SPECIAL ADVERTISED COMMISSION MEETING
DECEMBER 5, 1980

Also attending: Attorney, John Randolph, Manager, William Gwynn, Deputy
Town Clerk, Barbara Gwynn, and Consultant Frank Flannery.
The meeting was called to order at 9 A.M. by Mayor Koch. He explained
the reason for calling this meeting is to hear an update report and
recommendations from Consultant Frank Flannery.
Manager Gwynn read a report from Mr. Flannery recommending Officer
David Tinkham be promoted to the rank of Lieutenant. This letter is
a part of the Minutes.
Commissioner Hunter stated that before the Commission act on this re-
commendation that Mr. Flannery give the Commission an up to date report
on the condition of the police department, his findings and possible
further recommendations.
Consultant Frank Flannery presented a general report of his findings to
date and then answered questions from the Commissioners and from the
audiance.
Upon motion by Commissioner Hunter, seconded by Commissioner Bettison
the commission unanimously approved Officer Tinkham's promotion from
patrolman to Acting Lieutenant.

SUBJECT: Promotion
Dear Mr. Gwynn:
On November 18th, 1980 a letter of recommendation was submitted
to you regarding the necessity of promoting a member of the
Gulf Stream Police Department to the rank of Acting Lieutenant.
At the time of that letter only bottom line figures of the cur-
rent budget were available and it was believed that funds for
paying additional salaries were not possible. It has since been
brought to my attention that funds are available to compensate
a promoted member of the department.
After interviewing all members of the police department, I hereby
recommend Officer David Tinkham for elevation to the rank of
Lieutenant. This recommendation is made due to Officer Tink-
ham's police background and experience. An additional factor
which leads me toward this recommendation is the fact that
Officer Tinkham appears to have the personality of an admin-
istrator. He realizes the importance of harmony in dealing
Cl with the public and other town officials and I believe that he
will strive to promote this in his actions as a Lieutenant.
Several other officers on the department also have excellent
credentials and this was not an easy decision to make.

The meeting was called to order at 9 A.M. by Mayor Koch.
Upon motion by Commissioner Clements, seconded by Commissioner Bettison
the Commission approved the Minutes of the regular meeting November
14, 1980. Upon motion by Vice Mayor LaPorte, seconded by Commissioner
Bettison the Commission approved the Minutes of the Special Advertised
Meeting December 5, 1980.
Upon motion,Ly Vice Mayor LaPorte, seconded by Commissioner Bettison the
Commission approved the Financial Report for the month of November, 1980.

There was a general discussion of proposed Ordinance 80 -8, Commissioner
Bettison outlined several features of the proposed ordinance that should
be changed or eliminated. The Commission instructed Attorney John Randolph
to come back with a simplified burglar alarm ordinance that would be ma e
in line with the Commission's wishes.
A letter from the County concerning a bike path was read to the Commission.
This letter is a part of the Minutes. The Town Clerk was instructed to
follow up on this letter.

There was a general discussion of the Police Department with comments from
the Commissioners and the public in attendance. Police Consultant Frank
Flannery gave a brief report and announced that a screening committee would
meet Thursday December 18, 1980 for the purpose of reviewing and selecting
a Police Chief from the four candidates that would be submitted to the
Committee by Mr. Flannery. The screening committee will consist of the
following men:

Police Commissioner, Lindley S. Bettison
Consultant, Frank Flannery
Frank Rice
Delray Beach Police Chief, Charles Kilgore
Mayor Koch announced that the Town Commission will meet in special session
at 9 A.M. December 22nd 1980 to hear the report from the commission and,
hopefully, appoint a Police Chief at this meeting.

