CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for NOVEMBER 25, 2008 U Call to Order: The November 25, 2008 Recreation & Parks Commission meeting was called to order at 5:00 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: Commissioner Harper gave the Invocation and the Pledge of Allegiance was led by vice Chairperson Gutierrez. IV) Roll Call: Present Absent Chairperson Wood Commissioner Salazar Vice Chairperson Gutierrez Commissioner Harper Commissioner Hernandez V) Agenda Posting: The Agenda was duly posted for the November 2008 meeting as prescribed by the Brown Act. VD Approval of Past Minutes: Chairperson Wood calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on October 28, 2008. vice Chairperson Gutierrez motions for approval of the minutes. Commissioner Harper seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is passed. vlu Correspondence: None VIII) Public Orals: None 1~ Scheduled Matters: A. Goals & Objectives Questionnaire -The questionnaire was passed out to the Commissioners to give them one final opportunity to provide their recommendations on goals and objectives for 2009. B. Update on Lynwood Parks - Mr. Mark Flores, Recreation Superintendent II stated that he would arrange fora PowerPOint presentation at the January 2009 Recreation & Parks Commission meeting. Currently Ham Park is scheduled to open in April 2009. Mr. Flores stated that Assemblyman Hector De La Torre is interested in lobbying the State for funding to supplement budget shortfalls. The park will definitely be built in phases. There is currently no funding available for building the actual facility. Supervisor Yvonne Brathwaite Burke is donating a trailer for our use until the facility is built. Scheduled Matters: Continued Vice Chairperson Gutierrez asks about the property near the former McDOnald's site. Who does it belong to and what are the plans for the land. Mr. Flores stated that, that particular property is not part of the Ham Park project. Chairperson Wood stated that he thinks that the land belongs to the Redevelopment Department. Vice Chairperson Gutierrez suggested that there should be batting cages for the youth and we could charge for their use. She commented that Dads get home late from work and some Moms can't throw. Mr. Flores stated that this is a good suggestion for further on down the line. Chairperson Wood stated that the trailer will sustain vandalism and graffiti even in the daytime. The youth perpetrating these acts don't care who sees them. He suggests cameras to help head-off crime. Mr. Flores stated that the current security contract is being wrapped up. The new request for proposal (RFP) includes the patrolling of Ham Park. Chairperson Wood stated that he is really looking forward to the new park opening because he can walk there from his home. He also stated that Bateman Hall will be closed from 12/21 through 12/31. X) Staff Reports: A. Facility Usage Report -Attached for review B. Current Programs/Activity Report -The month of December will be a very busy one for the Recreation & Community Services Department. The LSA Baseball/Softball, Soccer and Basketball programs donated S300 toward the purchase of turkeys. Chairperson Wood commented that Ms. Rozie Carrillo, Commission Orals: Continued • Recreation Superintendent 11 did a great job with the Veterans Day Program considering it was the first time she organized the event. He is looking forward to seeing everyone at the Christmas Parade. • Commissioner Harper -Commissioner Harper is happy to see public attending our meetings. She has noticed that the Calderon~s attend faithfully. She finds it a pleasure to work with the City of Lynwood. She informs everyone that they should be mindful of their surroundings during the holiday season. Middle school youth have been fighting after school lets out. She suggested that security should patrol kids after school is dismissed as they walk through the CVS parking lot. • vice Chairperson Gutierrez - Vice Chairperson Gutierrez wishes everyone a great holiday season. She is looking forward to the pool repairs and re-opening. • Commissioner Hernandez -Commissioner Hernandez is concerned about the skaters at the Lynwood Skate Park. People are smoking cigarettes near the gym and the smoke makes its way into the gymnasium. She would like to know if we can put up signage prohibiting smoking within a certain radius of the gym. Mr. Flores stated that he would check on the codes. If possible signs will be posted. He will provide an update at the next meeting. Commissioner Hernandez also inquired about the maintenance of bushes in the park where kids hang out. Mr. Flores stated that the security team and Recreation staff are trying to have the bushes cut down. Chairperson Gutierrez asked if there is a phone number that can be called when youth are spotted smoking pot. Mr. Flores said that anyone can call the Sports office at 310-886-0426 and they will contact security via two-way radio. Commissioner Hernandez also inquires about the Movies in the Park program. Mr. Flores stated that the inflatable screen and audience will not fit into our gym. He also stated that the audio/sound quality in the gym is not good for the purpose of movie viewing. Possibly the Firebaugh gym could be used during the cold weather months. Commissioner Hernandez stated that many students at Firebaugh High School need to complete community service hours and would like to volunteer for Community Services Day. Commissioner Hernandez asked for an update on the Basketball marquees. Mr. Flores stated that the gym is shutdown and the scoreboards are up and running. The floors have been stripped and waxed and the rails have been repaired. The gym may open before the scheduled opening date of 12/4/08. • Commissioner Salazar -Absent XIU Adjournment: The meeting was adjourned for the holidays.
