ON TUESDAY, MAY 27, 2008 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recreatn\commission agendas & minutes\recreation & parks 2008.April agenda March minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for MARCH 25, 2008 p Call to Order: The March 25, 2008 Recreation & Parks Commission meeting was called to order at 5:11 p.m. II/III) Invocation & Pledge: Commissioner Harper gave the Invocation and the Pledge of Allegiance was led by Chairperson Wood. IV) Roll Call: Present Absent Commissioner Wood Commissioner Dove Commissioner Harper Commissioner Salazar Commissioner Gutierrez Commissioner Dove v) Agenda Posting: The Agenda was duly posted for the March 2008 meeting as prescribed by the Brown Act. VU Approval of Past Minutes: There are no minutes for approval since the March meeting is the first meeting for the newly appointed members of the Recreation & Parks Commission. VII) Correspondence: None VIII) Public Orals: Maria Quinonez, City Clerk stopped by to swear-in the new Commissioners. She also passed out copies of Form 700, requesting that the Commissioners fill out the form and return it to her office. Former Commissioner Julio Mendoza, 2733 Fernwood Avenue congratulated all of the Commissioners on their appointment to the Recreation & Parks Commission. Mr. Jose Trejo, Deputy Director of the Recreation & Community Services Department introduced himself to the Commission stating that over the years he has moved up in the employee ranks of the Department. He is also a former Lynwood Sports Association participant. Mr. Trejo gave a brief overview of all of the divisions that comprise the Recreation & Community Services Department; they are: Senior Center, Sports Division, Youth Center/Playgrounds, Administrative Division, Natatorium, and Bateman Hall. IX) Scheduled Matters: A. Election of Officers - Mr. Trejo asked the Commissioners whether they wanted to proceed and elect officers or table the item until all of the Commissioners are present. Commissioner Wood motioned to table the election of officers to the April meeting. Commissioner Gutierrez seconded the motion. Ayes: 3 Noes: 0 -The election of officers will be carried over to the April meeting. X) Staff Reports: A. Facility Usage Report -Attached for review - Mr. Trejo briefly explained the purpose of the Facility Usage Report. The report provides the Commissioners with detailed information as to what groups/organizations are meeting at Bateman Hall, the date, time, event, and whether or not they pay or have fees waived. Mr. Trejo stated that fee waiver requests are provided to the Recreation & Parks Commission for their recommendations to the City Council. Information on these reports is for the upcoming month. Commissioner Harper stated that the L.U.S.D. holds their annual science fair for about 2,000 youth at Bateman Hall. They eat sack lunches and work on their projects. B. Division Quarterly Reports -This report will be provided for 2008 in April, July and October. This report informs the Commission of the status and/or plans for upcoming projects and special events taking place citywide and in the Recreation & Community Services Department. C. Current Programs/Activity Report - • The April activity calendar will be mailed to the Commissioners. • 4/2/08 -Youth Basketball Banquet/Awards Ceremony - 6 p.m. at Bateman Hall -This is a great way to meet people and make new friends. All participants will receive a trophy. • 4/5/08 - Aquafina Pitch, Hit & Run Event - 11:30 a.m. in Lynwood City Park, Diamond ~1 -The new Commissioners will get to throw out the first pitch for different teams. Players will line-up and parade around in their new uniforms. • 4/27/08 -Senior Open House - 11:00 a.m. at the Lynwood Senior Center -Celebrating the Senior Center's one-year anniversary and showcase to guests the activities, classes and trips the Senior Center has to offer to the senior population in the community. • 5/21/08 - Lynwood Dodger Night - 7:10 p.m. at Dodger Stadium in Los Angeles. Tickets are S10 each on a first-come, first-served basis. No transportation will be provided. Current Programs/Activity Report -Continued Commissioner Harper questioned Mr. Trejo about the activities that are held at the Senior Center. Mr. Trejo stated that the Senior Center is home to a wide variety of activities including Senior Excursions to casinos, museums, the Long Beach Marketplace, etc. There is also a monthly free food distribution, Dial-a-Taxi Transportation Service, computer classes, art classes, sewing classes and several exercise activities. The Senior Center partners with organizations such as Apple Care and St. Francis Medical Center. The County of Los Angeles Area Agency on Aging has held a series of public hearing workshops at the Senior Center on topics such as emergency preparedness. Commissioner Gutierrez stated that at one time there was a service for shut-in seniors. Basically they were called or visited on a regular basis to make sure they were o.k. She would like to see something like that instigated again in the community. She stated that many calls were received from shut-in seniors with heart attacks and strokes during a major earthquake some years back. Mr. Trejo stated that 911 should be called for all medical emergencies. Commissioner Harper stated that Zelda Hutcherson had the L.A. County Area Agency on Aging host a public hearing workshop on emergency