West Carteret Sanitary Sewer Rehabilitation Projects; and WHEREA~, the Borough's Consulting Engineers, T&M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services·at a total cost not to exceed $92,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal ITom T &M Associates for engineering services related to Hill District! West Carteret Sanitary Sewer Rehabilitation Projects at a total cost not to exceed $92,000.00 at the rate set forth in T&M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and T &M Associates. Reiman Borough of Carteret 61 Cooke Avenue Carteret, NJ 07008 APPROVED Re: Hill DistrictlWest Carteret Sanitary Sewer Rehabilitation Projects Contract Administration and Inspection Dear Mayor Reiman: Weare pleased to provide this scope of work for contract administration and construction observation engineering services for the following three sewer rehabilitation projects: Project 05-01 A Project 05-01 B Project 05-01 C Pipe and Manhole Repair/Replacement Pipe and Manhole Rehabilitation Pipe Lining Administration of the contracts will include such tasks as preparation of contracts, job meetings, shop drawing review, processing requests for payment, preparation of change orders, providing periodic updates to EPA, and T&M Associatcs project correspondence. On-site observation (part time) of the construction of each project will be provided to determine if rehabilitation measures are constructed in general conformance with the construction plans and specifications. Project design has been completed, the projects were advertised for bids on Friday, February I L 2005 and bids were received on Monday, February 28, 2005. Bids are under review. and we anticipate construction commencing in April. The bid documents provide for construction periods of 120-150 days. The engineering services we propose to provide for each project are as follows: 1. Supply required information to EP A to obtain authorization to award. 2. Divide the sewer rehabilitation project into four contract segments tor bidding. 3. Modify plans and specifications for rebidding proposal "A', including answering contractor questions during bidding and receipt of bids. 4. Prepare recommendations of award. 5. Upon award of the contracts, prepare contracts and transmit to the contractor for execution. 6. Review the contracts, bonds and insurance and forward five contract packages for each project to the Borough Attorney for review and approval. 7. Arrange, prepare for, and attend a pre construction meeting. The contractor, police department, utilities, EP A representatives and Borough personnel will be invited to attend. T&M will prepare minutes of the meeting discussions. Review required shop drawing submittals for the proposed sewer rehabilitation projects including, piping, lining materials, grout, root control material, manhole frames and covers, manhole waterproofing materials to check for general conformance to the contract documents. 9. General contract administration services for each project including: Job meetings (estimate one per month). Provide periodic updates to USEP A Project related correspondence. Review of payment requests. Preparation of change orders. Interfacing with the residents. Preparation of payment certificates. 10. Part-time on-site inspection of each of the sanitary sewer rehabilitation projects to determine if construction is in general conformance with plans and specifications. I] . Review tapes and logs of completed work to assess acceptability. 12. Conduct final inspections, prepare punch lists, and perform follow up inspections to ascertain satisfactory completion of the punch list work. Our engineering fee for the above contract administration and inspection services is estimated to be approximately $92,000 and will be billed in accordance with our standard municipal billing rates in effect during the period of the contract The fee is based on the contractors completing project work within their contract periods and close-out activities covering an additional 30-day period.
