COMMISSION MEETING
SEPTEMBER 12, 1980
PRESENT: WILLIAM F. KOCH, JR. MAYOR

Also attending: Attorney John Randolph, Manager, William Gwynn, Deputy
Town Clerk, Barbara Gwynn, Police Chief Robert Holroyd, Mr.
Sampietro, Mr. Souder.
The Meeting was called to order at 9 A. M. by Mayor Koch.
Upon motion by Commissioner Hunter, seconded by Vice Mayor LaPorte the
Commission approved the Minutes of the regular meeting August 8, 1980.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter the
Commission approved the Financial Report for August, 1980.
The following summarization of the Police and Traffic Report for the month
of August, 1980 was submitted to the Commission:
There was a general discussion of the Police Department and Chief of Police
Robert Holroyd and his duties and service during the past fourteen months.
Upon motion by Comsissioner Bettison, seconded by Commissioner Hunter the
Commission accepted Police Chief Holroyd's resignation and instructed the
Town Manager and Town Clerk to immediately begin a search for a new Chief
of Police. The Commission appointed the Town Manager to be the administrative
Chief of Police in the interim.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Hunter the Commission
approved a change from Prudential Health Insurance to the Florida Municipal
Health Trust Fund noting that the employees will have the same coverage and
the Town will receive a 12% discount on existing rates.

There was a general discussion of the Police Department and Chief of Police

passed Ordinance 80 -6 on second and final reading.
ORDINANCE NO. 80 -6
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
AMENDING ORDINANCE 72 -4, SECTION 1, TO PROVIDE FOR
AN INCREASE IN THE OCCUPATIONAL LICENSE TAX LEVIED
THEREIN BY AMENDING THE FEE FOR GENERAL CONTRACTORS
FROM $75 TO $100 AND ALL OTHER OCCUPATIONS FROM $30
TO $40; PROVIDING FOR SEVERABILITY; PROVIDING FOR
CODIFICATION; PROVIDING AN EFFECTIVE DATE.
Based on the recommendation of the Utility Director, Earl Harvel, the
Commission rescinded their previous action regarding quarterly Water
and trash billing.

ORDINANCE NO. 80 -6
AN ORDINANCE OF THE TOWN OF GULF STREAM,
FLORIDA, AMENDING ORDINANCE 72 -4, SECTION
1, TO PROVIDE FOR AN INCREASE IN THE
OCCUPATIONAL LICENSE TAX LEVIED THEREIN
BY AMENDING THE FEE FOR GENERAL CONTRAC-
TORS FROM $75 TO $100 AND ALL OTHER
OCCUPATIONS FROM $30 TO $40; PROVIDING
FOR SEVERABILITY; PROVIDING FOR CODIFI-
CATION; PROVIDING AN EFFECTIVE DATE.
BE IT HEREBY ORDAINED BY THE TOWN COMMISSIO11 OF THE
TOWN OF GULF STREAM, FLORIDA, as follows:
Section 1. Ordinance 72 -4, Section 1, is hereby amended
at Item (b) thereunder to read as follows:
"(b) Pursuant to the provisions of
subsection (a), the following occupa-
tional license taxes are levied:
(1) Any general building contractor
including seawall and groin contractors
doing business as outlined in subsections
(1), (2) and (3) above shall pay the
annual license tax of one hundred ($100)
dollars.
(2) Any other business firm or corpor-
ation engaging in any lawful business,
profession or occupation doing business
as outlined in subsections (1), (2),
and (3) above, shall pay the annual
license tax of forty ($40) dollars.
Section 2. If any section, paragraph, clause, phrase
or term of this Ordinance be declared invalid, the same shall not
operate to invalidate any other provisions.
Section 3. This Ordinance upon approval shall be
codified into the Code of Ordinances for the Town of Gulf Stream.
Section 4. This Ordinance shall be in full force and
effect from and after its passage and approval, as provided by law,
the terms hereof to be effective as of October 1, 1980.
