The meeting was called to order at 5 P.M.
Upon motion by Commissioner Bettison, seconded by Vice Mayor LaPorte the
Commission approved the minutes of the regular meeting September 14, 1979.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison the
Commission approved the Financial Report for the month of September 1979.
The following summarization of the Police Report for the month of September
1979 was submitted to the Commission.

Upon motion by Commissioner Hunter seconded by Vice Mayor LaPorte Resolution
79 -5 was unanimously adopted by the Commission.
RESOLUTION 79 -5
A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA
APPROVING THE AREA WIDE HOUSING OPPORTUNITY PLAN
FOR PALM BEACH COUNTY.
A building violation concerning Dr. and Mrs. Charles Scherer's seawall at
3649 North Ocean Blvd., was brought to the attention of the Commission. After
a general discussion the Town Manager was instructed to inspect the wall and
advise the Scherer's steps they must take in order to correct this situation.
Upon motion by Commissioner Bettison seconded by Vice Mayor LaPorte the
Commission approved a variance regarding a bay window extension to Mr. Chauncy
Jerome's Maisonette at the Little Club. Consent had been give from the
Little Club and residents of Las Casitas Inc.

Commission Meeting October 5, 1979
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the
Commission unanimously approved a variance regarding the entrance wall at
the Van Lennep residence. This 145 foot long wall will finish at a level
of 7' 4 ", however fill will be placed between the wall and AlA which will
create a new level at the wall of 6' 0" conforming to Town's code.
A letter from the State Planning Department was read informing the Commission
the time for adoption of the Town's Comprehensive Plan had been extended to
April 1, 1970.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter pay scales,
etc. for the Fiscal Year October 1, 1979 - September 30, 1980 were approved
by the Commission and are a part of the minutes.
A letter from Mr. J. B. Hancock commending Messes Earl Harvel, Sr., Earl
Harvel Jr. and Charles Gathers on their excellent performance in repairing
a water line inadvertently broken in the removal of a tree stump.

The Meeting was called to order at 5:40 P.M. by Mayor Koch.
Mayor Koch stated the reason for this public hearing is to give interested
parties the opportunity to comment, make suggestions and recommendations relative
to the Town's Comprehensive Plan.
Mayor Koch noted that all reviewing agencies had been sent copies of the Plan
and summarized the following items to be included in the plan as commented on
by the various reviewing agencies.

Mayor Koch asked if there were any comments from the audience, there being
nae the meeting was adjourned.

Recreation
The recreation activities available to the residents of Gulf
Stream consist primarily of those private facilities offered
through the Gulf Stream Golf Club, Little Club and the
Gulf Stream Bath and Tennis Club.
It has been determined by the Town that there is no
existing or short range future need to provide any public re-
creation facilities. Inasmuch as all beach front property
is in private ownership, augmented by the passive nature
of the Town's life style, there is no desire on the Town's part
to provide any public beach access.

Existing System
Most of the Streets in Gulf Stream are local streets. The Interior streets
of Gulf Stream are classified as local streets with the exception of Ocean Blvd.
This street is termed an arterial roadway, as defined in the Principal Street
And Highway Plan - 1985.
There is one street which provides major access to Gulf Stream and is
classified as collector in the Principal Street and Highway Plan - 1985
element of the West Palm Beach Urban Area Transportation Study (WPBUATS)
by Mel Conner and Associates, Inc. 1969. It is Gulf Stream Road which runs
in a north -south direction at the north end of Town. It is presently a
two -lane road providing access to a major portion of the Town.
Transportation
The total system includes approximately five (5) miles of road rights -of -way
throughout the Town, and is more than capable of handling Gulf Stream's
vehicular needs.

Revenues from ad valorem taxes and revenue sharing should continue to be
high and maintain the largest share of revenue sources for the Town. In
1978, total net assessed valuation of real and personal property in the
Town was $41,519,685. Thus, as property values continue to increase in
the County, property valuations and resulting revenues will increase. At
the currect millage rate of 4.48, the Town received $160,652 for Fiscal
year 1977 -78.
Fiscal Proposals
The Economic /Fiscal objectives and recommendations which are included in
the Plan portion of this document present only general guidelines for the
Town to maintain a sound fiscal policy consistent with the implementation
of this Comprehensive Plan.
It has been and will be continually maintained that the intent and purpose
of the Town not to include capital, budgetary, or long -term improvement
decisions and programs as part of its planning activities. These considerations
are determined on a regular and on -going basis by the Town Commission as part
of its budgetary process. Therefore, there are no fiscal objectives or
recommendations included as part of this Plan document.

TRANSPORTATION
Goal: A sufficient, safe and cost effective
transportation system that provides for
the controlled movement of people, goods
and services within the Town.
Objective: A. To provide an efficient interrelation-
ship between the transportation network
and the various land use activities in
Gulf Stream.
Plan
Recommendations: 1. Consider the reservation of rights of
way for alternative access points for
emergency purposes, or if need dictates,
alternative controlled access to handle
increased traffic flow due to additional
development in the Town.
2. Protect the integrity of the residential/
recreational character of Gulf Stream
by restricting fast moving traffic through
the Town. It is not the intent of the Town
in anyway to modify the existing character of
AlA.
3. Update and maintain regulations for
offstreet parking to keep pace with growth
demands and varying land use activities.
4. Pre -plan ingress- egress to developing areas
in order to place access points at
optimum locations that do not impede
traffic flow.
5. Assure adequate access to areas of
high public use such as governmental,
institutional and recreational areas.
Objective: B. To establish traffic circulation that is
safe and offers controlled movement.
Plan
Recommendations: 1. Consider the development of regulations
and /or street markings to control the
movement of golf cart, bicycle, pedest-
rian and other potential traffic within
the local street system of Gulf Stream.
2. Maintain adequate street signs and
markings, and consider additional cont-
rolled intersections when warranted in
order to ensure traffic control and
safety in the Town.

