RESOLUTION NO. 89 -2850
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY MAKING ENVIRONMENTAL FINDINGS NECES-
SARY FOR THE PROPOSED DISPOSITION AND DEVELOPMENT
AGREEMENT BETWEEN THE TEMPLE CITY COMMUNITY REDE-
VELOPMENT AGENCY AND CHAMPION /LBS ASSOCIATES
DEVELOPMENT COMPANY FOR THE SALE AND DEVELOPMENT
OF PROPERTY IN THE ROSEMEAD BOULEVARD REDEVELOP-
MENT PROJECT
WHEREAS, the Temple City Community Redevelopment Agency
( "Agency ") has prepared an Initial Study of the environmental impacts
of the proposed Disposition and Development Agreement ( "Agreement ")
between the Agency and Champion /LBS Associates Development Company
( "Developer "); and
WHEREAS, the City Council of the City of Temple City ( "City
Council ") has reviewed and considered the environmental information
contained therein and in the Final Environmental Impact Report, Clear-
inghouse No. 88061516, for the development of Parcel A of the Rose-
mead Boulevard Redevelopment Project (the "Project ") and certain
additional property outside of the Project area as certified by the
Agency Resolution 89 -351 adopted by the Agency January 3, 1989 and by
the City Council Resolution 89 -2834 adopted by the City Council on
January 3, 1989; and
WHEREAS, said Initial Study conforms to the requirements of the
California Environmental Quality Act of 1970 (Public Resources Code,
Section 21000, et seq.), the "Guidelines for the Implementation of the
California Environmental Quality Act of 1970," as amended, adopted by
the Secretary for Resources of the State of California, and the Proce-
dures for Implementation of the California Environmental Quality Act
of 1970 adopted by resolution of the Agency;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY AS FOLLOWS:
SECTION 1. The City Council hereby finds and determines that the
environmental impacts related to the redevelopment of the Site pursu-
ant to the Agreement were considered under the circumstances presented
in the Final Environmental Impact Report for the Project and that no
substantial changes are proposed in the development as described in
the Agreement, or with respect to the circumstances under which the
development is to be undertaken, which will require revisions in the
Environmental Impact Report previously adopted for Parcel A due to the
involvement of new environmental impacts not covered in said previous
Environmental Impact Report.
SECTION 2. The City Council further finds and determines that a
ysubsequent or supplemental environmental impact report need not be
prepared.

SECTION 3. The City Council hereby certifies that the informa-
tion contained in the Initial Study and in the Final Environmental
Impact Report for Parcel A, Clearinghouse No. 88061516, have been
reviewed and considered by the members of the City Council.
SECTION 4. The City Council hereby approves and adopts the
Initial Study with respect to the proposed Agreement and development
of the Site.
SECTION 5. The City Council hereby finds and determines that the
development pursuant to the proposed Agreement sale and development of
the Sales Parcel will not have a significant effect on the environ-
ment, or result in a substantial or potentially substantial adverse
change in the environment except as identified and considered in Final
Environmental Impact Report.
SECTION 6. The City Council hereby finds and determines pursuant
to Section 15093 of the Guidelines of the Resources Agency that the
adverse environmental effects which cannot be fully mitigated are
outweighed by the following benefits of the proposed development of
the Site:
a. The proposed retail center if developed within the Site will
generate average taxable sales of approximately $200.00 per
square foot which is projected to result in additional sales
tax revenue to the City of approximately $200,000.00. This
amount represents approximately five percent of the City's
current general fund revenues and will permit the City to
continue to meet the service needs of an older community
which faces increasing costs with limited revenue sources
which have not increased as fast as the cost of City ex-
penses.
b. The proposed retail center is expected to generate an addi-
tional 200 new retail service jobs for residents of the City
as well as surrounding communities.
c. The redevelopment of the Site is consistent with carrying out
the Redevelopment Plan for the Redevelopment Project.
SECTION 7. The City Clerk shall certify to the passage and
adoption of this Resolution and the same shall thereupon take effect
and be in force.

City at a regular meeting held on the 4th day of April, 1989, by the
following vote:
