AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTIONS
PERTAINING TO LAND USES IN CHAPTER 35, THE ZONING CODE, INCLUDING DOG
DAY CARE AND GROOMING; VOCATIONAL AND TECHNICAL SCHOOLS, BUSINESS
SCHOOLS, POST-SECONDARY COLLEGES AND UNIVERSITIES; PRINT/COPY SHOPS;
CONTRACTORS AND TRADE SHOPS; AND MOTOR VEHICLE WASH.
WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning code
text amendments have in all matters been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Section 35-92 (Definitions) is hereby amended to include the following
definition:
Section 35-92. Definitions.
Doe Dav Care and Grooming, Indoor Operations - A facility providing such services as canine _d_av
care for part of a day.obedience classes.training,grooming,or behavioral counseling, with no
overnight boarding and all animal runs and pens completely contained within and accessed from
inside an enclosed building.
Section 2. Exhibit 35-28 Land Uses Authorized in Zoning Districts, Section 2.J. Schools,
is hereby amended as follows:

NOTICE OF PUBLIC HEARINGS ON ZONING MATTERS
The City Council of the City of Jefferson, Missouri, will hold a public hearing on the following zoning
matter on Monday, June 18, 2012 at 6:00 p.m. in the Council Chamber of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri.
1. ZONING TEXT AMENDMENT. Amendment to the text of Chapter 35, Zoning, including
Sections 35-591 Standards for Fences and Walls, Section 35-40.B.3.b Residential Garages,
Section 35-57 Outdoor Lighting Standards, Exhibit 35-28 Land Uses Authorized in Zoning
Districts (specifically for Business Schools, Colleges, Universities, Vocational and Technical
Schools, Print/Copy Shops, Contractor and Trade Shops, Motor Vehicle Wash, and Dog Day
Care and Grooming), Section 35-92 Definitions, Exhibit 35-58A Off-Street Parking
Requirements (specifically for Restaurants, Bars, Banks, and Hotel/Motels), and Section 35-
41.13.8 Specific Use Standards for Drive-Through Lanes. The complete text of the
amendments are available for review during regular business hours at the Department of
Planning and Protective Services, 320 E. McCarty Street, Room 120.

Case No.P12006—Zoning Text Amendments. Amendments to the text of Chapter 35,Zoning,including the
following:
Authorized Land Uses
1. Vocational and Technical Schools,Business Schools,Post-Secondary Colleges,Universities
Differentiate between sites greater than 5 acres and less than 5 acres.
Permit sites less than 5 acres in the C-1 and C-2, districts.
Rationale: There are several business schools and satellite campus buildings for post-secondary
educational institutions located in Jefferson City. While larger universities and college campuses tend
to have large land use impacts on surrounding areas,smaller operations(usually consisting of only a
single building) are compatible with uses permitted in the C-1 and C-2 districts.
2. Print/Copy Shop
Permit in the C-1 district.
Rationale: Print/Copy shops are permitted in the C-2 and C-3 districts,but require a conditional use
permit in the C-1 district. Print/Copy shops are very similar to general retail operations, which are
permitted in the C-1 district.
3. Contractor and Trade Shops with Indoor Operations and Outdoor Storage
List as a Conditional use of the C-2 district
Rationale: There are several areas of Jefferson City where Contractor Trade Shops would seem to fit
well, but are not permitted to locate because of the C-2 zoning. Indoor operations with no outdoor
storage are currently permitted in the C-2 district. The combination of the Outdoor Storage Specific
Use Standards(found in Section 35-41.13.16)and Conditional Use Permit process would control the
negative effects of the outdoor storage while allowing the flexibility of contractors to locate in the C-2
district.
4. Motor Vehicle Wash
Permit in the C-2 district
Rationale: Of the 9 car washes in the City, 7 are zoned C-2 and 2 are zoned PUD. Motor Vehicle
Washes are generally less intensive uses than Motor Vehicle service uses,which are apermitted use in
the C-2 district.
5. Dog Grooming
Define Dog Grooming businesses(indoor operations) and permit in the C-1 and C-2 districts.
Rationale: Dog Grooming businesses are very similar to personal service oriented businesses in terms
of vehicle traffic and impact. Dog Grooming businesses are typically found in commercial areas.
Staff Recommendation: Approve.
