II/III) Invocation & Pledge: The Invocation and the Pledge of Allegiance was not recited. IV) Roll Call: Present Absent Chairperson Wood vice Chairperson Gutierrez Commissioner Harper Commissioner Hernandez Commissioner Salazar ~ Agenda Posting: The Agenda was duly posted for the January 2009 meeting as prescribed by the Brown Act. VD Approval of Past Minutes: The November 2008 minutes were not approved. The meeting was adjourned so that the Commissioners could attend the special City Council meeting being held in the Lynwood City Hall Council Chambers. Chairperson Charles Wood and Commissioner Daniel Salazar are being presented with awards for their contributions to the 2008 Winter Wonderland program. Current Programs/Activity Report - XU COmmISSIOn OraIS: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood - No comment January 28, 2009 Oscar Flores, Recreation Chairman 11330 Bullis Road Lynwood, Calif. 90262 Dear Mr.Oscar Flores: I am writing to put in a much needed plea for the new park being constructed in Lynwood on Atlantic. I'm not proud maybe you can call it just plain begging. I am asking, begging, pleading please Mr. Flores, for you and our City Councilmen to please, please have a fast and hard rule of no dogs allowed in the new park. Yes, and I'll tell you why I'm making this desperate plea. So many halls, parks, entertainment centers are built in Cities for the citizens of the cities and to & behold before the entire population can discover that such exist, the notorious gang-bangers have taken over. I do not want to see gang bangers, wanna be gang bangers, or just plain disrespectful citizens of Lynwood take over the park with vicious bulldogs, pits, rothweilers, Berman shepherds, dobermans, no, no, no! Lynwood does not need nor do we want these people to take over this new park with their vicious dogs. I see them walking them in the streets of Lynwood everyday, and when they're on the streets, or up in the middle of the streets with these huge dogs dragging them, well -ha- doesn't matter if you're in a car; you've got to wait until they and their dogs decide to move out of the way. Oh and Heaven forbid it's more than one guy walking his dog, if it's two or three of'em you're had it. And just daring one to say something to them. Oh, don't even think of walking around in the neighborhood anymore, those days are loooooong gone; these dogs keep all of us from walking. If you walk, you're taking your life in your hands. It's just so sad, that we must pay taxes for the ignorant to rule and take over whatever they want in this City. Oh yes. Mr. Flores, you know as well as I do that if there isn't a hard fast rule with signs posted, they will take over the new park with their dogs. Even with signs posted they're still gonna try and try you with their dogs onto the park, scaring people, letting them run upon people; not calling them back. Dog poop all over the place. Why build the park if you're going to allow this to take place. Why build it? I pray that security will be given to the citizens of Lynwood so that we will be able to enjoy the new park. I sure don't want to go and be attacked by some pit bull dog. The only way that this does not happen, is that you and the Mayor along with the other Councilmen, Recreation Director, Sheriff Department will have NO tolerance for such; you know you will have to make an example with some arrests made and heavy, heavy fines because just as sure as I'm writing you this, it is going to happen and all of you know it will. Yes it will. No doubt in my mind; none.. I pray that no one, no small child, absoutely NO ONE will have to be attacked, mauled, killed in order to get you City officials, Park officials to heed this personal plea.
