RE: AMERICAN LEGION AGREEMENTS;
I have reviewed the minutes of the City Council of McCall from
1972 through 1978. The attached summarize my findings regarding
the process of executing the agreement with the American Legion
and the construction of the Library and the City Hall.
1. On November 1, 1971, the City approved what appears to be a
grant application to EDA for construction of a library.
2. On January 3, 1972, an agreement between the City and the
American Legion for transfer of the property was approved.
3. On February 7, 1972, the agreement was further discussed and
with amendment was approved.
4. On April 25, 1972, the agreement was further amended to
permit removal of the old American Legion building in preparation
for the Library construction. At the same meeting, the Mayor
thanked Mr. Neal Boydston for approving the agreements.
5. On July 7, 1972, bids were opened for the proposed library
construction.
The City Hall construction history occurs in 1977 and 1978.
1. On October 3, 1977, the Mayor advised the City council that
the city had recevied two grants, one for the Senior Citizen
facility and one, for $400,000 for the City Hall/ Police
Department Complex.
2. On January 3,1978, the Council heard from Neal Boydston and
Vern Floss regarding their concerns that the City Hall was not
being planned with the needs of the American Legion in mind.
At the end of the discussion, Mayor Evans advised that the
architect would be instructed on a meeting facility that met the
terms of the agreement.
On the same date, in another note, the Council was advised
that the EDA had extended the grants( ? purpose of the extension
is unclear.)
3. On February 21, 1978 , the City Council reviewed the plans
for the construction of the City Hall complex with the
architect.
4. On April 20, 1978, the bids for the projects were opened.
THe minutes note that the bids were opened on EDA Project
#07-51-23083.
5 On December 4, 1978, Neal Boydston appeared before the Council
alleging that the ceiling height was insufficient in the American
Legion hall. The amayor agreed to meet with him and the
architect the following day to resolve this matter.
b. On February 5, 1979, a revised agreement was advanced to the
American Legion for their approval.
