RECREATION & PARKS COMMISSION
MEETING MINUTES for NOVEMBER 27, 2007
U Call to Order:
The November 27, 2007 Recreation & Parks Commission meeting was
called to order at 5:09 p.m.
II/IIU Invocation & Pledge:
Mr. Greg Woods, Workplace Development Manager gave the Invocation
and the Pledge of Allegiance was led by Commissioner Julio Mendoza.
Iv) Roll Call: Chairperson Reed -Present

V) Agenda Posting: The Agenda was duly posted for the November 2007
meeting as prescribed by the Brown Act.
VD Approval of Past Minutes: Chairperson Reed requests that a motion be
made for approval of the minutes for the Recreation & Parks
Commission meeting held in October 2007. Vice Chairperson Salazar
motions that the minutes be approved. Commissioner Mendoza
seconds the motion. All Commissioners vote in favor of approving the
minutes with one correction noted by Commissioner Mendoza and the
motion is carried. Ayes: 3 Noes: 0
The correction is as follows: XU Commission Orals: Commissioner
Mendoza stated that he witnessed a lady with three little girls banging
on the restroom door. The door was locked and they couldn't get
inside. Commissioner Mendoza went out and informed security. The
security guard came and banged on the door several times and stated
in a loud voice that the door should be opened. After a short period of
time, three other little girls opened the door from the inside and ran
out of the restroom. The lady and the three little girls were finally able
to enter and use the restroom.

VII) Correspondence: None
Public Orals: Elias Saikaly, Civil Engineer in the Public Works Department
was passing by the Council Chambers and the Commissioners invited him in to
provide the status of various City parks in Lynwood.
Rose Park: Mr. Saikaly stated that the construction phase has been
completed. They are working on having a wrought iron fence installed

around the perimeter of the park and working on the electrical components
of the crosswalk. The park will be opening to the public very soon. There will
be agrand-opening celebration.
Lynwood Meadows Park: The bids for work on Lynwood Meadows Park
opened two-weeks ago. One contractor is starting in January 2008. It will
take approximately 5 to 6 months to complete the grading and landscaping
on this park.
Ham Park: Grading will begin on Ham Park next week. The sidewalks on
Josephine and Virginia will be removed and filled with dirt. Once this is done,
Phase I -Landscaping will be advertised. Phase II -building will be the last
phase of the project.
Ms. Maria Cordova, Senior & Social Services Manager introduced herself to the
Commission. She stated that it was her second day on the job.
Irene Garcia, 2737 111`" Street -Stated that the Halloween Party was a good
program. She recommends that a different numbering system be used next
year for judging the contests.
IX) Scheduled Matters:
A. Christmas Parade -Pageantry has received approximately 300
entries for the parade. No carnival is planned at this time and a Grand
Marshall has not been selected. Awards will be handed out at the
Winter Wonderland display in front of City Hall. The parade is expected
to run for two-hours. The annual tree-lighting ceremony will be held on
12/13/07 from 5 p.m. to 6 p.m. The annual Commissions/Boards
Christmas Dinner/Dance will be held on 12/13/07 from 7 p.m. to 11 p.m.
B. Lynwood City Park Maintenance Issues - The Recreation &
Community Services Interim Director met with the Quality of Life
Department Head. This issue was assigned to the Ground Maintenance
Division. Currently two part-time Recreation staff is cleaning restrooms
during peak park usage hours. The Ground Maintenance crew should be
in place by first week of December. Vice Chairperson Salazar asked if
the standing water in the park was ever addressed. He asked if anyone
has visited the park to check on the status. Mr. Trejo stated that the
sprinkler heads have been adjusted and capped. Field Maintenance will
start in mid-December. There is a three-month period when the fields
are closed for maintenance including fertilizing, reseeding and sprinkler
repair.
X) Staff Reports:
A. Facility Usage Report -Attached for review
B. Division Monthly Reports -The next quarterly report will be
provided in January 2008.
C. Current Programs/Activity Report - Donations are still being
solicited for Community Services Day. Avery long list of all
Recreation and Community Services Department activities for the
month of December was passed out to the Commissioners.
XU COmmiSSion Orals: (Please abide by the 3-minute time limit for each Commissioner)
• Commissioner Espeseth -Absent
• Commissioner Mendoza -Two more Commissioners are needed on
this Commission. Mr. Charles Wood has applied to be on this
Commission.
• Chairperson Reed -She stated that Commissioners appointed by
Council will be leaving 30-days after the Council Member that
appointed them leaves the City of Lynwood. Background checks will
be done for any persons working around senior citizens; they have
always been done for volunteers working around children.
Chairperson Reed welcomes Ms. Cordova to the Recreation
Department.
• vice Chairperson Salazar -There will be an appreciation dinner/dance
for Soccer program volunteers at Bateman Hall on Friday, November
30, 2007 at 7:00 p.m. This event is a way of thanking referees since
they are not paid a stipend. There will be a baseball/softball toy drive
next week to assist the Community Services Day program with toy
donations.
XIU Adjournment:
The meeting was adjourned for the holidays. The next regularly
scheduled meeting will be held on January 22, 2008 in the Lynwood City
Hall Council Chambers.
