CLEMENTS MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER Also attending: Attorney John Randolph, Manager William E. Gwynn, Deputy Town Clerk, Barbara Gaynn, Police Chief, Robert Holroyd and Brian Pfeifler, Chairman of Planning and Zoning. The meeting was called to order by Mayor Koch at 9 A.M. Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the Commission approved the Minutes for the Regular Meeting August 10, 1979 and the Special Advertised Meetings August 28th and September 6th, 1979. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter the Commission approved the Financial Report for the month of August. Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the Commission approved the name change from Trash Department to Sanitation Department. The following summarization of the Police Report for the month of August 1979 was submitted to the Commission. The Commission commended the Police Department for the fine job they performed during the recent hurricane. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter the Commission granted approval to Chief Holroyd to purchase equipment needed by the Police Department for emergencies at a price of $595.00. This list is a part of the minutes. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter Ordinance 79 -10 was passed on 2nd and final reading. ORDINANCE 79 -10 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, REPEALING ORDINANCE NO. 111 OF THE TOWN RELATING TO REGISTRATION AND IDENTIFICATION OF CERTAIN PERSONS AND OCCUPATIONS WITHIN THE TOWN. Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte Ordinance 79 -11 was passed on 2nd and final reading. ORDINANCE 79 -11 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, REPEALING SECTION 112 OF THE 1930 CODE OF THE TOWN OF GULF STREAM RELATING TO SHOOTING OF BIRDS WITHIN THE TOWN. Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte Ordinance 79 -12 was passed on 2nd and final reading. ORDINANCE 79 -12 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, REPEALING ORDINANCE NO. 72 -3 OF THE TOWN OF GULF STREAM RELATING TO LOITERING AND PROWLING. Attorney Randolph, as instructed by the Commission, reported on the establishment of a Code Enforcement Board. He stated that it would not be advantageous at this time for the Town to have such a Board since enforcement of Town ordinances has not been a problem, the Commission agreed. On motion by Vice Mayor LaPorte, seconded by Mayor Koch the Commission approved Resolution 79 -4. This Resolution creates an energy conservation program for the Town with the Town Clerk as the Energy Efficiency Coordinating Officer reporting to the Town Manager and Commission up -to -date energy conservation techniques applicable to the Town building and vehicles. Manager Gwynn noted he was in reoipt of Matt Gracey's insurance proposal for the fiscal year 1978 -79 and informed the Commission the costs would be the same, he also stated Marsh 6 McLennan contacted the Town and appreciated the opportunity to bid on the Town's insurance program but found Mr. Gracey had done a fine job and could not at this time save the Town money and felt we should continue with our present insurance carrier. Mr. Pfeifler reported that the Planning Board met September 4, 1979 and questioned the drainage ordinance concerning the clarification of run -off from a one -inch rainfall. Attorney Randolph stated he would look into this and report later. Mr. Gene Caputo, Principal Planner for the Area Planning Board of Palm Beach County gave a status report on the Town's Comprehensive Plan. He handed each Commissioner copies of replies he had prepared for the various agencies that commented on the plan. He noted that the Town should review their present density program since it is inconsistent with the plan and character of the Town. He also explained the County's desire to have the Town's participation in the Interlocal Agreement concerning the County's Community Development Block - 3 - COMMISSION MEETING, September 14, 1979 Cont. Grant Program. Attorney Randolph was instructed to review this agreement and advise the Commission at the next regular meeting. The Town Clerk was instructed to write the Department of Administration, Division of State Planning and request a six month extension on the Town's comprehensive plan. A meeting with Gene Caputo, Mayor Koch and the Town Clerk was set for Wednesday September 19th, 9:30 A.M. to review the plan. This generator would enable us to gas our vehicles and provide adequate lighting in the event of power lose. In case the Police Station is flooded during a future storm, I would like a back -up facility to be used as a shelter for our men. Will the Commissioners check to see if we could une a private home - on high ground - for this purpose? PASSED AND ADOPTED ON Second READING THIS /lath DAY OF September . 1979. j (SEAL) —)4— f \1 Mayor Town Commis Toner 0044 S • ;Za 1 na: Town Commissioner Town Commissioner Town Commissioner ATTEST: w .4 1OYM of Gulf Stream 249 § @a f4dad Gulf f ireani, Fla. 334" RESOLUTION 79 -4 WHEREAS, the United States is experiencing a shortage of energy and higher costs of living caused by oil curtailments from foreign sources, and WHEREAS, these reduced supplies affect the economy of the Town of Gulf Stream and the well -being of its citizens, and WHEREAS, the Governor has been compelled to declare an electrical energy emergency in Florida due to a shortage of high - quality residual fuel oil, and WHEREAS, the establishment of an effective energy policy can lead to substantial energy savings and it is to the advantage of all citizens that governmental units take the lead in establishing such measures, and WHEREAS, the governor of the State of Florida has directed all State agencies to develop an energy conservation plan to reduce energy consumption in State facilities by 15 per cent, in addition to the 15 per cent savings which has already been achieved, NOW, THEREFORE, BE IT RESOLVED that effective immediately the Town of Gulf Stream shall assure that: 1. Thermostats in Town owned buildings will be maintained at 65 degrees Fahrenheit during the heating season and 78 degrees during the cooling season unless the building will use more energy under these operating conditions and except for special occupancies requiring special operating conditions. 2. Within 30 days each Town agency will report to the City Manager that the lighting levels maintained within its assigned facilities do not exceed the following levels: 10 footcandles - halls and corridors etc. 30 footcandles - other public areas 70 footcandles - all work areas except those areas where fine detail work requires higher levels 3. An energy efficiency coordinating officer will be appointed to be in charge of coordinating energy efficiency, reporting to the City Manager and Town Commission and learning up -to -date energy conservation techniques which will be applicable in Town building and vehieles. BE IT FURTHER RESOLVED THAT under the direction of the Town Manager and Energy Efficiency Officer with assistance from appropriate local, regional and State agencies, an energy utilization plan for the Town of Gulf Stream shall be developed which will outline a comprehensive plan for efficient energy utilization within the jurisdiction of the Town of Gulf Stream.
