and tributary flash flooding. December 7, 2020 • Close dike “notches” where riverbank erosion is occurring and provide funding assistance where improvements have been required to protect high value infrastructure. The proposed priorities listed have been acted on by City Council and the Levee District and has been sent to the Corp of Engineers. Mr. Shorthose asked for Mr. Smith to keep the committee updated on any future updates regarding the levee. Mr. Smith advised there is no retirement reception scheduled at this time for retired Airport Manager Ron Craft, but we hope to be able to schedule one sometime in the future. 8. New Business 9. Other Business Mr. Rycyk made a motion to approve the meeting dates for 2021. Mr. Shorthose seconded the motion, all members were in favor. 10. Next Meeting Date Next scheduled meeting is Monday, March 1, 2021 11. Adjourn Mr. Shorthose moved to adjourn the meeting at 11:20 a.m., seconded by Mr. Propes. All were in favor. Meeting adjourned.
