DATE: March 21th, 2024 TIME: 6:00pm
A meeting of the Riverdale, Iowa, Planning & Zoning Commission will be conducted according to the
following order, and actions will be considered on the items listed. The notice of this meeting is not
considered final until 24 hours prior to the meeting and may be further modified if 24 hours’ notice is
impossible or impractical for good cause.
In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state
laws, all public hearings and meetings held or sponsored by the City of Riverdale, Iowa, will be
accessible to individuals with disabilities. Persons requiring auxiliary aids and services should contact
City Hall at (563)355-2511 five days prior to the hearing or meeting to advise of their anticipated
attendance.

RIVERDALE PLANNING & ZONING COMMISSION MINUTES
PLACE: Community room Riverdale City, 110 Manor Drive, Riverdale, Iowa
Date: December 5th, 2023 Time: 6:00pm
Note: A Meeting of the Planning and Zoning Commission was held in-person at the appointed
time and day in accordance with open meeting laws set and defined by the State of Iowa
(sections 21.2 and 21.8).
Planning and Zoning Meeting December Tuesday the 5th 2023.
Meeting called to order at 6:00pm by Chair Townsend. Commission members present:
Stickler, Struve, Syverud, Townsend, Wren. Also present Operations Manager of Public works
Ballard, Clerk Krell, and Residents.
-Consideration of approval of the meeting agenda. Motion to approve by Wren. 2 nd by
Stickler. All ayes MC.
-Consideration of approval of the July 27th, 2023 meeting minutes. Motion to approve
by Struve 2nd by Wren. All ayes MC.
Discussion for potential updates to the accessory building zoning ordinance.

by Syverud 2nd by Wren
-Discussion started about the rear yard setbacks. Side yard setbacks are currently 15’
there are no current setbacks for the rear yard line.
-Discussion started on recommendations the side yard from 15’ and adding a back 10’
rear yard setback.
-Discussion including ensuring this wouldn’t change the house setback from 15’ side
yard and 30’ rear yard setback. This would not change.
-Jeff Struve made a motion to recommend to City Council to change the accessory
building setback of side yard to 10’ add a rear yard setback to 10’. Wren 2nd.
-Jeff Struve amended his motion to add a diagram to add to the ordinance.
-All ayes MC.
Discussion on Wood Estates R1A phase 3 lots 35 thru 49 side yard setbacks

- Ballard talked about those lots have a 15’ side yard setback, whereas the remainder of
Woods Estates lots have 10’ side yard setbacks.
- Planning and Zoning had a discussed setbacks this and decided not to recommend a
change the side yard setbacks.
Old Business
- Following up on updates to the Riverdale Zoning map. The board requested a price
from MSA on updating zoning map.
- Follow up on updates to the Riverdale Zoning and Subdivision Ordinances. Krell gave
an update that she is waiting on Simmering - Cory for recommendations.
- Review of Woods Estates Phase III public utilities considerations of acceptance.
Syverud asked for the staff to check to see if this requires a public hearing.

Motion to adjourn by Syverud 2nd by Wren. All ayes MC. Meeting adjourned at 8:02pm

The storm sewer and the sanitary sewer appurtenances have been inspected by licensed
engineers. The storm sewer system inspection was performed by Christian R. Cooper of MSA
Professional Services. Inspection was limited to readily visible portions of this system. No
testing was performed on the materials or the system. The sanitary sewer system was
inspected by and tested by TEAMS Services. Based on the results of these evaluations MSA
recommends the storm sewer system and the sanitary sewer system for Woods Estates
Addition 3 be accepted for dedication to the City of Riverdale. Please note that individual
laterals will be inspected by the City's Operation Manager. The ownership of the laterals on
private property will be the responsibility of the homeowner.
The following is a list of sanitary appurtenances that MSA recommends the City accept:
The Sanitary Manholes that have successfully passed testing include MH-1, MH-2, MH-3, MH-4,
MH-5, MH-6, MH-8, MH-9, MH-7, MH-12, MH-13, MH-14, MH-15, MH-16, MH-17, MH-18, MH-
19, MH-20, MH-21, MH-11, and MH-10.
In addition, 4838 lineal feet of 8 -inch diameter sanitary sewer was tested and successfully
passed.
The attached table from the cover sheet of the plans indicates the storm sewer structures that
MSA reviewed. MSA did not review or test the storm sewer pipes.

Dear Kelly:
No tesng of the storm sewer system is required unless required by the Engineer. One year ago, MSA did not observe
any thing that would lead to the conclusion that tesng could be required.
However, that was one year ago and based on the assumpon that the City was going to accept the storm sewer.
I suggest a quick review of the storm sewer system to confirm that nothing has changed in one years’ me. The cost to
the City would be about $400.
