Christy Building, Boone/Bancroft Room Monday, March 02, 2020 COMMITTEE MEMBERS (present) Frank Rycyk Grant Shorthose Trey Propes Jason Thurnau Jeff Naught COMMITTEE MEMBER (absent) Dennis Bening John Abbott COUNCIL LIASON Councilman Rick Mihalevich STAFF Ron Craft, Airport Manager Lisa Dittmer, Public Works Britt Smith, Operations Division Director Matt Morasch, Public Works Director GUEST Matt Alsager, Tom Dowse, John Nations, and Kris Scheperle; Cole County Commissioner. 1. Introductions: Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was present. 2. Adoption of the agenda: A motion was made by Mr. Shorthose to adopt the agenda. Mr. Propes seconded the motion and all were in favor. 3. Approval of the minutes: A motion was made by Mr. Propes to approve the minutes and was seconded by Mr. Naught. All were in favor and the minutes were approved. 4. Public Comment Opportunity: 5. Invited Guest: Cole County Commissioner Kris Scheperle spoke about the port and the Airport as being the two biggest possibilities for economic development for Jefferson City and Cole County. Matt Alsager with Victory Enterprises (contracted with Cole County) and John Nations with Evans and Dixon had a lengthy discussion with members and staff about the opportunity for everyone to work together and protect the Airport with the L142 levee. March 2, 2020 APPROVED FORMAT After a discussion among the group, Mr. Shorthose made a motion, recommending to the City Council that L142 be revisited with the understanding that an economic development group is going to be looking at the funding source. Mr. Propes seconded the motion, all members were in favor. Motion carries. 6. Scheduled Reports: a) Airport Manager’s Report Mr. Craft advised the Airport is still in flood repair, the ILS has been put back in service. The control tower is functioning, but the digital voice recorder is currently out of service. Mr. Craft advised this is his last advisory meeting; he will be retiring and his last day with the City of Jefferson will be April 30, 2020. b) FBO Report Mr. Shorthose advised the FBO is concerned about what the levee project is doing and what the FBO will do if we flood again this year. c) Staff Liaison Report Mr. Smith discussed the current and future projects at the airport which include the terminal demolition, emergency lighting repairs, exterior fence repairs, terminal replacement, reconfiguration of the parking lot, and aircraft ramp repairs. Mr. Smith passed out a handout from the Corp of Engineers and discussed site maps showing the different breaches in the levee. Mr. Smith discussed the current plan for the terminal building to be 100% privately funded by RHK Airport Properties. The city would lease the grounds to RHK Airport Properties; the city would be a tenant in the building. At this time, this has not been approved by the City Council. d) City Council Report Councilman Mihalevich advised this is his last advisory meeting; his last day with the City Council will be April 20, 2020. Old Business a) Mr. Abbott’s report on proposed committee governance change Mr. Abbott was unable to attend today’s meeting. There were no comments from the committee on this topic; Mr. Smith requested this be tabled until the next meeting. 8. New Business 9. Other Business 10.
