The meeting was called to order at 9 A.M. by Mayor Koch.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison
the Commission approved the minutes of the regular meeting October 5,
1979.
Upon motion by Commissioner Clements, seconded by Commissioner Hettison
the Commission approved the Financial Report for the month of October,
1979.
The following summarization of the Police Report for the month of
October, 1979 was submitted to the Commission.

Commissioner Bettison informed the Commission that the Police Department
had responded to an unusually high humber of false alarms and explained
a letter will be sent to all owners instructing them to contact their
alarm companies to check their systems and correct any malfunctibsing
alarms. Mr. F. P. O'Brien stated he would also note this problem in
the next Civic Association Newsletter.
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the
Commission unanimously approved Resolution No. 79 -6
RESOLUTION 79 -6
A RESOLUTION OF THE TOWN OF GULF STREAM, PALM BEACH COUNT, FLORIDA
AMENDING THE PRESENT PENSION PLAN OF THE TOWN AND BY PROVIDING FOR
A (57.) PERCENT CONTRIBUTION OF THE EMPLOYEE AND A FIVE (57.) PERCENT
CONTRIBUTION OF THE TOWN AS EMPLOYER RATHER THAN FOUR (47) BY THE
EMPLOYER RESPECTIVELY AS PREVIOUSLY PROVIDED.

A drainage problem on privately owned South Road was brought to the
attention of the Commission. After a general discussion Commissioner
Clements stated he would talk to property owners on South Road and
Mayor Koch stated he would talk to Mr. Walsh, developer of Hidden
Harbour.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison
the Commission unanimously approved Resolution 79 -7.
RESOLUTION 79 -7
A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA COMMEMORATING
VETERANS' DAY, NOVEMBER 11, 1979, AND HONORING ALL THOSE WHO
HAVE SERVED IN THE ARMED FORCES OF THE UNITED STATES OF AMERICA.
Mayor Koch discussed the possibility of creating a Board of Adjustments.
After a general discussion the Commission decided to table this until
a later date.
Drainage problems on old School Road, Banyan Road and Orchid Lane was
brought to the attention of the Commission. After a general discussion
Mr. Earl Harvel was instructed to look into this and report to the
Deputy Town Clerk.
A letter from Dr. Draye, Cardinal Circle, Place Au Soleil was read to
the Commission. This letter concerns trimming of tree believed to be
on Town property. After a general discussion Deputy Town Clerk Gwynn
was instructed to talk to Mr. Armour, Vice President of the Homeowners
Association, Place Au Soleil to work out an arrangement to haul away
trash from trees belonging to Town at the Town's expense.
At the request of Mr. Lynch and Mr. Barzarte, property owners in Place
Au Soleil the Deputy Town Clerk was instructed to contact the County
Building Inspector to check complaints concerning faulty electrical
wiring in two homes built by Mr. William Wagner.

The Meeting was called /order by Mayor Koch at 5 P.M.
Mayor Koch explained the reason for this Special Advertised Public
Hearing is to give interested parties the opportunity to comment on
the Town's Comprehensive Development Plan.
Mayor Koch gave a short summary of the Plan and opened the floor for
comments. After a general discussion Vice Mayor LaPorte moved that
Ordinance 79 -13 be accepted on 1st reading, Commissioner Hunter
seconded the motion, motion was unanimously passed by the Commission.

AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA
RELATING TO LAND USE REGULATION; PROVIDING A
COMPREHENSIVE LAND USE PLAN FOR THE TOWN; AND
PROVIDING AN EFFECTIVE DATE.
Second reading will be December 14, 1979.

Many of you, I am sure, have probably already passed some type of
Proclamation or Resolution commemorating Veterans' Day, which is
November 11.
If not, the Committee on Veterans Affairs of the Florida House of
Representatives respectfully urges that your Council or Board adopt
such formal announcement.
The Division of Veterans Affairs of the Department of Community
Affairs is collecting this material, and we would appreciate your

RESOLUTION NO. 79 -6
A RESOLUTION OF THE TOWN OF GULF STREAM, PALM
BEACH COUNTY, FLORIDA, AMENDING THE PRESENT
PENSION PLAN OF THE TOWN AND BY PROVIDING FOR
A FIVE (5 %) PERCENT CONTRIBUTION OF THE EMPLOYEE
AND A FIVE (5 %) PERCENT CONTRIBUTION OF THE TOWN
AS EMPLOYER RATHER THAN FOUR (4 %) BY THE EMPLOYEE
AND THE EMPLOYER RESPECTIVELY AS PREVIOUSLY
PROVIDED.
WHEREAS, a meeting of the Town Commission of the Town of
(Gulf Stream, Florida, was held on the 9th day of November, 1979,

WHEREAS, there was presented to the Town Commission the
d to amend the IDS Prototype (Pension) Plan used by the Town
for the benefit of the employees of the Town.
NOW THEREFORE, be it resolved by the Town Commission of
the Town of Gulf Stream, Florida:
Section 1. SECTION III - CONTRIBUTIONS.
Paragraph 3.01 entitled "Employer Contributions" is
amended at subparagraph (1) to read as follows:
"III. CONTRIBUTIONS.
Paragraph 3.01 Employer Contributions. For
each fiscal year of the Employer beginning
with the year ending SEPTEMBER 30th, 1980 '
the Employer shall contribute to the Plan
to be allocated to the account of each Parti-
cipant:
(1) An amount equal to 5% of compensation
paid to each such Participant for such
year.
Section 2. SECTION III - CONTRIBUTIONS.
Paragraph 3.03 entitled "Mandatory Contributions" is
amended to read as follows:
"III. CONTRIBUTIONS.
Paragraph 3.03 Mandatory Contributions. No
Mandatory contributions by Participants shall
be required unless the following is checked
and completed:
(X) Mandatory contributions by Partici-
pants (not to exceed 6% of his Compen-
sation) shall be required with respect
to Compensation earned after OCTOBER 1,
1977, or the first eligibility date on
which the Participant meets all the
requirements for eligibility, whichever
comes later, as follows:
An amount equal to 5% of his compen-
sation for the then current year
beginning with the year ending
SEPTEMBER 30th, 1980.
Section 3. All other portions of the IDS Prototype
(Pension) Plan shall remain intact and unchanged, the purpose
of this resolution being only to increase the participation
of the employee and the employer from 48 of any employee's
annual compensation to 58 for the fiscal year ending September
30th, 1980, and for each year of employment thereafter as long
as the IDS Prototype (Pension) Plan is in existence or until
further amended.

FLORIDA, COMMEMORATING VETERANS' DAY,
NOVEMBER 11, 1979, AND HONORING ALL THOSE

WHEREAS, November 11, 1979, commemorates Veterans' Day, a
day originally set aside as the anniversary of the Armistice of
World War I, and a day on which to honor all men and women who
have served in the Armed Forces of the United States, and
WHEREAS, The Town Commission of the Town of Gulf Stream,
by this resolution, wishes specially to honor all those who have
selflessly served in the defense of these United States as a
member of the Armed Forces, and
WHEREAS, in addition, the Town Commission of the Town of
Gulf Stream, by this resolution, wishes to honor and give thanks
to all those men and women who have sacrificed their very lives
and suffered injury in the defense of our Country in order that we
may live in peace;
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, FLORIDA:
That this Commission hereby pauses to give honor and
thanks to the men and women of the Armed Forces of the United
States and their families who have made selfless sacrifices in the
defense of our Country in order that we may all live in peace, and
by passage of this Resolution this Commission further expresses
its hopes and prayers for a continued and lasting peace in these
United States of America.
