HomeMy Public PortalAbout2024 0402 Tax Levy Public Hearing MinutesCITY OF RIVERDALE, IOWA PROPOSED PROPERTY TAX LEVY RATE PUBLIC HEARING MINUTES PLACE: Council Chambers, City Hall, 110 Manor Drive, Riverdale, Iowa 52722 DATE: April 2, 2024 TIME: 6:00 p.m. NOTE: A public hearing was held in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME 1.1 CALL TO ORDER - The meeting was called to order at 6:00 p.m. by Mayor Anthony Heddlesten. 1.2 ROLL CALL - Council members present: Paul DCamp, Beth Halsey, Stephanie Harvey, Steven Townsend. Council member absent: Vince Jurgena. Also present: City Clerk/Treasurer Kelly Krell and residents Doug Littrel, Ben Earwood, Amanda Earwood, and Earl Sichterman. 2. PUBLIC HEARING 2.1 OPEN PUBLIC HEARING - Motion to open the public hearing by Townsend, seconded by Harvey. Roll Call Vote: Townsend aye; Halsey aye; DCamp aye; Harvey aye. All ayes; MC. Public hearing opened at 6:02 p.m. 2.2 PRESENTATION - Krell presented information about the City's proposed property tax levy rate for fiscal year 2025, which begins on July 1, 2025, and ends on June 30, 2026. She explained parts of the Scott County mailing to all property owners, the City's taxable valuation, revenue projections, total property taxes, and the City's proposed property tax rate, which is $9.88689 per thousand dollars of assessed value. The existing capital improvements levy remains in effect, and the City is proposing the following additional special levies: (1) insurance; (2) employee benefits; and (3) debt service. 2.3 PUBLIC DISCUSSION - Members of the public asked several questions about the property tax rate and the need for an increase. Krell explained the City's restricted levying capacity per House Bill 718 passed in 2024, public works infrastructure projects, and a required debt levy. 2.4 CLOSE PUBLIC HEARING - Motion to close the public hearing by Halsey, seconded by Townsend. Roll Call Vote: Harvey aye; DCamp aye; Halsey aye; Townsend aye. All ayes; MC. Public hearing closed at 7:02 p.m. 3. ADJOURNMENT Motion to adjourn by DCamp, seconded by Harvey. All ayes; MC.
