Surfside was going to pass au Ordinance prohibiting surfing.
He said that if they did this the only space available would
be the twenty-five foot at the end of 96th Street, which the
surfers now use and occasionally disturb the guests at the
hotels. He also said we believe that the surfers were putting
beer can top openers in the parking meters. It was suggested
that Mr. Webb contact Surfside and bring it up at the next
meeting.
There being no further business on motion of Mr. Taplin,
seconded by Mr. Beatty, the meeting was adjourned at 10:55
A. M.

The Council of Bal Harbour Village met Saturday, June
24, 1967 at 9:00 o'clock A. M. in the Village Hall.
Present: Messrs. Hart, Printup and Taplin.
Absent: Messrs. Beatty and White.
Also present were W. H. Webb, Village Manager; Mary T.
Wetterer, Village Clerk; and Thomas H. Anderson, Village
Attorney.
On motion of Mr. Taplin, seconded by Mr. ]Tart and voted,
the minutes of the previous meeting of June 10, 1967 were
approved as submitted.
Mr. Webb said that he had answers from al] the utility
companies stating they would assume the cost of moving any
of their utilities interferring with the State drainage project
on Collins Avenue. On motion of Mr. Taplin, seconded by Mr.
Hart, and unanimously voted the Village Manager was authorized
to sign the Agreement requested by the State Road Department.
The Village Manager stated that he had met with the Bal
Harbour Resort Association in regard to the building of docks
at the water tank site. He said the Association was taking it

under advisement. Mr. Taplin added that the Association felt that
In and Out docks would benefit the Bal Harbour Shops, but not the
hotels and apartments. He said that if docks could be built with a
provision for docking during the length of a personts stay it
would benefit them. Mr. Anderson told the members that public
facilities could not be rented to private individuals for any
length of time. After further discussion Mr. Hart moved tht
the Village Manager be instructed to put in moorings for one
yacht at minimum cost with the Village assuming the cost. The
motion was seconded by Mr. Taplin and unanimously voted.
The Village Clerk read
ORDINANCE NO. 125
prohibiting the use of surfboards in the Village limits. On
motion of Mr. Hart, seconded by Mr. Taplin and unanimously
voted, Ordinance No. 125 was adopted.
Mr. Taplin told the council that he had another problem
in front of his property with skin divers. He said that when
asked to leave his area they became quite belligerent. Mr.
Anderson suggested that Mr. Webb write him a letter outlining
the nuisance and he would prepare an Ordinance.
Mr. Webb read a letter from Congressman Pepper regarding
help in studying the crime situation in the District. It was
the opinion of the Council that inasmuch as Councilman Beatty
was a member of the Dade County Crime Commission he would be
able to assist Congressman Pepper.
Mr. Webb mentioned that as soon as the State Road Depart-
ment has completed the Collins Avenue drainage he would like
to be able to widen the present sidewalk on the east side of
Collins Avenue. As this involves liens against the property
owners he would like to start the proceedings. On motion of
Mr. llart, seconded by Mr. Taplin, and unanimously voted Mr.
Anderson was instructed to proceed with the legal technicalities.
A letter was read from Mayor Hall requesting the Village
to contribute to Council for International Visitors to help
defray their office expenses. Mr. Anderson advised that the
Village had no authority for such a contribution. Mr. Hart
suggested that Mr. Webb write to Mayor Hall stating that he
would publicize the organization in the next Newsletter and
hoped that some of our residents would offer their services.
Mr. Webb said we had received a copy of a Resolution from
North Miami in which they contributed $1,000 to the Grand Jury.
Iie told the members that it was his impression that the munici-
palities were being solicited for contributions for their work.
It was decided that the work of the Grand Jury was a County
function.
The Village Manager turned over to the Council the proposed
1967-68 Budgets for their consideration before the July meeting.

Mr. Anderson was asked what he could do about collecting
the resurfacing assessment against Lot 33 Block 3 in the amount
of $48.04 plus interest since January 1, 1967. Mr. Anderson
said that to place a lien against the property would entail
a great amount of expense and that he would write him another
letter.
Mr. Webb said that after the meeting with the Dade County
Traffic Department he had written a letter stating that our
council was in favor of routing the traffic one way on Collins
and Harding Avenues.
The Village Manager told the Council that this Legislature
had passed a Bill allowing a 2 Resort Tax Levy. He said in
the future his might be one way of relieving ad valorem taxes.
Mr. Taplin inquired about the erosion problem and Mr.
Webb said that Turner Wallis was still trying to get an
appointment with the County Manager.
On motion of Mr. Hart, seconded by Mr. Taplin, the meet-
ing was adjourned.

28, 1967 at 9:3n .A. M. in the Village Hall.

Wetterer, Village Clerk; and Herbert Nadeau, Acting Village
Attorney.
On motion of Mr. hart, seconded by Mr. Taplin, the minutes
of the previous me<-ting of June 2L1, 7.967 were approved as
submitted.
Mr. Webb told the Council that a meeting had been held on
this past Thursday with representatives of the State of Florida,
Dade County, Chambers of Commerce, Miami ];each, Da1 Harbour, and
Mr. 'iallis on tie erosion problem. Mr. Taplin said that Mr.
