CITY COUNCIL WORK SESSION, February 22, 2021
CALL TO ORDER
Mayor Carrie Tergin called the February 22, 2021 City Council Work Session to order at
5:33 P.M.
Due to COVID-19/social distancing recommendations, the work session was held virtually
and streamed live on Facebook.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Wiseman and seconded by Councilmember
Graham to adopt the agenda. The motion passed unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Rachel Senzee, Neighborhood Services Manager, made a presentation related to the
acceptance of the $1.5 million grant from the economic development administrations. The
item is on the consent agenda.
CONSENT AGENDA
a. Authorizing the City to Accept a $1.5 Million Grant from the Economic Development
Administration
Councilmember Fitzwater motioned and Councilmember Wiseman seconded the motion
to approve the above listed item. The motion passed unanimously.
DISCUSSION OF POTENTIAL SALES TAX H PROJECTS AND FUNDING ALLOCATIONS
City Administrator Steve Crowell opened the discussion with an overview of Sales Tax H
and the proposed projects. Materials were provided in the work session packet to
facilitate the discussion. Each Department Director presented their department’s
proposed projects and answered City Council’s questions.
PUBLIC COMMENT
Mr. Glover Brown presented a potential economic development project fo r an area known
as the Frog Hollow Basin. Mr. Brown introduced Mr. Jason Otke, who would be the

Master Developer of the project, and local real estate agent, Ms. Anna Marie Hopkins. Mr.
Brown presented infrastructure needs that he sees necessary to develop the 1800 acres
of property. Mr. Brown is looking to the City and County to fund the construction of the
Wildwood extension and Mission Drive. Mr. Brown provided a packet of materials to the
Mayor and City Councilmembers prior to the meeting. The materials will be added to the
on-line City Council packet.
CITY COUNCIL AND STAFF DISCUSSION OF PRESENTATION AND PUBLIC
COMMENTS
Ballot language for both Sales Tax H and a Public Safety Tax will be added to the March
1st City Council under Bills Introduced. Further discussion will take place at that time.
Councilmembers Fitzwater and Graham indicated they would prefer to meet in person
rather than virtually to discuss the two different taxes. After discussion with
Councilmembers and City Staff, both agreed that the IT Department will work towards
having the City Council Chamber’s technology upgrades completed in time for the March
15th City Council meeting.
ADJOURNMENT
A motion to adjourn was made by Councilmember Wiseman, seconded by
Councilmember Graham, and approved unanimously at 7:58 P.M.
