Also attending: Attorney John Randolph, Manager, William Gwynn, Deputy Town
Clerk, Barbara Gwynn, Planning and Zoning Board Chairman, Brian Pfeifler,
members of the Planning Board, William Mayor A. C. Sampietro and Mr. Manson,
representative of the Municipal Code Corporation.
Mayor Koch called the meeting to order at 9 A.M. and announced this meeting
was called to review and change and update zoning ordinances for codification.
Mr. Manson explained proceedures that the Municipal Code Corporation follows
to implement the Town's Charter and codification of ordinances.
The following recommendations were made by the Planning and Zoning Board:
1. Strike all references to business district - Pages 1136 -1144
2. Change real estate signs to a uniform size.
3. Review present 5' set backs for buildings.
4. Strike December -April building moratorium. Page 1148
After a general discussion of the entire building and zoning ordinances,
the Commission agreed to reconvene this workshop meeting March 1, 1978
at 9 A.M. to continue work on the codification.

As we discussed last week, our cable service is immediatley
available to the majority of the residents of Gulfstream. There
are a few homes and apartments that can be served, only at an
addtitional espense. Our contractor will provide a quote for
these "non- standard" installations.

dents who believe they can not have our service.

Dear Mr. Hunter:
As a result of our telephone conversations of the past several
days, together with information furnished to me by officers of
our Regulated Industries Division of Milwaukee, we are pleased
to offer the following comments and recommendations for American
Appraisal services. These services are in regard to a 12 -inch
water main which is piped from the Gulf Stream Golf Club and
runs under the Intercoastal Waterway to your community of Gulf
Stream.
It is our understanding that approximately 500 lineal feet of
the Golf Club property is interrupted by this water main. This
500 feet of pipeline was installed at a cost to the township.
Since the township owns that portion of the installation, we
would not be appraising or assigning values to that segment.
Furthermore, while there may be some obsolete and abandoned '
water treatment and attendant special equipment, we understand
you have no requirement for an appraisal of that property. Accord-
ingly, that property will not be included in this proposal.
The purpose of the appraisal is to arrange an equitable purchase
price of the Gulf Stream Golf Club for the township to acquire.
Our appraisal would determine the current Fair Market Value of
that segment of the pipeline that is currently owned by the Golf
Club and the cost of installation. "Fair Market Value" has
been defined by the courts as the amount at which the property
would exchange between a willing buyer and a willing seller,
each having reasonable knowledge of all relevant facts, with
equity to both, and neither acting under compulsion.
Our appraiser will arrange a mutually acceptable appointment with
you, providing the coordination to facilitate an interview with
appropriate on -site engineers and township employees familiar
with the water pipeline system. Further, we understand that Mr.
Jim Bridges will have copies of property record type information
pertaining to the pipeline, including maps and possibly original
cost data.

Our fee is based upon the services furnished, pursuant to our
understanding of your requirements as stated herein. We estimate
our fee to be approximately $1,200, plus travel and living ex-
penses. This predicates 3 days at $400 per day for our repre-
sentative while engaged in the field portion of the appraisal.
We at American Appraisal appreciate this opportunity to be of
service to you. You have my personal assurance that any work
performed by our Regulated Industries Division will be conducted
in a professional, quality- oriented and timely manner. Please

Re: Water Distribution System
Evaluation
Pursuant to your request, we are pleased to present a proposal
for evaluation of a portion of the water distribution system includ-
ing a small land section in Gulfstream and the subaqueous crossing.
To estimate the projected life of the line without taking same
out of service is virtually impossible. We feel that three factors
are extremely critical to ascertaining value of the utilities; i.e.,
(1) the vertical location of the line with respect to the U. S. Corps
of Engineers authorized intracoastal channel depth; (2) the type of
soil in which the line is imbedded for prediction of any corrosive
action on the exterior of the cast -iron; and (3) interior buildup of
scale due to water treatment.'
3f an analysis of the Town's distribution system has been made
for supply /pressure determination, the adequacy of the subaqueous
crossing size is established. If no such analysis has been made, it
would be desirable. For the purpose of your request, an assumption
that the size of the crossing is adequate will be the premise of the
report.
The fee for such a determination is set forth to be $5800.00 in-
cluding allowances for
(a) Physical location of subaqueous portion - $ 1,800.00
(b) Live - tapping at either end of intracoastal - 800.00
Actual charges of (a) and (b) would be billed at cost.

Dear Barbara:
Confirming our phone conversation, I have reviewed
the insurance coverage of the Town of Gulf Stream, and
feel that everything is in order.
Should you desire higher limits of public liability
insurance, we suggest increasing your Umbrella Policy to
$5,000,000 from the present $2,000,000. The additional
premium for this increase is $1,500 annually.
We shall be pleased to give you any additional
information desired.

Re: Intersection of SR AlA and Golfview Drive - Australian Pine Trees
Per your request I met with Delray Beach traffic expert, City
Engineer, Gerald B. Church and Lt. Dennis M. Smith, Traffic
Division, Delray Beach Police Department.
We discussed putting a mirror on the Speer property, located on
the east aide of AlA, but they were of the opinion that at the
angle it would have to be place and the distance from one side
of the road to the other it would give a distorted image to
anyone looking at it and they would not recommend anyone putting
one there. They further reiterated as the Department of Trans-
portation stated in their letter of October 27, 1978 the removal
of the pine trees on the north side and cutting back of the growtb
�e#&e of the intersection. (Letter attacheN
Therefore it is my recommendation that we proceed with the removal
of the pine trees and cut back of the growth. If we do not do
this at the present time, we go on record that we will discuss
this at our next budget meeting. Meanwhile we will take other
steps to help alleviate this problem.
