HomeMy Public PortalAbout2021-02-011 REGULAR COUNCIL MEETING, February 1, 2021 CALL TO ORDER Mayor Carrie Tergin called the February 1, 2021 City Council meeting to order at 6:02 P.M. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Kemna and seconded by Councilmember Lester to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of Cole County Health Department and Mayor Tergin provided a pandemic update. Missouri vaccine updates can be found at www.covidvaccine.mo.gov. COVID testing events and registration can be found at https://dcphdo02redcap.azurewebsites.net/redcap/surveys/?s=XTLH7FCLD7 . Mayor Tergin reminded citizens of the City/County Advisory which remains in place. The next weekly press event is February 4th at 10:00 A.M. b. Honorable Brian Stumpe was unable to attend tonight’s meeting to receive recognition for his years of service with the City. He will attend the next virtual, City Council meeting on February 15th. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Matt Morasch, Director of Public Works presented an update on the Clark Avenue and Dunklin Street intersection and the current City County Joint ½ Cent Capital Improvement Sales Tax. 2 REGULAR COUNCIL MEETING, February 1, 2021 After some discussion between the Mayor, Councilmembers, and Staff, Adrian and Andria Hendricks with the Joshua House Church currently operating at the corner of Clark and Dunklin voiced their concerns with any street improvements that would greatly impact the parking at the church. Ms. Hendricks was in favor of leaving the str eet as is, and improving the lighting and directional signage at the intersection. Motion A: Councilmember Fitzwater made the following motion, and Councilmember Schreiber seconded the motion: 1. That the City of Jefferson notify MoDOT that the City is no lon ger interested in participating in the Governor’s Transportation Cost Share Program for the Clark interchange and the Clark/Dunklin intersection; and 2. That the City of Jefferson forgo any further changes to the Clark/Dunklin intersection at this time and that the City Council request that Staff proceed with negotiating a sale of the property and develop a contract for City Council’s approval at a later date; and 3. That the City of Jefferson work with Cole County to reassign the funds saved from the Clark and Dunklin project, approximately $1.5 million, to the MSP Project so that the City can fully build out all the streets that we are contractually obligated to build at MSP. Motion B: After further discussion, Councilmember Hensley motioned and Councilmember Ward seconded the motion to amend #2 above to include a speed bump and lighting/signage improvements at Clark and Dunklin, and work to maintain as much parking at Joshua House as possible. Discussions continued. Councilmember Hensley withdrew his motion. C ouncilmember Ward had no objections to the withdrawal. Motion C: Councilmember Hussey motioned and Councilmember Hensley seconded the motion to amend #2 above to include a 4-way stop sign option with lighting/signage improvements at Clark and Dunklin, and work to maintain as much parking at Joshua House as possible. Discussions continued. Councilmember Hussey withdrew his motion. Councilmember Hensley had no objections to the withdrawal. Motion D: Councilmember Hussey motioned to amend Councilmember Fitzwater’s original motion, by taking up #1 as a stand -alone motion. Councilmember Hensley seconded the motion. The motion to take up the amendment passed by the following roll- call vote: Aye: Hensley, Hussey, Lester, Vogt, Ward, and Wiseman Nay: Fitzwater, Graham, Kemna, and Schreiber 3 REGULAR COUNCIL MEETING, February 1, 2021 Motion E: With the passing of the motion to accept the amendment. Councilmember Hussey motioned to amend Councilmember Fitzwater’s original motion, by taking up #1 as a stand-alone motion with a vote. Councilmember Hensley seconded the motion. That the City of Jefferson notify MoDOT that the City is no longer interested in participating in the Governor’s Transportation Cost Share Program for the Clark interchange and the Clark/Dunklin intersection passed by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None Motion F: Councilmember Fitzwater motioned and Councilmember Hensley made a motion related to #3 above; that the City of Jefferson work with Cole County to reassign the funds saved from the Clark and Dunklin project, approximately $1.5 million, to the MSP Project so that the City can fully build out all the streets that we are contractually obligated to build at the MSP. The motion passed by the fol lowing roll-call vote. Aye: Fitzwater, Graham, Kemna, Lester, Schreiber, Vogt, and Ward Nay: Hensley, Hussey, and Wiseman Motion G: Councilmember Hensley motioned and Councilmember Graham seconded the motion related to an amended version of #2 above; that the City of Jefferson proceed with negotiating a sale of the property and develop a contract for City Council’s approval at a later date, and continue to develop intersection plans that include road improvements, safety, and parking at the Joshua House ’s current location. The motion passed by the following roll-call vote. Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF • Committee on Administration: No updates at this time. • Finance Committee: No updates at this time. • Public Safety Committee: No updates at this time. • Public Works & Planning Committee: The next meeting is Thursday, February 11th at 7:30 A.M. The meeting will be virtual. • Mayor Tergin made the following announcements: ➢ February 1st begins Black History Month. There are many local events to celebrate Black History Month in Jefferson City. 4 REGULAR COUNCIL MEETING, February 1, 2021 ➢ Optimist Club – A proclamation was presented to the Optimist Club last week. The first Thursday of every February is Optimist Day. ➢ Council for Drug Free Youth is having their annual meeting on Thursday, February 11th at 5:30 P.M. via Zoom. City Council has been invited to attend the virtual meeting. The public is also welcome to join. ➢ A virtual, City Council work session is scheduled for February 22nd at 5:30 P.M. The agenda will include discussing the upcoming sales tax renewal which will be on the August of 2021 ballot. ➢ News Tribune’s City Reporter, Emily Cole is no longer with the News Tribune. Mayor Tergin thanked her for her fair coverage of City Council meetings and City business. She was unable to attend tonight to be recognized. ➢ Go Chiefs! Good luck to the Kansas City Chiefs who are competing in the Super Bowl next weekend. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, announced that the Spring Semester started January 19th with in-seat classes. There are many campus events scheduled in February to celebrate Black History Month. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. The motion passed unanimously. RESOLUTIONS RS2020-31 sponsored by Councilmember Graham A RESOLUTION EXTENDING AN EMERGENCY DECLARATION AND FURTHER PROCLAMATIONS THEREUNDER UNTIL MARCH 1, 2021 Ryan Moehlman, City Attorney presented the resolution . Councilmember Schreiber motioned to adopt RS2020-31. Councilmember Ward seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None RS2020-32 sponsored by Councilmember Hussey A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI AUTHORIZING APPLICATION FOR THE GREENWAY EXTENSION PROJECT THROUGH A RECREATIONAL TRAILS PROGRAM GRANT Sonny Sanders, Director of Planning and Protective Services , presented the resolution. Councilmember Hussey motioned to adopt RS2020-32. Councilmember Lester seconded the motion.
