CLEMENTS MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER Also attending: Attorney, John Randolph, Manager, William Gwynn, Deputy Town Clerk, Barbara Gwynn, Police Chief, Robert Holroyd, Mr. Brian Pfeifler, Mr. F. P. O'Brien and Mr. Thomas Houldsworth. The meeting was called to order by Mayor Koch at 9 A.M. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison the Commission approved the minutes of the regular meeting March 14, 1980. Upon motion by Commissioner Clements, seconded by Commissioner Bettison the Commission accepted the Financial Report for the month of March, 1980. Upon motion by Commissioner Bettison, seconded by Commissioner Hunter the Commission accepted the Financial Report for the Period October 1, 1979 thru March 31, 1980. Smith 558 9 72 11 5 1 10,231 180 1,440 203 34 28 Commissioner Bettison gave a recap of the Police Departmenth activities during the month of March noting that false alarms are still a problem. After a general discussion Commissioner Bettison stated he would write another letter to violators informing them they must help alleviate this problem by seeing that their systems are functioning properly. -2- COMMISSION MEETING April 11, 1980 Cont. Commissioner Clements gave a report on a recent study he made concerning the Town's Insurance Program. He commented that his findings indicated the Town could save a considerable amount of money by being a member of the Florida Municipal Liability Self Insurers Program. After a general discussion Commissioner Hunter commended Commissioner Clements on his excellent report and moved that the Commission award the Town's entire insurance program to the Florida Municipal Liability Self Insurers Program. Commissioner Bettison seconded the motion, motion passed. Mayor Koch proposed that the Commission consider increasing water rates to provide additional funds for retirement of the debt the water fund has with the Barnett Bank. After a discussion of the water system in general, the Commission instructed Town Manager Gwynn to bring back to the next meeting facts and figures to justify and explain any rate increase and also have an ordinance prepared for 1st reading. Upon motion by Commissioner Bettison, seconded by Vice Mayor LaPorte the Commission denied a request from Mr. Phil Anthony to place an "OPEN HOUSE" sign on AlA and Golfview Drive. On motion by Commissioner Hunter, seconded by Commissioner Clements the Commission adopted Ordinance 80 -3 on SECOND AND FINAL reading. ORDINANCE # 80 -3 AN ORDINANCE FOR THE TOWN OF GULF STREAM, FLORIDA AMENDING ORDINANCE 71 -5 RELATING TO RESTRICTIONS REGARDING ANIMALS RUNNING AT LARGE. The Town Clerk was instructed to follow -up on solving the problem concerning the entrance to property north of the cement wall at the entrance to Place Au Soleil and owned by Hearth and Home Ltd. A letter from Jackie Winchester was read to the Commission, she stated at this time it was impossible for all residents in Gulf Stream to vote in one precinct, however they are hopeful that after the reaportionment in 1982 the district lines will be drawn so as not to split counties and municipalities. This letter is a part of the Minutes. Due to an accident involving a resident driving into a lawn maintenance vehicle parked on a public road in Place Au Soleil a suggestion was made by the resident that lawn maintenance vehicles park only in drive -ways where they are working. The Commission felt this would be impractical at this time. A request was made that the Town look into the possibility of providing the residents paramedic service. Mayor Koch stated he would look into this matter and report at the next meeting. Meeting adjourned 10:35 A.M. The problem is that the State 'Senate district lines split the Town of Gulf Stream running up the intracoastal to divide it there. As you probably know, the 1972 reaportionment chopped up our County very badly in many ways. Several cities in the south end of the county are split by these Senate district lines. It is necessary for us to maintain separate precincts for voters living in separate Senate districts so that they may be given the proper ballot for voting in the State Senate races. Of the 569 registered voters in precinct 165, 111 are residents of the Town of Gulf Stream. It would not seem practical to put these 111 people in a separate precinct in the Town of Gulf Stream at this time. We are hopeful that after the reaportionment in 1982 the district lines will be drawn so as not to split counties and municipalities. They certainly will all be changed and at that time I think it would be feasible to redraw all the pre- cinct lines in your area so that the entire Town of Gulf Stream will be in one precinct composed solely of the residents of the town.
