Introductions: Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was present. 2. Adoption of the agenda: A motion was made by Mr. Shorthose to adopt the agenda. Mr. Thurnau seconded the motion and all were in favor. 3. Approval of the minutes: A motion was made by Mr. Propes to approve the minutes and was seconded by Mr. Naught. All were in favor and the minutes were approved. 4. Public Comment Opportunity: 5. Invited Guest: Callaway County Commissioner Roger Fischer, Terry Rackers, and Hannah Larrick with Senator Roy Blunt’s office all advised they are attending to get the latest updates on the Airport and offer assistance as needed. 6. Scheduled Reports: a) Flood Recovery Update August 19, 2019 Mr. Smith gave a presentation about the Airport status after the recent flooding. Mr. Smith advised the Airport opened for daytime VFR Traffic on July 11, day and nighttime VFR traffic on July 29. The Control Tower lower level was gutted, cleaned, and treated by contractors and a structural evaluation wa s completed by City building inspectors. The lower level was reconstructed by Street Department employees August 16, with plans to have ATC beginning August 21. The Street Department completed repairs to Taxiway C and Runway 9/27 and hope to have it remarked and sealed by the end of August. Staff is recommending demolishing the terminal building as damage estimates exceed 50% of the building value. Staff hopes to have a demolition contract for the structure along with a temporary office trailer for Mr. Craft in the near future. Both maintenance buildings have been restored to basic function. FAA will be on site Thursday, August 22, 2019. The Levee District has a meeting today at 1pm with the Corp of Engineers to discuss their field assessment of the levee, which has suffered five breaks. The City is waiting to hear back from insurance on funds and hopes to receive FEMA/SEMA money along with grants that were applied for. Mr. Smith answered a few questions from members and Councilman Mihalevich. Councilman Mihalevich and Callaway County Commissioner Fischer discussed a presentation they attended recently. Mr. Rycyk made a motion to recommend to the City Council that the Council actively support the Corp of Engineers moving forward in their study of the Missouri River Lower Basin. Mr. Shorthose seconded the motion, all members in favor. Councilman Mihalevich will forward that on to the City Council. b) Airport Manager’s Report Mr. Craft had nothing further to add to Mr. Smith’s presentation. c) FBO Report Mr. Shorthose mentioned frustrations and compliments since the flood, complimentary of City Staff. JC Flying Service is back in business, selling fuel, doing maintenance/repairs, and instructing. d) Staff Liaison Report Mr. Rycyk questioned when the decision will be made on the terminal building. Mr. Smith advised it is unsure when a decision will be made; timing will depend on different factors and is ultimately up to the City Council to approve City Staff’s recommendation of demolishing the building. e) City Council Report Councilman Mihalevich thanked Hannah Larrick from Senator Roy Blunt’s Office and Callaway County Commissioner Roger Fischer for attending the meeting. 7. Old Business None 8. New Business Mr. Abbott wanted to discuss the tenant and lease rate, advised it is very costly with the rate going up 3% every year for the next 25 years. Mr. Smith advised everyone except the South hanger pays the same rate. After further discussion, Mr. Smith advised on the next agenda, City Staff will provide the Committee with current lease rates and the Airport budget. 9. Other Business None 10. Next Meeting Date Next scheduled meeting is Monday, December 2, 2019, but Mr. Smith anticipates scheduling a sooner meeting date in the future. August 19, 2019 11.
