AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF TIFFIN,
IOWA, CHAPTER 63, SPEED REGULATIONS, TO INCLUDE A SPECIAL
SPEED ZONE FOR PARK ROAD AND MAKE TECHNICAL
CORRECTIONS
BE IT ENACTED by the City Council of the City of Tiffin, Iowa:
Section I. Purpose: The purpose of this ordinance is to amend Section 63.04,
Code of Ordinances, to include a special speed zone for Park Road, and also to make
technical corrections to Section 63.04.
Section IL Amendment: Section 63.04 of Chapter 63 is hereby amended as
follows:
CHAPTER 63
SPEED REGULATIONS
63.04 SPECIAL SPEED ZONES. In accordance with requirements of the Iowa Department of
Transportation, or whenever the Council shall determine upon the basis of an engineering and
traffic investigation that any speed limit listed in Section 63.02 is greater or less than is
reasonable or safe under the conditions found to exist at any intersection or other place or upon
any part of the City street system, the Council shall determine and adopt by ordinance such
higher or lower speed limit as it deems reasonable and safe at such location. The following
special speed zones have been established:

1. Special 10 MPH Speed Zones. A speed in excess of 10 miles per hour is unlawful on all
alleys within the City.
2. Special 25 MPH Speed Zones. A speed in excess of 25 miles per hour is unlawful on any
of the following designated streets or parts thereof.
A. On Roberts Ferry Road.
3. Special 35 MPH Speed Zones. A speed in excess of 35 miles Der hour is unlawful on an
of the followina designated streets or parts thereof.
A. On Park Road, from Forevergreen Road southerly to 340`h Street SW except the
designated School District zone along Park Road, which will have a speed zone of 25
miles per hour.
4. Signs. The Public Works Department of the City of Tiffin will post speed limit signs
consistence with the provisions of this section.
5. Highwqy(Marengo Road). The speed limit on Hi h�way 6 (Marengo Road) is set by the
Iowa Department of Transportation.
Section III. Repealer. All ordinances or parts of ordinance in conflict with the
provisions of this Ordinance are hereby repealed.
Section N. Severability Clause. If any section, provision or part of this
ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not
affect the validity of the ordinance as a whole or any section, provision or part thereof
not adjudged invalid or unconstitutional.
Section V. When Effective. This ordinance shall be in effect after its final
passage, approval, and posting as provided by law.
On the 24th day of June 2015, at a regular/special meeting of the Tiffin City Council,
Tiffin, Iowa, Councilperson Kahler introduced Ordinance No. 2015-375, and moved
that it be given its first reading. The motion was seconded by Councilperson Bartels.
Ayes: Joann Kahler, Peggy Upton, Jim Bartels
Nays: None
Three members of the Council being present and having voted "Aye", Mayor Steve
Berner declared the motion carried, and Ordinance No. 2015-375, was read the first
time, discussed, and placed on record.
On the 8th day of July 2015, at a regular meeting of the Tiffin City Council, Tiffin,
Iowa, Councilperson Kahler introduced Ordinance No. 2015-375, and moved that it
be given its third and last reading. The motion was seconded by Councilperson Ryan.
Ayes: Peggy Upton, Jim Bartels, Al Havens, Mike Ryan, Jo Kahler
Nays: None
Five members of the Council being present and having voted "Aye", Mayor Steve
Berner declared the motion carried, and the ordinance was passed and adopted.
On the 22nd day of July 2015, at a regular/special meeting of the Tiffin City Council,
Tiffin, Iowa, Councilperson Upton introduced Ordinance No. 2015-375, and moved
that it be given its first reading. The motion was seconded by Councilperson Kahler.
Ayes: Havens, Ryan, Kahler, Upton, Bartels
Nays: None
Five members of the Council being present and having voted "Aye", Mayor Steve
Berner declared the motion carried, and Ordinance No. 2015-375, was read the first
time, discussed, and placed on record.
Whereupon the Mayor declared that Ordinance No. 2015-375 be adopted and
signified his approval of same by fixing his signature thereto. Passed by the Council
on the 10th day of June, 2015 and approved by the Mayor on the 10th day of June,
2015.

published on the 12th day of June 2015, by posting copies thereof in three public
places within the limits of the City of Tiffin, Iowa. That I posted copies of Ordinance
No. 2015 - 375 in the following places:
