The Meeting was called to order by Mayor Koch at 9 A. M.
Upon motion by Mrs. LaPorte and seconded by Commissioner Bettison the
Commission approved the Minutes of the Regular Meeting October 10, 1980
and the Special Advertised Meeting on October 10, 1980, 5 P.M.
Financial Report for the month of October was submitted and accepted by
the Commission.
Commissioner Bettison gave the monthly Police report noting again the
extremely high amount of false alarms answered by the Police Department.
Attorney John Randolph presented for review Ordinance 80 -8. Upon review
of the Ordinance a general discussion followed. Commissioner Hunter moved
that the Ordinance be accepted on First Reading. Commissioner Bettison
seconded the motion. Motion passed.

AN ORDINANCE OF THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, REQUIRING PERMITS FOR THE INSTALLATIONS
AND OPERATION OF ALARM SYSTEMS; PROVIDING DEFINITIONS;
PRESCRIBING STANDARDS FOR ALARM SYSTEMS; PROVIDING A
SERVICE CHARGE FOR EXCESSIVE ALARI;S; ETC.

A letter from the Town Manager was read to the Commission. This letter
dated November 4, 1980 is included as a part of these minutes. Manager
Gwynn stated that we do need a professional man and that he should come
from the outside, someone who should come and take over the Police Depart-
ment immediately. He further stated that he has a man that is imminently
qualified for the job and a resume has been given to each Commissioner.
Manager Gwynn stated that this man has indicated that he is available
immediately to assume the leadership on a temporary basis and his hours
would be as flexible as they need be. He emphasized that this in no
way would diminish the search for a permanent Chief of Police and that
all we are doing is putting someone in charge of the Department that is
qualified. After a lengthy discussion with audience participation, a
motion by Commissioner Hunter and seconded by Commissioner Clements to
appoint Frank Flannery, Consultant for the Police Department of the
Town of Gulf Stream with full authority over this department was passed
unanimously. Mr. Flannery is being retained as an independent contractor
not subject to payroll taxes, employee benefits etc.
Upon motion by Commissioner Bettison, seconded by Commissioner Hunter the
Commission adopted Ordinance 80 -7.

AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
ADOPTING THE STANDARD BUILDING CODE, 1979 EDITION;
THE STANDARD GAS CODE, 1979 EDITION; THE STANDARD
PLUMBING CODE, 1979 EDITION; THE NATIONAL ELECTRIC
CODE, 1978 EDITION; AND THE STANDARD MECHANICAL
CODE, 1979 EDITION; PROVIDING FOR SEVERABILITY;
PROVIDING FOR AN EFFECTIVE DATE.
A letter from Mr. Hamilton was read to the Commission, this letter is a
part of the minutes. The Town Clerk was instructed to answer Mr. Hamilton's
letter stating the Town's concern and also to contact the school to see
what can be done to help alleviate this problem.
A letter from Mrs. Clough was read to the Commission. This letter is a part
of the minutes. The Town Clerk was instructed to answer Mrs. Clough's letter
and also look into her request concerning a bike path on ALA in the event
the Town could receive Federal Funding to provide this path.
A letter from the Gulf Stream Golf Club was read to the Commission. This
letter requested the Police Department's co- operation in arming the alarm
system at the golf clubhouse. At the present time the Police are helping
them by setting the alarm in the golf cart shed each night and morning.
The Commission denied the request and also instructed the Police to cease
setting the alarm in the golf cart shed each night.

Dear Mrs. Gwynn:
For the past two years your Police Department has
been most cooperative in helping us to secure the
golf cart shed each night and morning, by arming the
alarm system. As far as I know the system is working
quite well.
Would you please be so kind as to find out if the
police would also take on the chore of arming the alarm
system at the golf clubhouse. It will not be necessary
for them to return in the morning but only to insure
that the alarm is set after the golf club is closed
at night.
I will be happy to show the men how this is done
and set up an appropriate schedule with them if you
approve.

In reply to your letter of October 15, 1980, the Town Commission
asked me to advise you that they understand your concern regarding
parked buses on the school grounds. I am going to contact the
school to see if adequate screening can be effected, or possibly
they could arrange to store the buses elsewhere during the summer
months.

The Town however, would oppose any change that would result in
entering and exiting school property on AlA, as we feel this
is extremely dangerous especially as it would affect school buses
full of school children.
I will keep you advised regarding this matter.

Dear Mrs. Clough;
In reply to your recent letter read at our regular Commission
Meeting November 14, 1980, the Commission felt that nothing
could be done to clean up the beach since the entire beach -
line in Town is privately owned.
2. We have instructed the police to be more attentive

As you know, permission has been obtained from the
Village Manager of the Village of Tequesta to assist
the Town of Gulfstream with an administrative survey
of their department. For several years I was employed
on a part -time basis by the Police Service Bureau
which, at that time, was a branch of the Illinois Assoc-
iation of Chiefs of Police. While employed, it was our
responsibility to conduct oral screening boards for
Promotion of officers in various cities throughout the
state. In addition to this, the Police Service Bureau
performed administrative surveys of police agencies to
determine the needs of the departments.
Insofar as pay is concerned, if the Village of Gulf -
stream will break the former chief's salary down to an
hourly rate and provide 174 per mile for travel, this
will be adequate compensation.

FLORIDA, ADOPTING THE STANDARD VbILDING
CODE, 1979 EDITION; THE STANDARD GAS CODE,
1979 EDITION; THE STANDARD PLUMBING CODE,
1979 EDITION; THE NATIONAL ELECTRIC CODE,
1978 EDITION; AND THE STANDARD MECIIANICAL
CODE 1979 EDITION; PROVIDING FOR SEVERABI_
LITY; PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA:
Section 1. The Standard Building Code, 1979 Edition;
the Standard Gas Code
1979 Edition; the Standard Plumbing Code,
1979 Edition; the National Electric Code, 1978 Edition; and the
Standard Mechanical Code 1979 Edition are hereby adopted as the
several minimum construction codes for the Town of Gulf Stream,
Florida.
Section 2. If any section, paragraph, clause, phrase ox
term of this Ordinance be declared invalid
the same shall not
operate to invalidate any other provisions.
Section 3. That this Ordinance shall take effect
immediately upon ti s passage and approval.
