HomeMy Public PortalAbout2024 0221 Joint Committee MinutesRIVERDALE JOINT COMMITTEE MEETING AGENDA PLACE: Community Room, City Hall, 110 Manor Drive, Riverdale, Iowa 52722 DATE: February 21, 2024 TIME: 6:00 p.m. NOTE: A special meeting of the City Council, Planning & Zoning Commission, and Board of Adjustment of Riverdale, Iowa, was held in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME 1.1 CALL TO ORDER: The meeting was called to order at 6:01 p.m. by Mike Bawden. 1.2 NOMINATION OF CHAIR: Heather Wren nominated Bawden as Chair of the meeting, seconded by Athena Smith. All ayes; MC. 1.3 ROLL CALL: Council members present: Stephanie Harvey, Vincent Jurgena, Steven Townsend. Coun- cil members absent: Paul DCamp, Beth Halsey. Planning & Zoning Members present: Greg Lehman, Teri Stickler, Jeff Struve, Wren. Planning & Zoning members absent: Wendy Syverud. Board of Adjustment members present: Bawden, Fred Joers, Zakary Kohlmeyer, Smith. Board of Adjustment members absent: Amy Skinner. Also present: City Clerk/Treasurer Kelly Krell, Public Works Operations Manager Brian Ballard 1.4 AGENDA APPROVAL: Motion to amend the agenda by Struve, seconded by Townsend. All ayes; MC. Motion to approve the amended agenda by Jurgena, seconded by Stickler. All ayes; MC. 1.5 INTRODUCTION OF CITY COUNCIL MEMBERS, PLANNING & ZONING COMMISSION MEMBERS, AND BOARD OF ADJUSTMENT MEMBERS: All members present introduced themselves, which board they serve on, and gave a brief history of their connection to Riverdale. 2. DISCUSSION AGENDA 2.1 UPCOMING TRAINING OPPORTUNITIES: Ballard is scheduling planning and zoning training through Iowa State University for all joint committee members. The tentative date is Thursday, May 16, 2024, from 6:00 p.m. to 9:00 p.m. Townsend attended this training a few years ago and found it informative. Wren requested Riverdale -specific training as opposed to large city training. Krell offered to record the training, if ISU permits. 2.2 HISTORY OF COMMITTEES, ORDINANCES, DECISIONS, ETC.: Townsend described the comprehensive plan process in general and specific to Riverdale. Bawden spoke to State of Iowa requirements, the connection between the comprehensive plan and zoning, ordinances (both city and zoning), reviewing and enforcing the comprehensive plan, taxes, the former equipment tax, and the Woods Estates development and its tax implications. Stickler added that the subdivision ordinances were added to the City decades ago and were last updated in 2016. The committee discussed differences between R1 and R1 -A zoning. VARIANCES, SETBACKS, ETC.): Bawden talked about the most recent Zoning Board of Adjustment meeting and the need to convene the three boards to discuss roles, responsibilities, etc. Stickler mentioned that ordinances need to be enforced across the board. Lehman questioned how new residents now about ordinances; Krell explained the new resident email that the Clerk's Office sends out. The committee discussed the geographic nature of Riverdale and the misperception that Riverdale is part of Bettendorf. Ballard remarked that the side setbacks in Woods Estates for lots that abut Pleasant Hills are different (15') than the side setbacks for the remainder of Woods Estates (10'). Zoning Board of Adjustment recently approved a variance request to encroach upon the side setbacks (15') on both sides of one lot of up to 5' each side. The joint committee requested the City send a letter to all Woods Estates parcel owners with 15' side setbacks reminding them of the setbacks. Wren talked about the last Planning & Zoning Commission meeting. Bawden and Krell outlined committee roles and responsibilities, legal implications, and next steps. Some joint committee members opined that 10' side setbacks seemed reasonable (as opposed to 15') and pending a compelling reason for 15' side setbacks, would support a change in ordinances. The Planning & Zoning Commission agreed to hold a meeting within the next 30 days to discuss the R1 -A side setbacks that abut the Pleasant Hills neighborhood and make recommendations to Council. 2.4 IMPROVING COMMUNICATION ACROSS COMMITTEES: Krell reported that committee meeting minutes are now being included in Council's consent agendas, along with copies of the minutes. Council has also appointed a committee liaison, Townsend, to keep Council informed on committee activity. Ballard has tentatively scheduled a planning and zoning training for May 16, 2024, to be recurring if needed. Krell suggested an annual joint committee meeting, and most agreed once a year would be helpful. 3. ADJOURNMENT Motion to adjourn by Harvey, seconded by Jurgena. All ayes; MC.
