MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER Also attending: Attorney, John Randolph, Manager, William E. Gwynn, Town Clerk, Barbara Gwynn, Police Chief, James Greer, Mr. Pfeifler and Mr. F.P. O'Brien. The Meeting was called to order by Mayor Koch at 9 A.M. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Armour the Commission approved the Minutes of the March 13, 1981 meeting subject to correcting the spelling of the word counsel. Commissioner Hunter explained to the Commission the new financial statements that will be included each month along with the present statement, he also suggested that the Commission adopt a resolution giving specific authority to the Town Manager to invest the Town's monies. Attorney, John Randolph was instructed to prepare a resolution for the next commission meeting. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Dixson, the Commission approved Commissioner Hunter's suggestion that all payroll checks and checks under $500.00 be signed by the Town Manager, checks over $500.00 would need an additional signature from any one of the five Commission members. Attorney John Randolph was instructed to prepare a resolution for the next Commission meeting. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Armour, the Commission approved the Financial Reports. The Police Report was given by Police Chief, James Greer, this report is a part of the minutes. Chief Greer also suggested hiring one more police officer in order to have a full time detective. Commissioner Dixson advised t`e Commission that it is necessary for the Town to purchase two vehicles, one for the Chief of Police and one for the Town Clerk, this is an emergency situation concerning the Chief of Police since his present vehicle is unsafe to drive. The car presently being used by the Town Clerk would then become a police vehicle. The Commission advised Commissioner Hunter and Manager Gwynn to look into the financial aspects and advise the Commission at the next regular meeting. Upon motion by Commissioner Hunter, seconded by Commissioner Disxon the Commission approved the request by Chief Greer to advertise for sale the 1974 car he is presently driving. Page 2 COMMISSION MEETING APRIL 10, 1981 Continued CA request made by Commissioner Dixson to install directional signs for the Town Hall and the Police Department on AIA and Sea Road was approved by the Commission. After a lengthy discussion concerning the burglar alarm ordinance as prepared by Attorney John Randolph, the Commission instructed him to make corrections and additions where necessary and present at the next commission meeting for the first reading. The Commission instructed Attorney, John Randolph to prepare an ordinance prohibiting garage sales, this ordinance to be placed on first reading at the next regular Commission meeting. Commissioner Dixson discussed with the Commission the town's present zoning ordinance and amendments thereto. He pointed out that in his opinion there are many provisions of the zoning ordinance and amendments which require careful study in order to modernize and up -date the ordinance and amendments with the objective of providing maximum protection to the town in preserving the town's physical characteristics as against any challenge or significant changes that may occur in the years ahead. He recommended that a study and review committee be appointed for this purpose. Whereupon Commissioner Hunter offered a motion appointing such committee, which motion was seconded by Commissioner Armour. The committee to be composed of Commissioner Dixson, Commissioner Pfeifler, and a third member to be chosen by Messrs Dixson and Pfeifler. It was further understood that as a first phase of the committee's work it would present to the full Commission an identification of those provisions of the ordinance and amendments which require immediate attention and revision, as well as those that will be considered in the second phase of a more extended study. A letter from Mr. Johnson regarding a water drainage problem was read. This letter is a part of the minutes. The Commission instructed Commissioner Armour and Mr. Earl Harvel to review this situation with Mr. Johnson. A letter from the Gulf Stream School was read, this letter is a part of these minutes. The letter stated that the school had hired an architect to review the parking traffic flow and all around appearance of the grounds. Town Manager, William Gwynn read a letter from Mr. Silva regarding the repair of the water edge at the end of Golfview Drive. The Commission agreed that the Town will deposit rubble when available. Town Manager, Gwynn read a letter from the County Commission regarding deeding of County roads back to the municipalities. Mayor Koch suggested we should not be too eager to accept the roads until they are in excellent condition. Page 3 COMMISSION MEETING APRIL 10, 1981 Continued Mayor Koch advised the Commission that the County is presently preparing a bikeway feasibility study which will be presented to the Town for their decision whether to participate or not in a funding program, 50/50 between the Town and Palm Beach County. GARTEN HEADMASTER March 17, 1981 Gulf Stream Town Commission 246 Sea Road Gulf Stream, Fla. 33444 Dear Sirs and Madam: At its most recent meeting, the Board of Trustees of the School shared your and my concern about the problems arising from the operation of the school. We have always wished to be good neighbors and pledge so to continue. And we are pleased that the areas of sensitivity are not our children and their behavior but our buses and fences! The Board has instructed me to consult, as expeditiously as may economically be done, an architect who has expertise in campus planning so we may survey our options about more parking and a difficult traffic flow. As soon as the C_ Board can review - study its options and fund its choice, the solution will be undertaken.
