Mr. Anderson was asked what he could do about collecting
the resurfacing assessment against Lot 33 Block 3 in the amount
of $48.04 plus interest since January 1, 1967. Mr. Anderson
said that to place a lien against the property would entail
a great amount of expense and that he would write him another
letter.
Mr. Webb said that after the meeting with the Dade County
Traffic Department he had written a letter stating that our
council was in favor of routing the traffic one way on Collins
and Harding Avenues.
The Village Manager told the Council that this Legislature
had passed a. Bill allowing a ,o_? Resort Tax Levy. He said in
the future his might be one way of relieving ad valorem taxes.
Mr. Taplin inquired about the erosion problem and Mr.
Webb said that Turner Wallis was still trying to get an
appointment with the County Manager.
On motion of Mr. Hart, seconded by Mr. Taplin, the meet-
ing was adjourned.

Present were: Messrs: Hart, Taplin and White.
Absent: Mr. Beatty.
Also present were W. H. Webb, Village Manager; Mary T.
Wetterer, Village Clerk; and Herbert Nadeau, Acting Village
Attorney.
On motion of Mr. hart, seconded by Mr. Tadl.in, the minutes
of the previous me ting of June 24, 1967 were approved as
submitted.
Mr. Webb told the Council that a meeting had been held on
this past Thursday with representatives of the State of Florida,
Dade County, Chambers of Commerce, Mi.am:i. Beach, Bal Harbour, and
Mr. 9allis on the erosion problem. Mr. Taplin said that Mr.
Carlton of the .State of Florida indicnted that the State

would be cooperative on helping in t,iis matter. He also mentioned
that Mr. Wallis had been instrumental in havin;, the County Engin-
eer amend his report so that the County Commissioners would
realize that we need some help. He said that some of the Bal
Harbour officials would go before the County Commission on August
8th and later at the September Commission meeting they would be
reinforced by the hotel owners and Chamber of Commerce represent-
atives when the Couuaission makes its decision. Mr. Webb said he
had a letter from Mr. C. J. O'Connor of the Kenilworth house
stating that he had a meeting with Governer Kirk and the Governor
had requested all the background information on the problem and
that he was of the opinion that the Governor would recommend
State aid. Mr. Taplin asked that in the meantime, the Councilmen
should eacl: write to the County Corn tiss.t.>n aslctnp them to net
favorably n the problem.
Mr. Webb said h.e had called the State Road Department with
ret{ard to our drainage project on Collins Avenue and the engineer
in charge had advised that the job would be exit out for bids on
`.ugust 24th and Mere will be about n thirty day period in which
the bids are analyzed. Mr. Webb said tl.i.s would have the work
start in about uctober and probably finish. in about two months.
Mr. Stanley Whitman of 13a1 harbour Shops a.yeared to request
that a sign for Schrnfft's Restaurant he permitted on three
sides of the drop off lane canopy at the main entrance to the
Center. On motion of Mr. hart, seconded by Mr. Taplin and unan-
imously voted, the request was ;;ranted until the second cock is
completed and another restaurant opens f:,r business, then these
signs will be removed. Mr. Whitman also exjlained that, it is
ratter difficult for people to find the eritr.iiice to the Center
on 96th Street and asked that a canopy be allowed from the main
mall entrance to the property line at the steps. On motion of
Mr. Hart, seconded by Mr. 1'rintup and unanimously voted, the
request was granted.
Tl:e Village Manager stated that the Councilmen had their
tentative budgets for a month and as there were no comments or
questions he asked that the Council pass the Resolutions adopt-
ing the 1967-65 Budgets. Thereupon ern motion of Mr. Hart,
seconded by Mr. Printup and unanimously voted

adopting the Current Fund Budget was adopted. On motion of
Mr. Taplin, seconded by Mr. Hart and unanimously voted,

adopting the Water Department Budget was adopted. On motion
of Mr. Printup, seconded by Mr. Hart and unanimously voted

adopting the Sewer Department Budget was adopted.
Mr. webb then explained that there was a change in the
County's time table for setting the tax millage and that it
would have to be set at the August Council meeting.

The Village MauaLer read a letter from the Acting ;tanager
of tine Americana reouesting use of the garage space for convention
area for conventions in September and November of this year. On
motion of Mr. Taplin, seconded by Mr. Printup and unanimously
voted the request was granted.
Mr. Webb said the Florida League of Municipalities would
meet this fall at the Diplomat Hotel. He asked the Council if
they wished to reserve a room as he felt that when the convention
is in the area we should support it. it was the consensus of the
members that a room would not be necessary but Mr. Webb should
register any one interested.
Mr. Webb said he hnd a bid frnr.i t'.ie Duncan Parking Meter
CAmnany for seventy re -built meters for >;2,406.25. After dis-
cussion it was moved by Mr. Hart, seconded by Mr. Taplin and
voted that Mr. t.>ebb purchase the meters and the stands for
mounting.
Mr. Webb said he would like to call tie Council's attention
to a Bill passed by the Legislature which makes the City liable
for S10,000 of insurance in addition to aiy other insurance for
any police officer or firemen killed in the line of duty or
within one hundred and eighty days thereafter, as a result of an
injury suffered in the line of duty. Iie said he did not have
a copy of the final 13i11.. Iie also mentioned that the Council
had discussed tai:; bofo.r'e but that a Bill had been passed allow-
ing all municipal employees to come under the State Pension Plan.
Mr. Nadeau suggested that Mr. Webb send him the numbers of both
Bills and they would get copies for study.
The Council then reviewed the nine months audit and on
motion of Mr. Bart, seconded by Mr. Printup, the audit was
accepted.
Mr. Taplin said that he would like to bring up again the
problems of the sidealks and State right-of-way on the east
side of Collins Avenue. Mr. 1.:ebb said he had a letter from Mr.
Larry Cliff of the Resort Association in which he indicated that
the hotels are not ton interested in maintaining the sidewalk or
grass area. Mr. Taplin said he didn't feel that this was the
feeling of all the hotels as some of them keep their areas up.
It w:s the Councill's suggestion that the Manager write to each
Hotel explaining the situation and ask their cooperation. Mr.
Taplin suggested that if the hotels would not cooperate, he
felt we should pass an Ordinance requiring that they do so. Mr.
Nadeau said he would feel that this would be in order.
There being no further bnsines�, on motion of Mr. Hart,
seconded by Air. Taplin, the rreetin,, was adjourned at 10:30 A. M.
