ARMOUR COMMISSIONER Also attending: Town Manager William Gwynn; Town Clerk Barbara Gwynn; Chief James Greer Meeting was called to order by Mayor Koch at 9:00 A.M. Mayor Koch wanted it to be known that this was a Workshop Meeting and that no action could be taken at this time. This would be a discussion of the recommenda- tions for the proposed budget. Commissioner Hunter then explained how he and Town Manager William Gwynn had worked on the budget and he wanted to make it understood that the Town does not make tax assessments. Town Manager Gwynn explained the money needed to operate the Town. Mayor Koch wanted to know if all the requests were listed in the budget. Town Manager Gwynn stated no, but that after today they would have their revisions and a new budget would be presented. He further explained that Commissioner Dixson had requested an amount to be put in for the zoning study. This amount would be quoted by John Randolph, Attorney, but to date had not received this quote. Commissioner Dixson also requested a contingency for the zoning and a $20,000 contingency fund for the Police Department. The Commission was against spending $20,000 for zoning. Commissioner Hunter stated that he did not want to include contingencies in the budget. He feels that if it is put in, it should be identified. Town Manager Gwynn then proceeded to explain the Budget Work Sheet, which is attached hereto and made a part hereof. It was pointed out that there will be increases in Revenues and Expenditures. The Commission then discussed and studied the proposed budget in great detail. During the course of this discussion, Commissioner Hunter stated that he objected to two funds or any reference to a special fund. Town Manager Gwynn said he would obtain an answer to whether the Town was required to have two funds. During the discussion of the garbage collection contract, which will escalate, Mayor Koch stated that he wants to obtain other figures for a new contract. At this time, Mayor Koch again stated that this was a workshop meeting, and between now and until the public meeting, the Commission should talk with the people to see what they want. Page Two Workshop Meeting August 13, 1981 Upon discussion of paramedic services for the Town, it was agreed that it was above what was in the budget. It was also agreed that the people should have the chance to decide if they want the paramedic service. The first public meeting for the budget has been set for September 28, 1981, at 5:01 P.M. Town Manager Gwynn said that the Property Appraiser would send out notices to the residents September 7, 1981. It was discussed that the second budget meeting would be set sometime between October 10 and October 25. Commissioner Armour pointed out that at a special called meeting for the budget, only the budget could be discussed. Commissioner Armour moved for the meeting to adjourn. All were in favor.