Objective: C. To minimize local public expenditures
when developing and maintaining the
Town transportation network.
Plan
Recommendations: 1. While there are no immediate plans for expansion or
modification to the transportation network, the Town
should carefully scrutinize and investigate only long
term utilization of existing facilities to determine
whether or not modifications to the currect network
would more cost - effectively satisy demands placed upon
it.
2. Examine existing street rights -of -way
to determine whether they are adequate to meet
future projected demands or whether condemnation
of rights -of -way, special setbacks or purchase
of additional rights -of -way will be necessary to
meet Town demands.
3. The Town should maintain a sound trans-
portation system preventive maintenance
program in an effort to minimize major
long term capital improvement costs to
the system.
Objective: D. To maintain a transportation system that
provides for alternative modes of travel.
Plan
Recommendations: 1. Support the Palm Beach County Transport-
ation Authority in providing an alter-
native means of transportation to Town
residents to and from Gulf Stream.
Objective: E. To involve Gulf Stream in multijurisdictional
transportation planning activities.
Plan
Recommendation: 1. Actively participate in the West Palm
Beach Urban Study Area (WPBUSA) Metro-
politan Planning Organization's (MPO)
Technical Advisory Committee (TAC)
activities to assure Town input to
decisions affecting areawide transport-
ation planning issues, except as it relates
to the future development of AlA.

COASTAL ZONE PROTECTION CONSERVATION PLAN
In 1971 the Florida Legislature enacted Section 161.05, Florida
Statutes, concerning the establishment of the Coastal Zone Construction
Setback Line (S.B.L.). The Town was very much interested in the pre-
servation of its beaches and property and took advantage of the opportunity
presented.
The Town requires that no construction shall occur within 50 feet of
the coastal setback line established by the Town.
With regard to more specific coastal policies, the Town, which is a
member of the Treasure Coast Regional Planning Council feels that the
policies developed by the Treasure Coast Regional Planning Council are
generally consistent with the policies of the Town, accordingly the Town
will co- ordinate the goals, objectives and policies of the Treasure Coast
Regional Planning Council as long as the Town Commission deems it to be in
the best interest of the Town, and shall work forward in order to effectively
manage and utilize the resources and features of the Town's Coastal Zones.
SEAS
RECREATION
Goal: A recreational open space system which
meets the needs of Gulf Stream and
enhances the natural environment.
Objective: Ensure that active and passive recreation
facilities /opportunities adequately serve
Gulf Stream residents.
Plan
Recommendations: 1. Preserve all existing and proposed public
and private recreational sites.
2. When deemed necessary or appropriate by
the Town Commission, reserve appropriate
land areas which meet future recreational
needs of the Town.
3. Utilize the Town Hall Commission Chambers
as a civic center for recreational and
cultural activities.
4. Consider alternatives for developing
bicycle /pedestrian routes through the
Town; however, this type of recreational
usage should be adequately separated
from vehicular traffic.
5. Maintain and improve where necessary the
landscape of recreational areas to enhance
and create harmony with the natural envir-
onment.

County, the Municipal League, the School
Board, and other organizations which stim-
ulate intergovernmental cooperation.
It is the intent of the Town to coordinate
with all State, Federal, County and local
agencies as long as the Town Commission
deems it to be in the best interest of the
Town and consistent with the policies of
the Town.
As part of the Town's policy of coordinating
with other governmental agencies the Town
passed Resolution 79 -4. This resolution
creates an energy conservation program.

RESOLUTION NO. 79 -5
A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA,
APPROVING THE AREAWIDE HOUSING OPPORTUNITY PLAN
FOR PALM BEACH COUNTY.
WHEREAS, the Town Commission of the Town of Gulf Stream,
Florida, recognizes that the provision of adequate housing to all
segments of the population is an issue which transcends local
Political boundaries and needs to be addressed on an areawide
I
basis; and
i
WHEREAS, the Area Planning Board of Palm Beach County,
has prepared, pursuant to United States Department of Housing and
Urban Development (HUD) regulations, an Areawide Housing Opportunityl
Plan (AHOP) for Palm Beach County to address this issue; and I
WHEREAS, the Town Commission of the Town of Gulf Stream
desires to participate in the AHOP for Palm Beach County; and
WHEREAS, no community development project activities
considered for location within the corporate limits of the Town of
Gulf Stream shall be undertaken unless prior written approval of
that project activity has been secured from the governing body of the
Town.
NOW, THEREFORE, BE IT RESOLVED THAT:
The Town Commission of the Town of Gulf Stream endorses
the AHOP for Palm Beach County and supports its stated objectives
and implementation activities. i
