The meeting was called to order at 9 A.M.
Upon motion by Vice Mayor LaPorte seconded by Commissioner Hunter the
Commission approved the Minutes of the Regular Meeting November 9, 1979.
Upon motion by Commissioner Bettison, seconded by Commissioner Clements
the Commission approved the Financial Report for the month of November,
1979.
The following summarization of the Police Report for the month of November
1979 was submitted to the Commission.

Upon motion by Commissioner Hunter seconded by Vice Mayor LaPorte the
Commission unanimously approved Ordinance 79 -13 on second and final reading.

AN ORDINANCE OF THE TOWN OF GULF STREAM
FLORIDA, RELATING TO LAND USE REGULATION;
PROVIDING A COMPREHENSIVE LAND USE PLAN
FOR THE TOWN; AND PROVIDING AN EFFECTIVE
DATE.

Commission Meeting December 14, 1979
Mr. Pfeifler reported that the Planning Board had reviewed plans for four apartments
to be located on Shore Road. He noted that a question concerning the location of
the septic tank had been brought to his attention, however he stated that the
plans had satisfied all those concerned and also had a stamp of approval from the
Health Department. Mr. Robert Chapin, Attorney for the Gulf Stream Bath and Tennis
Club explained the Club's desire to be sure the septic tank would not cause a
problem in the future and asked the Commission to hold off issuing a permit until
they were able to bring this to the attention of the developer. The Commission
instructed the representatives of the Club and Mr. Harry Teel, Representative for
the developer to excuse themselves from the meeting to discuss this problem with
the possibility of a solution before the meeting adjourned.
The Commission after a general discussion decided it was unnecessary at the present
time to create a Board of Adjustments.
The Deputy Town Clerk gave a follow -up report on complaints brought to the attention
of the Commission at last months regular meeting. This report is a part of the
minutes. Attorney John Randolph was instructed to see if the Commission has any
authority to stop builders in Gulf Stream from building when they are known for
inferior workmanship.
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the Commission
voted to asphalt the remainder of Golfview Drive at a cost not to exceed $2,280.00
and to add some type of a barricade at the end of Golfview Drive. Mayor Koch
excused himself from voting on this item.
Mr. Harry Teel explained to the Commission that he was not in a position to with-
draw the request for a building permit on Shore Road since all codes etc. had
been met. The Commission expressed their desire to issue a permit but due to the
question concerning the septic tank they felt it was necessary to contact the
Health Department to review and physically inspect the area in question and
advise the Commission as to their findings.
Manager Gwynn informed the Commission that the Annual Audit had been completed
and Mr. Dan Ward C.P.A. will be present at the next regular meeting to answer any
questions.
The Commission authorized Vice Mayor LaPorte to look into new techniques in
treating Lethal Yellowing disease and report back as soon as possible.

Complaints by Mr. Lynch and Mr. Bazarte residents of Place Au Soleil were brought
to the attention of the Commission at the November 9, 1979 Commission Meeting.
I contacted the County Electrical Inspector and requested him to inspect homes
for code violations. After inspecting each home the inspector informed them
that their problem was due to workmanship and not a code violation, however
he suggested that they contact an Electrical Contractor to trace their problems
and should a code violation exist the Contractor in writing should notify the
County Building Department and action will be taken.
Steps are presently underway to correct a drainage problem located at the east
end of Orchid Lane. Mr. Wagner who is presently building ahome in this
area has been contacted and made aware of his responsibility to contain water
on his property. Mr. Earl Harvel noted water was not draining properly into
the two existing catch basins and will take steps to correct.
Shed and debris have been removed on Lots on Old School Road.
A letter to Dr. and Mrs. Charles Scherer giving them until December 20th to
remove cement blocks placed on their existing seawall and to obtain a building
permit for other work presently in progress.

ORDINANCE 79 -13
AN ORDINANCE OF THE TOWN OF GULF STREAM,
FLORIDA, RELATING TO LAND USE REGULATION;
PROVIDING A COMPREHENSIVE LAND USE PLAN
FOR THE TOWN; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED by the Town Commission of the Town
of Gulf Stream, Florida:
Section 1. In compliance with the Local Government
Comprehensive Planning Act of 1975 of the State of Florida as
amended (Florida Statute 1977 Sections 163.3161 through 163.3211,
inclusive). The Town of Gulf Stream hereby adopts the attached
Comprehensive Development Plan as the Land Use Plan for the Town
of Gulf Stream, Florida.
Section 2. This ordinance shall become effective upon
the final passage.
PASSED on 1st reading November 9th of November
19 79 and passed on second and final reading December 14th
of 19 79
