CLEMENTS COMMISSIONER Also attending: Attorney, John Randolph, Manager, William Gwynn Deputy Town Clerk Barbara Gwynn, Police Chief, Robert Holroyd and Brian Pfeifler. The Meeting was called to order at 9 :03 A.M. by Vice Mayor LaPorte. Upon motion by Commissioner Hunter, seconded by Commissioner Bettison the Commission approved the Minutes of the regular meeting June 13, 1980. Upon motion by Commissioner Bettison, seconded by Commissioner Hunter the Commission approved the Financial Report for June, 1980. It is noted that Mayor Koch arrived at the meeting at 9:07 A.M. Due to the recent increase in water rates, Commissioner Hunter moved that a "Special Water Account" be set up and starting September 30, 1980 semi- annual payments be made to Barnett Bank to pay off the Water Departments recent Water Improvement Loan. Commissioner Bettison seconded the motion, motion passed. Upon motion by Commissioner Hunter, seconded by Commissioner Bettison the Commission approved the Financial Report for the period October 1, 1979 thru June 30, 1980. The following summarization of the Police and Traffic Report for the month of June, 1980 was submitted to the Commission. Commissioner Bettison gave the monthly police report. Upon motion by Commissioner Hunter, seconded by Commissioner Clements the Commission authorised the Mayor, Town Manager and Town Attorney to proceed with steps that must be followed in order for the Commission to implement the 1980 -81 Fiscal Year's Budget. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter Ordinance 80 -5 was accepted by the Commission on SECOND and FINAL reading. ORDINANCE X80 -5 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA AMENDING ORDINANCE NO. 76 -1 RELATING TO THE PARKING OF RECREATIONAL VEHICLES AND EQUIPMENT; PROVIDING THAT SUCH RECREATIONAL BOATING AND CAMPING EQUIPMENT SHALL NOT BE PARKED ON VACANT LOTS WITHIN THE TOWN. A letter from George Hamilton was read to the Cot mission, this letter is a part of the minutes. At the advice of the Town Attorney, Police patrol for the Ballantrae Apartments was denied by the Commission. August 8, 1980 was set for the annual Civil Defense Meeting to be held at 10 :30 A.M. at the Gulf Stream Town Hall. Meeting adjourned at 9:45 A.M. HAMILTON 330 OLD SCHOOL ROAD, GULFSTREAM DELRAY BEACH, FLORIDA 33444 le .__gip CL.,- FLORIDA: ORDINANCE NO. 80 -5 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, AMENDING ORDINANCE NO. 76 -1 RELATING TO THE PARKING OF RECREATIONAL VEHICLES AND EQUIPMENT; PROVIDING THAT SUCH RECREATIONAL BOATING AND CAMPING EQUIPMENT SHALL NOT BE PARKED ON VACANT LOTS WITHIN THE TOWN; FURTHER PROVIDING AN EXCEPTION FOR PARKING ON VACANT LOTS WHERE UNITY OF TITLE IS EXECUTED AND RECORDED; PROVIDING FOR SEVERABILITY: PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, Section 1. Ordinance No. 76 -1 is amended at Section 1 thereto to include a Paragraph 8 to read as follows: (8) None of the vehicles or equipment described herein may be parked on a vacant lot within the Town, however, said equipment may be parked on a lot adjacent to a lot containing a single - family residence subject to a unity of title being executed by the owner thereto and recorded in the public records of Palm Beach County, said unity of title tying there- to the vacant lot and the adjacent property containing the single - family residence. Any of the equipment described herein which is parked on the vacant lot shall comply with all provisions of this Ordinance. Section 2. If any section, paragraph, clause, phrase or term of this Ordinance be declared invalid, the same shall not operate to invalidate any other provisions. Section 3. That this Ordinance shall be in full force and effect from and after its passage and approval. PASSED AND ADOPTED ON SECOND DAY OF July , 1980.
