RESOLUTION NO. 89 -2871
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ADOPTING A
SALARY SCHEDULE AND PAY PLAN FOR
FISCAL YEAR 1989 -90.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. General Provisions
A. The schedule of pay ranges and steps listed in Table I
constitutes the compensation plan applicable to all
classes of positions listed in Table II and shall be
effective July 1, 1989.
B. For purposes of computing the salary of full time
employees, at the time of original appointment or
termination only, and working less than a full pay
period, the following formula of computations shall be
used.
Total days worked, divided by the total working days in
the month, times the monthly rate of pay.
C. Employees other than department heads and administra-
tion personnel who are authorized to work more than a
regular 40 -hour week shall be compensated for overtime
at time and one -half.
Executive, administrative, and professional level
positions shall not be compensated for overtime. For
purpose of this section, executive, administrative, and
professional level positions are the following:
1. City Manager
2. Community Development Director
3. Parks and Recreation Director
4. Public Works Coordinator
5. Field Services Coordinator
6. Park Maintenance Superintendent •- Buildings,
Grounds, and Parkway Trees
7. Assistant to the City Manager
8. Associate Planner
9. Assistant Planner
10. Parks and Recreation Supervisor
11. Finance Director
SECTION 2. Employee Optional Benefit Plan
A. The Employee Optional Benefit Plan for full time em-
ployees effective July 1, 1989 through June 30, 1990 is
hereby approved and on file in the City Clerk's of-
fice.

SECTION 3. Cost of Living Increase and Payment of a Pro-
rated Share of Employee Contribution to the
Public Employees Retirement System
A. A cost of living increase of 5% is hereby provided for
all full time and 2% increase for temporary employees
based upon the Consumer Price Index. The increase for
full time classified employees is provided by the City
paying 3% of the employees contribution to the Public
Employee Retirement System and a 2% cost of living
increase based on the Consumer Price Index:.
SECTION 4. Administration of the Compensation Plan
A. The salary schedule for the respective classes of
positions as set forth in Tables I and II, with such
amendments as may be adopted by the City Council from
time to time by ordinance or resolution, shall have the
force and effect and shall be interpreted and applied
as follows:
B. The salaries or rates of compensation prescribed are
fixed on the basis of full -time service.
C. The employee shall be eligible for recommendation to
receive the step with range for the class to which his
position is allocated as determined by the following
conditions:
1. Six months or less of continuous service - 1st
step.
2. More than six months (but less than 1 -1/2 years)
of continuous service - 2nd step.
3. More than 1 -1/2 years of continuous service - 3rd
step.
D. No advance in pay shall be automatic upon completion of
the period of service outlined hereinabove, and all
increases shall be made on the basis of merit as estab-
lished by the employee's work performance. Increases
in pay shall be withheld in cases of inferior work,
lack of application, indifferent attitude or excessive
absenteeism. The pay of any employee may be reduced to
a lower step within the established pay range by the
City Manager where the quality and manner of work
performance do not justify the pay being received.
SECTION 5. Temporary Employees
A. The following Table is adopted as the salary schedule
and classification of temporary employees, effective
July 1, 1989.

EMPLOYEE OPTIONAL BENEFIT PLAN
INDIVIDUAL INSURANCE ACCOUNT
FOR FISCAL YEAR 1989 -90
PLAN SUMMARY:
Each full time employee will receive a maximum annual reim-
bursement of $600 during Fiscal Year 1989 -90 which can be
used in any of the following ways:
OPTION 1. Reimbursement of actual dental or optical ex-
penses for the employee and dependents and actual
medical expenses not covered by employee's medi-
cal insurance.
OPTION 2. Purchase of up to 5 days of vacation at the
employee's current hourly rate.
OPTION 3. Payment of a portion of the employee's contribu-
tion for dependent medical premiums.
OPTION 4. In June, 1990, any pre- designated portion of the
$600, less applicable taxes, will be paid to the
employee.
OPTION 5. Reimbursement of actual child care expenses with
licensed day care person.
DEFINITIONS:
Covered Persons:
1. Employee: All employees in the "Classified Service" and
the City Manager as authorized by the City
Council.
2. Dependents:
a) shall be the spouse of the employee
b) shall be the dependent children of the employee
c) shall exclude:
1) spouses legally divorced from the employee
2) any person(s) while on active duty in the
military of any country
3) any person who is eligible for coverage under
this plan as an individual
Fiscal Year:
Means a period of one year beginning July 1 and ending
June 30.
Physician:
Shall mean a person acting within the scope of his li-
cense and holding the degree of Doctor of Medicine
(M.D.), Doctor of Osteopathy (D.O.), Doctor of Dental
Surgery (D.D.S.), Doctor of Podiatry (D.P.M.), Doctor of
Optometry (O.D.), Clinical Psychologist (Ph.D.), or
Doctor of Chiropractic (D.C.).
Probationary Period:
Shall mean a working test period including but not lim-
ited to six months during which an employee is required
to demonstrate fitness for duties for which appointed by
actual performance of the duties of the position.
Effective Dates:
The plan will be effective July 1, 1989 thru June 30,
1990, and cover services rendered during Fiscal Year
1989 -90.
Employees will be eligible for benefits on the first day
of the month following their hire date with the exception
of selection of additional vacation. Employees may
purchase additional vacations days upon the completion of
the probationary period.
GENERAL REGULATIONS
1. The plan shall apply to employees and their dependents as
defined in the "Definitions" Section.
2. Employee selection of option(s) must be made during the
month of July and submitted on the Employee Optional
Benefit Selection Form to the Personnel Department.
3. After designation of option(s), any funds not used cannot
be cashed out at year end or carried over to the next
year.
4. No unexpended dollar amounts associated with selected
benefits will be disbursed to a terminating employee.
5. Employees hired after the beginning of the fiscal year
will be eligible for a total benefit equal to the number
of months remaining in the fiscal year divided by 12 and
times the yearly benefit ($600).
6. All benefit selections are subject to State and Federal
rules, regulations and laws regarding employee benefits
and tax status. No guarantee is made regarding the tax
exempt status of and all benefits presented or selected.
This is a plan for Fiscal Year 1989 -1990. This benefit is
reviewed annually by the City Council and may be
amended.

