ADJOURNMENT ~ ~ CITY OF LYNWOOD VETERANS AFFAIRS COUNCIL MEETING MINUTES September zz, zoo8 I. CALL TO ORDER: The meeting for September zz, zoo8 was called to order at S:oo p.m. II. INVOCATION: The Invocation was led by Board Member Charles Wood. III. PLEDGE OF ALLEGIANCE: Chairperson John Beimer led the Pledge of Allegiance. IV. AGENDA POSTING: The agenda was duly posted by the City Clerk for the September zoo8 meeting. VI. APPROVAL OF MINUTES: The minutes were not approved due to a lack of a quorum. VII. INFORMATION ITEMS: None VIII. SCHEDULED MATTERS: A. Utility Users Tax Presentation by Roger L. Haley, City Manager: Mr. Haley used a PowerPoint presentation to illustrate various critical points related to the upcoming Utility Users Tax; a measure which will be on the November q, zoo8 ballot as a special municipal election. (Please see attached 3-page document for highlights) Below are some of the City Manager's comments regarding the Utility Users Tax: The UUT is a very important source of revenue for the City and I wanted to make sure you knew the facts about it. First, the UUT is not a new tax; it has been in place since 1990 and it applies only to electric, natural gas, telephone and water bills. It does not apply to Internet, cable or trash bills. Senior citizens and disabled persons are exempt from the UUT; they don't have to pay it. ~ ,~, IX. SCHEDULED MATTERS: Continued A new State law was adopted which required that cities, such as Lynwood, ask their voters to reaffirm previously adopted taxes, such as the UUT. Also, there have been changes in technology so we are updating the UUT at the same time. That is why the City of Lynwood has placed Measure II on the ballot. The tax was originally put in place because the City was experiencing budget problems, and needed the revenue from the UUT to help the City continue to provide you with important services, such as police and fire. The UUT continues to enable the City to provide for the $8 million cost of law enforcement, through the County Sheriff, and the $5 million cost of County fire services. These services are not free. The State doesn't pay for them. The County doesn't pay for them. The City has to pay for the County Sheriff's deputies and County Firefighters to come to Lynwood to protect you. And the UUT is how the City is able to pay for Sheriff and Fire services. Without the $6 million that the UUT provides, the City would be hard pressed to be able to continue to pay for those services. If the voters do not approve Measure II, the City could potentially need to cut another $6 million from the budget in order to offset the loss of UUT revenue. If that were to happen, the impacts on City services could be severe. Your services and the availability of special programs, such as the senior center, would be impacted in a very negative way. These are simply the facts about the UUT. I believe it important that you know the facts in order to make educated and informed decisions on November 4th about the UUT. B. Update on Veterans Day Program: Ms. Rozie Carrillo, Recreation Superintendent II stated that she emailed Mr. Powers yesterday, September zt. Mr. Powers is the Woodshop Teacher at Lynwood High School; he and his students will be working on the wooden crosses for the Veterans Day Program. Ms. Carrillo stated that she is excited to be working on this project. She stated that Jones Lumber will be donating the wood for the crosses. There will be one white cross to represent each state. X. PUBLIC ORALS: Irene Garcia, Lynwood resident has visited Rose Park and she stated that the ground is uneven and slanted. X. BOARD MEMBER ORALS: - FORD - He asked what would be the advantage of removing "volunteer" board members. Chairperson Wood stated that the ~ ~ BOARD MEMBER ORALS: Continued probability of a quorum at meetings would be greater. Currently we have to wait until at least five members are present to vote on scheduled matters or the approval of minutes. - WOOD -He stated it was nice to see Board Member Mendoza back. Chairperson Wood also stated that park maintenance will be the first thing to suffer if the UUT doesn't pass. He would like to remove delinquent members from the roll call of the Veterans Affairs Council and requests that this item be added to the next agenda. - PEREZ -Absent - CALDERON -Absent - MENDOZA - He stated that Rose Park will flood when it rains. It is slanted and full of holes. - WILLIAMS -Absent - BEIMER - No comment - BATTLE -Absent XI.
