MEETING MINUTES
March z4, zoo8
I. CALL TO ORDER: The meeting for March z4, zoo8 was called to
order at S:oS p.m.
II. INVOCATION: The Invocation was led by Board Member Charles
Wood.
III. PLEDGE OF ALLEGIANCE: Chairperson John Beimer led the Pledge
of Allegiance.

AGENDA POSTING: The agenda was duly posted by the City Clerk
for the March zoo8 meeting.
VI. APPROVAL OF MINUTES: Chairperson Beimer calls for a motion on
the minutes for February and March zoo8. Board Member Wood motions
that the minutes be approved. Board Member Mendoza seconds the
motion. All members vote unanimously for approval of the minutes and
the motion is passed.
Mr. Jose Trejo briefly interrupted the meeting in order for the City
Clerk, Maria Quinonez to conduct the swearing in of Board Members
Beimer, Mendoza, Wood, Battle and Ford. Congratulations were
extended to all.
Let the record show that Board Member Manny Perez arrived at 5:i5 p.m.
VII. INFORMATION ITEMS: Mr. Trejo announced that Mark Flores,
Veterans Affairs Council Liaison is being replaced by Ms. Rozie Carrillo,
Recreation Superintendent II as the new Liaison to the Veterans Affairs
Council. Ms. Carrillo previously served as the Liaison to the
Community Affairs Commission before it was disbanded earlier this
year. Ms. Carrillo gave the Board Members her cell phone number.
Information items -continued:
Ms. Carrillo stated that she read the previous minutes and is aware of the
white crossed the Veterans Affairs Council would like to see used at the
zoo8 Veterans Day Program.
VIII. SCHEDULED MATTERS:
A. Election of Officers - Ms. Carrillo opened the floor for the
nomination of a Chairperson. Board Member Mendoza nominates
Charles Wood for Chairperson. Board Member Perez nominates Frank
Calderon for Chairperson. Current Chairperson Beimer announces that
nominations are closed. Ms. Carrillo asks for a show of hands for
Charles Wood for Chairperson. Board Member Wood received 5
nominations, Board Member Calderon received z nomination. Charles
Wood is the Veterans Affairs Council Chairperson. Chairperson Wood
nominates Joe Battle for Vice Chairperson. Board Member Mendoza
nominates Louis Ford for Vice Chairperson. Board Member Ford
declines the nomination. Joe Battle is the Veterans Affairs Council Vice
Chairperson.
In reference to requiring a DD214 in order to be part of the Veterans
Affairs Council, Board Member Battle stated that he does not have a
DD214 as he is still active in military duty. He is a Veteran, retired for
3o-years but still active. He has five honorable discharges and is highly
recommended for reenlistment. Ms. Carrillo stated that members should
only have to prove that they have an honorable discharge and not specify
a DD214. Board Member Perez stated that he doesn't think this should
apply to long-term members. The American Legion and Friends of
Foreign Wars don't require proof. Maybe this should only be for new
members. Board Member Wood stated that City Council is now
appointing members. Council could look at records just to make sure that
members are honorably discharged. The Veterans Affairs Council
Chairperson could also look at the paperwork and return it. Board
Member Ford commented about what the significance is of bringing
paperwork to the City Council. Board Member Perez stated that the City
Council can not mess around with the Veterans Affairs Council. Board
Member Calderon stated everyone should have their proof of honorable
discharge (or service available just in case it is needed. Board Member
Mendoza stated this is a volunteer board and members should not have to
be assigned.
IX. PUBLIC ORALS: Chairperson Wood takes over the meeting. He
reminds everyone that public orals should only pertain to matters
concerning the Veterans Affairs Council.
X. BOARD MEMBER ORALS:
- FORD - No comment
- WOOD - He stated that it looks like Board Member Battle may be
able to increase the Veterans Affairs Council membership. Everyone
will be invited to the Veterans Park in the future. Chairperson Wood
stated that since the City tightened the budget the Memorial Day
program was cut. He stated he is looking forward to the next meeting.
- PEREZ -No comment
- CALDERON - No comment
- MENDOZA - Announced to Vice Chairperson Battle that the
Veterans Affairs Council used to host two programs in the City -
Memorial Day and Veterans Day. Board Member Mendoza stated
that some Veterans say they will attend the meetings but then don't
show up.
- WILLIAMS -Absent
- BEIMER - No comment
- BATTLE -Vice Chairperson Battle stated that he knows about 50
veterans (some were stationed in Iraq, some in Afghanistan). He
asked if they are welcome to attend the Veterans Affairs Council
meeting. Chairperson Wood stated that all Veterans including
females are welcome to attend the meetings.
X. ADJOURNMENT -The Veterans Affairs Council will adjourn to the
next regularly scheduled meeting to be held at 5:0o p.m. on Monday,
April z8, zoo8 in the Lynwood City Hall Council Chambers.
