Ellen Windley Joins Town of Leesburg as Finance Operations
Manager
Leesburg, VA (July 19, 2016) – The Town of Leesburg is
pleased to announce that Ellen Windley has been hired
as the Finance Operations Manager. Ms. Windley
started her new position on Monday, July 18, 2016.
She will have oversight of the Operations Division
which includes revenue collections for real estate,
personal property, meals, business license (BPOL) and
transient occupancy taxes, water and sewer bills,
vehicle decals, residential parking permits, and the
Town Hall parking garage including parking meters and
enforcement.
Ellen comes to the Town from Fairfax County where she worked for over 30 years. While with
Fairfax County, Ellen held positions as an Accounting Department Supervisor, Business Tax
Specialist, Senior Tax Auditor and Revenue Collections Manager. She also has private sector
experience, operating an electrical contracting business with her husband.
Ellen holds a Bachelor’s Degree in Management from the University of Mary Washington in
Fredericksburg, Virginia. She is a member of the Association of Government Accountants and
the International Association of Assessing Officers (IAAO). She holds a Personal Property
Specialist (PPS) designation from IAAO.