OPTION 1 - DENTAL OPTICAL OR MEDICAL REIMBURSEMENT
Amount: $600 per year will be available for reimbursement of
actual dental, optical or medical expenses.
Submission of Claims: All claims should be Submitted on the
Individual Insurance Account Claim to the Finance Department.
Complete receipts must accompany the claim form. Claims
should be submitted quarterly to Finance on the 15th of
September, December, March and June.
Eligible Expenses: Reimbursement can be made only for ex-
penses actually incurred during the 1989 -90 Fiscal Year. All
optical or dental expenses provided by a physician are deemed
eligible expenses. Eligible medical expenses are those
included in the employee's medical insurance deductible and
any other expenses not covered by the employee's medical
insurance for services rendered by a physician. Prescriptive
medications /drugs are eligible expenses.
OPTION 2 - ADDITIONAL VACATION PURCHASE
Amount: A maximum of 5 days additional vacation may be
purchased. The employee's current hourly-rate is used in the
calculation of the cost of this option.
Enrollment: Employees must use all vacation days to be
earned in 1989 -90 in addition to any purchased days. The
City vacation policy shall apply to all requests which should
be made on the Employee Absence Notification Form. Requests
should be submitted following the procedures for all vaca-
tions.
OPTION 3 - DEPENDENT MEDICAL INSURANCE.
Amount: The employee may designate any dollar amount up to a
$50 monthly maximum to be applied to dependent medical cover-
age.
OPTION 4 - CASH OPTION
Amount: Any predesignated portion of the $600 reimbursement
will be paid to the employee in June.
Deductions: Normal withholding taxes will be deducted and
the total amount selected will be considered taxable income.
There will be no retirement withholding and this cash amount
will not be used for retirement calculations.
OPTION 5 - REIMBURSEMENT OF CHILD CARE EXPENSES
Amount: $600 per year will be available for reimbursement of
actual child care costs.
Submission of Claims: All claims shall be submitted on the
Individual Insurance Account Claim to the Finance Department.

should be submitted quarterly on the 15th of September,
December, March and June.
Eligible Expenses: Care costs for dependent children of
employees who are cared for by a licensed day care person.

B. The salary schedule for the respective classes of

ments as may be adopted by the City Council from time
to time by ordinance or resolution shall have the force
and effect and shall be interpreted and applied as
follows:

fixed on the basis of an hourly rate for temporary
employee positions.
D. The employee, excluding Crossing Guards, shall be
eligible for recommendation to receive the step within
range, where a range exists, for the class to which his
position is allocated as determined by the following
conditions:
1. 500 Hours or less of continuous service - 1st step
2. Thereafter, a one -step increase in salary for
completion of each 500 hours or one year of con-
tinuous service to the maximum step.
E. The employee who is a Crossing Guard, shall be eligible
for recommendation to receive the step within range,
where a range exists, for the class to which his range
to which his position is allocated as determined by the
following conditions:
1. 250 hours or more of continuous service - 2nd
step.
2. 500 hours or more of continuous service - 3rd
step.

F. The class of Clerical Specialist is applicable to
temporary employees who possess specialized clerical
skills which includes but is not limited to shorthand,
word processing, taking of and transcribing minutes of
meetings and other duties as required on an as needed
basis and is paid at a flat rate for the services
rendered.
G. No advance in pay shall be automatic upon completion of
the period of service outlined hereinabove, and all
increases shall be made on the basis of merit as estab-
lished by the employee's work performance. Increase in
pay shall be withheld in cases of inferior work, lack
of application, indifferent attitude or excessive ab-
senteeism. The pay of any employee may be reduced to a
lower step within the established pay range by the City
Manager where the quality and manner of work perform-
ance do not justify the pay being received.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution.
