That number and distribution of phones works well. I would like a phone system that allows me to tell if someone else on the system (just in City Hall, probably) is on the phone. Often, Shirley leaves her desk to look in my office to determine if I am there before she transfers a call. She has to do this because sometimes the caller must speak to a person, and if she transfers it back to me and 1 don't pick up, the call automatically goes to my voice mail - she can't retrieve it. Some sort of intercom system would probably help. We might need more than two incoming lines at the front desk in City Hall. Shirley could tell you that better than me. Talk to Shirley, Jean, and Linda about the phone needs at the City Hall front desk. They have all worked the front desk and have strong opinions.