preparedness. A committee could be appointed to help the shut-ins with a sign on their door. Possibly students from Dominguez Hills could be involved. Mr. Trejo stated that checking in on seniors is a very important topic. The Senior Advisory Council and the Recreation & Parks Commission can work together on this issue. He stated that the Recreation & Community Services Department is not just about sports. we need to look at the community at large and access a healthier lifestyle and provide social services to the community. Mr. Trejo would like to get active participation from a percentage of staff and a percentage of people in the community. It's important to refer issues to the proper Commissions. we have to stay focused on what our role is in the community but he does encourage participation with other commissions. Commissioner Harper stated that this is the second Commission she has served on. She has to learn how it works. She stated that her concerns are for the elderly and children. She knows lots of kids that don't have family support. They often just get dropped off at the park. Mr. Trejo stated that she should list this topic on her 2008 Goals & Objectives. Current Programs/Activity Report -Continued Commissioner wood stated that he was a T-ball Coach in 1994. He's been the Baseball Commissioner for the last 7-years. He's been involved with the Lynwood Sports Association in some fashion for the last 10-years. He wants to improve facilities for kids and promote safety in Lynwood City Park. Parents need to get involved. The Lynwood Sports Association gets lots of support from the Recreation & Community Services Department. we offer afirst-class sports program including Baseball, Soccer and Basketball to the Lynwood community. Mr. Trejo stated that there has been tremendous growth. we are addressing issues of open space as well as following procedures and meeting standards for field and facility rentals. Some organizations claim to be non-profit but don't meet requirement with proper back-up documentation. If organizations don't meet the policy standards they will not qualify. Standards have to be met. Commissioner Wood stated that the Lynwood Sports Association meets once monthly and does their best to keep costs down for families. we charge Lynwood residents S65 for Baseball and Basketball registration. Other cities charge well over $100. Commissioner Gutierrez stated that at one time socks, pants and shoes were provided as uniforms. Commissioner Wood stated that some cities only provide a hat and t- shirt. Currently a whole uniform and trophy are issued to participants. Mr. Trejo stated that hopefully in 3-5 years there will be funding available with which to bridge parks throughout the community. This will promote health and fitness and art in our neighborhoods by providing art pieces along walk trails. Commissioner Gutierrez stated that we need to bring performing arts to the City and give back to the community. She realizes that lots of people have never been to a play, which she enjoys. Mr. Trejo stated that we need to create focus groups when we partner with outside agencies. we have to entice groups to want to come to Lynwood by presenting our need and desire for their assistance. Commissioner Gutierrez stated that some schools have stopped music classes. She stated that a group of artists fought to bring a music class back to a Los Angeles school. They raised money and donated instruments. we could do the same and have a performance at Christmas-time. Mr. Trejo stated that at the end of the day it boils down to money. Creating a foundation to provide money to serve the people you say it will serve requires a collaborative effort. Current Programs/Activity Report -Continued Commissioner Wood stated that when the Veterans Affairs Council held one of their Veterans Day programs they were unable to acquire singers from Lynwood High School. Performers were brought in from Compton. Commissioner Gutierrez stated that she has talked to Mr. Perry Brents, Director of the Recreation & Community Services Department about outdoor musicals. Her daughter works for the City of Santa Fe Springs and they offer that service. She would like for Mr. Trejo to go with her. Mr. Trejo stated that we need to organize, coordinate, plan and get a base established before we ask for help. We need to plant the seed. We have expressed the need, now we need the stakeholders. XU COmml$SIOn Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Wood -Stated that his main purpose is as an advocate for kids. He stated that Commissioner Salazar who is also the L.S.A. Soccer Commissioner has 1,000 kids on approximately 78 teams. He also inquired on the status of Ham Park. (Mr. Trejo stated that this item is scheduled to go to Council in ApriU. Commissioner Wood also announced that he serves as an unofficial MC at all ceremonies. He is looking forward to the coming year. • Commissioner Harper -Welcomes everyone aboard; she is looking forward to working in the community with Commissioner Gutierrez regarding shut-ins and the arts. She has her goals and objectives ready to bring to the next meeting. • Commissioner Gutierrez -She is concerned about youth playing in the streets. Some kids live too far from Lynwood City Park to walk there, so they play in the streets. She wanted to go into the community to solicit donations to expedite the Ham Park groundbreaking ceremony.
