HomeMy Public PortalAbout2024 0325 Meeting MinutesCITY OF RIVERDALE, IOWA ALTERNATIVE ROUTES THROUGH RIVERDALE AD HOC COMMITTEE MEETING MINUTES PLACE: Duck Creek Pancake House Parking Lot, 4405 State St, Riverdale, Iowa 52722 DATE: March 25, 2024 TIME: 11:30 a.m. NOTE: A meeting of the City of Riverdale, Iowa, Alternative Routes Through Riverdale Ad Hoc Committee was held in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME 1.1 CALL TO ORDER - The meeting was called to order at 11:30 a.m. by Chair Paul DCamp. 1.2 ROLL CALL - Present: Bonnie Busch, Anthony Heddlesten (via audio), Vincent Jurgena, Kelly Krell, and Phil Schubbe. Absent: John Harrington (consultant). 1.3 AGENDA APPROVAL - Motion to approve by Jurgena, seconded by Busch. All ayes; MC. 1.4 MEETING MINUTE APPROVAL - Motion to approve amended meeting minutes from February 28, 2024, by Jurgena, seconded by Busch. All ayes; MC. The amendment included changing who mo- tioned to approve and second the agenda. 1.5 MEETING MINUTE APPROVAL - Motion to approve amended meeting minutes from March 18, 2024, by Jurgena, seconded by Schubbe. 5 ayes; 1 abstention; MC. The amendments included chang- ing the wording of the introductory paragraph to the six potential routes and adding clarifying state- ments, and adding a final comment to option C. Heddlesten joined the meeting at 12:04 p.m. 2. DISCUSSION AGENDA 2.1 FOLLOW UP ON WALKING TOUR: REVIEW OF NOTES, MAPS, AND COMMENTS - Regarding option B (reconstruction of the Riverdale side of the flood wall at Duck Creek to include a lower elevation, interior trail), Heddlesten commented that SUDAS requires a 2' separation between the edge of a trail and a flood wall unless the trail is concrete and abuts the wall directly. Any trail built within 15' of a flood wall requires federal permission, which takes time and engineering studies. When asked about the integrity of a trail installed on the interior side of a floodwall on the Riverdale side of Duck Creek, Heddlesten explained that in this particular case, the trail would be installed with the flow of the Creek and the Mississippi River, which helps ensure the integrity of the trail. Heddle- sten added that if changes were to be made to a flood wall, the levy owner would need to sign off on a Corps of Engineers review and the Corps would review and recommend changes or issue a "letter of no objection." If a trail's construction touches waters of the United States, a 404 permit is required. If a large amount of soil is to be disturbed, a 401 permit with the EPA is required. There is a 205 grant program to rebuild/improve a flood wall that include up to 10% for recreational use; however, this grant program can take up to 10 years to fulfillment. City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722 1 (553) 355-2511 www.riverdaleia.org Regarding option D (a path in front of the businesses along the south side of State Street between Bellingham Road and South Kensington Street), Krell provided Resolution 2020-63, which failed to pass in August of 2020, along with supporting emails between the former mayor and the Iowa De- partment of Transportation that indicate a general willingness to support a trail on the south side of US Hwy 67 in front of the businesses. It should be noted that the Meadows Warehouse parcels have been sold then transferred to Seesta LLC, 2.2 METHOD OF ANALYZING AND RANKING ROUTES - Schubbe provided a list of preliminary criteria for consideration to be used in analyzing and raking routes. DCamp also provided a similar list. Krell will create a review form incorporating all criteria for review at the next meeting. Schubbe suggested that perhaps the Committee should meet with industrial park parcel owners prior to analyzing and ranking routes. The Committee agreed, and DCamp will reach out to Boylers first and invite them to a meeting with the Committee. Boylers will be encouraged to invite their renters to the meeting, should they choose to do so. 2.3 NEXT STEPS - Krell will create a draft route analyzation/ranking form; DCamp will write a letter to Boylers inviting them to a meeting. 2.4 NEXT MEETING - The next meeting will be April 2, 2024, at 11:00 a.m., at City Hall. 3. ADJOURNMENT Motion to adjourn by Jurgena, seconded by Schubbe. All ayes; MC.