The Special Meeting was called to order by Mayor Koch at 9 A.M. to
hear the reviewing committee's recommendation for the position of
Chief of Police.
Commissioner Bettison reported that on Thursday, December 18, 1980 the
reviewing committee met with four of the top applicants. Each applicant
was scheduled for one hour's review. After a thorough review of each
applicant the committee selected Mr. James Greer by a three to two
vote, Mr. Gerald Rich was the second choice and each member of the
committee felt either candidate would make an extremely good Chief of
Police for Gulf Stream. After a general discussion Commissioner Hunter
asked if a background check had been made on the applicants. Consultant
Frank Flannery explained periphiral checks had been made on each candidate
but no indepth review had been made, however he noted there was nothing
derogatory on any of the applicants at this time. Commissioner Hunter
stated he felt the Commission could not make a final decision with
these men before they had been thoroughly investigated. Commissioner
Bettison moved that the Commission authorize a background check on
the two top candidates selected by the committee, Mr. Greer and Mr. Rich,
Commissioner Clements seconded the motion, motion passed.
Commissioner Hunter urged that a complete review of police department
salaries be made, he felt the Town must offer adequate compensation to
be able to hire qualified men for the police department including
patrolmen and police chief.

METHODS OF ACCOUNTING
The Town's accounting records for General Government operations are maintained on a
modified accrual basis with the most important revenues being recorded when earned
and expenditures being recorded when incurred. Accounting records for the Water
Distribution Fund are maintained on an accrual basis.
GENERAL FUND
Revenues for General Government functions totaled $309,905 for the fiscal year ended
September 30, 1980, an increase of 10.02% over the previous year. Included in this
amount is $2,002 which was donated to the Town for carpet for the Town Hall. Actual
collections for General Government exceeded the estimated revenues by $22,050.
General property taxes produced 63.07% of General Government revenues compared to
64.16% for the previous year. The amount of revenue from the various sources and
the increase (decrease) over the previous year are shown in the following tabula-
tion:

Allocations of the property tax levy were as follows:

Available cash monies were invested during the year at rates from 5.25% to 11.88 %.
The investments were for various periods of time, depending on the requirements of
the available cash. The interest earned from these investments amounted to $7,365.
The expenditures for the General Fund operations amounted to $290,894 for the fiscal
year, an increase of 4.518 over the preceding year. The expenditures for the major
functions of the Town are shown in the following tabulation:

ditures, an increase of 1.568 over the
previous year.
Public Safety, which includes the Police Department and Fire Protection, accounted
for 49.308 of the General Fund expenditures as compared to 48.868 for the preceding
fiscal year.
Expenditures for Street and Easements represented 5.948 of the General Fund expendi-
tures, an increase of 15,168 over the previous year.
Sanitation. Department accounted for 19.388 of the expenditures as compared to 19.638
for the prior year.
FEDERAL REVENUE SHARING FUND
During the year,-the Town received $1,557 from Federal Revenue Sharing. Total expen-
ditures,for the year were $3,900, which were spent for Public Safety. At year end,
the Town had $550 of appropriated fund balance for approved projects and $1,229 of
unappropriated fund balance to be budgeted in subsequent periods,
WATER DISTRIBUTION FUND
The Town's Water Distribution Fund continues to show gains in gross revenues. The
gross revenue and the increase over the previous
year are shown in the following
tabulation:

This group of accounts represents the fixed assets of the General Government opera-
tions of the Town. These assets have been recorded on the books at cost or estimated
fair market value at date of donation, if donated assets, and bear no relation to the
current value of the assets. Depreciation is not recognized in General Government
accounting procedures.
SALARIES
During the year, the Town expended $145,918 as compared to $134,560 in the preceding
year representing an increase of 8.448. A comparison of salaries for the fiscal

Dear Mayor and Town Commission:
In reply to the Auditor's comments letter from Dan Ward,
Certified Public Accountant date December 8, 1980:
I concur fully with all the comments as stated and agree
with the audit report and letter.
Regarding recommendations included in the Audit Comments, I
have implemented a policy to endorse all checks as they are
received and be kept in a 2 hour fire rated four drawer safe -
file. Large cash receipts are to be deposited in the bank
the same day.
Completion of the financial report to be filed with the
Department of Banking and Finance will be carefully prepared
from the audit report as prepared by the Town's auditors,
Dan W. Ward, C.P.A.
The Town is in the process of preparing a written plan of
organization specifying the division of duties and areas of
responsibilities concerned with accounting and administrative
controls. The Town will prepare a written manual stating the
policies and procedures covering all phases of financial
management.
