The Meeting was called to order by Mayor Koch at 9 A.M.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison the
Commission approved the minutes of the regular meeting February 9, 1979.
Upon motion by Commissioner Clements and seconded by Vice Mayor LaPorte the
Commission accepted the Financial Report for the month of February, 1979.
The following summarization of the Police Report for the month of February,
1979 was submitted to the Commission.
Commissioner Hunter informed the Commission that at the present time he is
unable to report on any new development concerning the purchase of water
lines from the Gulf Stream Golf Club. After a general discussion Mayor
Koch thanked him for his diligence on this matter and instruced him to
continue this endeavor and report at the next commission meeting.
A letter from the Gulf Stream Golf Club outlining repairs presently in
progress along the east side of the intracoastal waterway bank was read to
the Commission. Mr. William Wagner 965 Orchid Lane, Place Au Soleil voiced
his objection to this project due to the unsightly view from his residence.
Mayor Koch instructed the Clerk to contact the Club for a copy of their
permit and any other pertinent information pertaining to this project
including a definite completion date.

Commissioner Hunter informed the Commission that at the present time he is

ORDINANCE NO. 79 -1
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, ADOPTING BY
REFERENCE THE 1979 EDITION OF THE SOUTHERN STANDARD BUILDING
CODE AND THE 1977 REVISION THERETO, AND ALL AMENDMENTS MADE TO
DATE IN THE BUILDING CODES NOW IN FORCE AND EFFECT IN PALM BEACH
COUNTY AS ADOPTED BY THE BOARD OF COUNTY COMMISSIONERS OF PALM
BEACH COUNTY, FLORIDA AND THE BUILDING DEPARTMENT OF SAID COUNTY.
Upon motion by Commissioner Clements, seconded by Commissioner Bettison
resolution 79 -1 was unanimously approved by the Commission.
RESOLUTION 79-
A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA OPPOSING THE PROPOSED
WIDENING OF STATE ROAD AlA WITHIN THE MUNICIPAL LIMITS OF THE TOWN
OF GULF STREAM, FLORIDA, AND AUTHORIZING THE TOWN CLERK TO TRANSMIT
A COPY OF THIS RESOLUTION TO THE METROPOLITAN PLANNING ORGANIZATION
OF PALM BEACH COUNTY.
A request by Mr and Mrs. Joseph Palmieri, Lot 36, Place Au Soelii to begin
construction of a home before the April 1st moratorium was granted by the
Commission.
The Town Clerk was instructed to inform all public Utilities a municipal
tax should not be collected from residents in the Town of Gulf Stream.
The Police Department was instructed to continue warning boaters on the
Intracoastal Waterway by using bull horns to "SLOW DOWN ".
The Town Clerk was instructed to proceed with the removal of the mailbox
on AlA & Golfview Drive and to place a "No Parking Sign" on the south side
of Golfview Drive near the entrance to AIA. She was also instructed to
have a sketch made showing paving to be placed on south side of Golfview
Drive and AIA.

Also attending: Manager, William Gwynn, Deputy Town Clerk, Barbara
Gwynn, Planning and Zoning Board Chairman, Brian Pfeifler.
The following items were discussed:
1. No signs allowed in Gulf Stream unless a permit has been granted
by the Commission. Signs cannot be over 2 square feet.
2. Cross references Page 1139 and Page 923 Paragraph B. Also cross
references in other areas of book.
3. Commission agrees to have absentee ballots. Page 502
4. Commissioner Hunter noted that in some chapters that are placed
in different areas of book deal with similar items.
5. Art II. Peddlers and Solicitors. Simply, do away with a lot of
the garbage. Solicitors in Town are required to register and pay a
$2.00 fee. Town will give identification card. Also shorten up
Section 17 -19.
6. Rework Pages 816, Section 8 -6, clear up for Chief, he presently
uses the State law.
7. Repeal 8 -8 page 817.
8. Section 8 -9 Page 818. Are you working on a new one?

The Gulf Stream Police Department handled Five (5) Medical
Emergency Cases - Two (2) Traffice Accidents - There was
some damage to the practice fairway of the Gulf Stream
Golf Club - those responsible made restitution in form
of cash - per agreement with Club Mgr. Mr. Briggs.
Officer Tremitiedi gave a talk on the duties of a Police
Officer to Pre - School children at the Gulf Stream School.
The residence of Mrs. Elliott Donnelley 1424 North Ocean
was broken into on Sat. 2 -24 -79 between the hours of 7:30 PM
and 10:PM ,money and jewelry removed from residence.
Thieves entered home by cutting screen & jimmying rear
patio doors. Investigation is continuing by PBSO,
No arrest at present.

I, Joseph Palmieri and my wife, Marie Palmieri, wish your signature on an
approval to obtain a building permit to construct my primary residence on
Avenue au 5oleil, Lot #36.
The reason for this request for your approval is an ordinance that states
that permits to build will not be issued between December 1st to April 1st.
However, with your approval, I can start to build as soon as possible.
As I have sold my present home, I am very anxious to start construction on
my new home.

RESOLUTION NO. 79 - 1
A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA
OPPOSING THE PROPOSED WIDENING OF STATE ROAD AIA
WITHIN THE MUNICIPAL LIMITS OF THE TOWN OF GULF
STREAM, FLORIDA, AND AUTHORIZING THE TOWN CLERK
TO TRANSMIT A COPY OF THIS RESOLUTION TO THE
METROPOLITAN PLANNING ORGANIZATION OF PALM BEACH
COUNTY.
14HEREAS, the Town of Gulf Stream has adopted several
resolutions opposing the widening of A -1 -A; and,
WHEREAS, A -1 -A was developed to be a slow, scenic route,
not a main north -south thoroughfare; and,
WHEREAS, the proposed widening of A -1 -A is not necessary
as there are other adequate north -south thoroughfares such as U.S. #1,
Congress Avenue, Military Trail and I -95, and,
WHEREAS, the four - laning of A -1 -A would appreciably
increase traffic in the beach area, directly resulting in a loss of the
present scenic beauty of the area; and,
WHEREAS, the four - laning of A -1 -A would result in an
increase in the traffic hazards in the area; and,
WHEREAS, the advantages of four,laning A -1 -A are clearly
out - weighed by the expense and the detrimental effects in the beach area;
and,
WHEREAS, the Town Commission, after due consideration, seeks
to reaffirm its opposition to the proposed widening of A -1 -A and to make
this known to the Metropolitan Planning Organization of Palm Beach County
by requesting that such expansion of A -1 -A be removed from the MPO's long
ranW, plans; and,
NOW, THEREFORE, BE IT RESOLVED BY THE T014N COMMISSION OF THE
TOWN OF GULF STREAM, FLORIDA, AS FOLLOWS:
Section 1. That the Town Commission, hereby reaffirms its
opposition to the expansion of State Road A -1 -A within the municipal limits
of the Town of Gulf Stream, Florida into a four -lane highway as is
envisioned by the Metropolitan Planning Organization of Palm Beach County
in the Cost Feasible Element of its "Year 2000 Transportation System Plan ".
and requests that such as expansion of A -1 -A be removed from said plan.
Section 2. That the Town Commission, on behalf of the Town
of Gulf Stream, Florida, and the citizens of the Town, hereby recommends
to the Metropolitan Planning Organization of Palm Beach County that State
Road A -1 -A, within the municipal limits of the Town, be retained in its
present form and character.
Section 3. That the Town Commission hereby authorizes and
directs the Town Clerk to transmit a copy of this resolution to the
Municipal Planning Organization of Palm Beach County and to such other
public officials and organizations as may be deemed to be appropriate.
