HomeMy Public PortalAbout2021-03-011 REGULAR COUNCIL MEETING, March 1, 2021 CALL TO ORDER Mayor Carrie Tergin called the March 1, 2021 City Council meeting to order at 6:01 P.M. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Hensley and seconded by Councilmember Ward to adopt an amended agenda, adding a Weather Awareness Week presentation from Fire Captain Jason Turner under item #7. Presentations from Staff, Consultants & Invited Guests. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of Cole County Health Department announced that positive COVID cases have been low. Capital Region Medical Center will be closing their Madison Avenue mobile testing site. As testing and COVID cases are on the decline, the testing can now be administered through their outpatient clinic. Director Campbell encouraged citizens to contact their primary care physician to schedule their vaccine. Those without a primary care physician can contact the Cole County Health Department, or register for the vaccine at www.covidvaccine.mo.gov. Mayor Tergin thanked the Cole County Health Department and medical staff for a successful vaccine event on Friday, February 26th at the LINC. Mayor Tergin announced that the next City Council meeting will be held in-person with a virtual option. b. Honorable Brian Stumpe was unable to attend tonight’s meeting . However, Mayor Tergin recognized him for his years of service with the City. She shared a picture of Judge Stumpe receiving a proclamation from the Mayor on behalf of the City. c. Mayor Tergin then recognized Dan Ross who recently retired as Executive Director of Missouri Municipal League. Mr. Ross was in attendance and thanked the City Council for the recognition. 2 REGULAR COUNCIL MEETING, March 1, 2021 PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Fire Captain Jason Turner announced this week as “Weather Awareness Week”. Monday – Have a Plan/Receive Weather Information Day Tuesday – Tornado Safety Day, including a statewide tornado drill at 10:00 A.M. Wednesday – Lighting Safety Day Friday – Flood Safety Day The Police Department will be sending out a press release on Tuesday reminding citizens to sign up for the Smart 911 app to receive weather notifications as well as other opt-in information. Captain Turner announced the end of “open burning season” in the City. Open burning of yard debris is allowed November 1 – March 1. He also reminded citizens, when removing snow from their property, keep the fire hydrants clear of snow as well. Mayor Tergin reminded everyone to participate in the statewide tornado drill, scheduled for tomorrow, at 10:00 A.M. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF • Committee on Administration: No updates at this time. • Finance Committee: Councilmember Hensley reminded Councilmembers and Staff to be thinking of items they wish to direct their focus during future City budget discussions. • Public Safety Committee: A virtual meeting was held on Thursday, February 25th. There were some technical issues. If anyone would like to see the minutes from the meeting, please contact JCPD or the City Clerk’s office. • Public Works & Planning Committee: The next meeting is scheduled for Thursday, March 11th at 7:30 A.M. The meeting will be in-person with virtual/call-in capabilities. • Mayor Tergin made the following announcements: ➢ Michael Shine is News Tribune’s new City news reporter. Mayor Tergin introduced Mr. Shine to the City Council and those joining the meeting. 3 REGULAR COUNCIL MEETING, March 1, 2021 ➢ Mayor Tergin announced JC Reads Week scheduled for March 9th – 13th. JC area schools will “Drop Everything & Read” on March 13th, beginning at 9:30 A.M. ➢ The Bicentennial Bridge construction is now underway. • Councilmember Fitzwater recognized Councilmember Wiseman for today’s featured article on her in the News Tribune. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, announced the Men’s Basketball Team will be playing MWSU in St. Joseph, MO for the MIAA Quarterfinals on March 3rd. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS John Landwehr was signed up to speak on bill 2020-060. He wasn’t present at the time. Mayor Tergin indicated she would allow him to speak when he joins the meeting. CONSENT AGENDA a. Minutes of City Council Meetings: February 1 and February 22 b. Authorizing $23,065.40 Renewal Year 3 with Pace Analytical Services for Wastewater Plant’s Influent/Effluent Testing Councilmember Lester motioned and Councilmember Wiseman seconded the motion to approve the above listed items. The motion passed unanimously. RESOLUTIONS RS2020-33 sponsored by Councilmember Graham A RESOLUTION EXTENDING AN EMERGENCY DECLARATION AND FURTHER PROCLAMATIONS THEREUNDER UNTIL APRIL 5, 2021 Ryan Moehlman, City Attorney presented the resolution . Councilmember Fitzwater motioned and Councilmember Hensley seconded the motion to amend Exhibit B (1.) and (2.) striking “authorized” and replacing with “allowed”. The motion passed unanimously. Councilmember Hussey motioned to adopt RS2020-33 with amended Exhibit B. Councilmember Graham seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 2) Real Estate [Sec. 610.021(2)] A motion was made by Councilmember Hussey to go into Closed Session for the above- stated reason, seconded by Councilmember Wiseman, and approved by the following roll-call vote at 6:52 P.M.: 6 REGULAR COUNCIL MEETING, March 1, 2021 Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreibe r, Vogt, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 7:11 P.M. with the following Councilmembers present: Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time.
