RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH HATCH MOTT MACDONALD-
HAYWARD A VENUE PUMP STATION AND FORCE MAIN REPLACEMENT
PROJECT
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the Hayward Avenue Pump Station and Force Main Replacement Project; and
WHEREAS, the Borough's Consulting Engineers, Hatch Mott MacDonald, possess the
requisite st.iII and expertise for said services; and
WHEREAS, Hatch Mott MacDonald has submitted a proposal to provide said
engineering services at a total cost not to exceed $106,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS the Chief Financial Officer has certified that funds are or will be available

for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
ofCarteret, County of Middlesex, State of New Jersey, as follows:
I. That the proposal ITom Hatch Mott MacDonald for engineering
services related to the Hayward Avenue Pump Station and Force
Main Replacement Project at a total cost not to exceed
$106,000.00 at the rate set forth in Hatch Mott MacDonald
existing contract with the Borough is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional services
contract.
4. That a copy of this resolution be forwarded to the Borough's
Purchasing Department and Hatch Mott MacDonald.

Dear Me. DuPont:
We are pleased to provide the Borough with our proposal for Professional
Engineering Services during the Construction Phase related to the Hayward A yenue
Pump Station and Force Main Replacement project The design phase has been
completed, permits have been submitted to the MCUA for endorsement, then will be
forwarded to NJDEP and Freehold Soil Conservation District, and we are prepared to
initiate the public bid phase as authorized by the Borough. Since the NJDEP has
placed time limitations on the project as referenced under the Administrative Consent
Order (ACO) that is in effect. we respectfully request that the Borough review and
consider authorizing the Construction Phase services in an effort to be prepared to
continue on with the required improvements in a timely manner.
Based upon the final design of the project, the estimat00.JJ"tf~~ for this
infrastructure improvement project is approximate $944,000 . out any
contingency factor, as detailed on the attached construction cost estimate. Also,
based upon the project improvements, we estimate that the construction phase will
have span a duration of ~pproximately nine to ten months. The referenced
construction cost estimate has increased from the preliminary estimate provided to
the Borough last year for the following reason:
1. During design phase it was determined that the force main would need to be
re-routed as the existing gravity sewer aligned in Roosevelt Avenue does not
have adequate capacity. This resulted in an additional 600 linear feet
(estimated increase of $35,000) of force main to convey the wastewater flow
to a proposed connection to the gravity sewer at the intersection of Charles
Street and Roosevelt Avenue;
2. After consultation with the Borough Engineering Department during design
phase, it was determined that the force main and gravity sewer trenches
would be backfilled and compacted with 100% select fill to minimize the
potential for trench repair settlement (estimated increase of $30,000);

3. After evaluation of the existing emergency generator and the requirements
for the proposed pump station, it was determined that a new generator will be
required for emergency backup (estimated increase of $50,000);
4. Aftcr consultation with the Borough Sewer Department during the design
phase, it was requested that restroom facilities be included in the pump
station control building (estimated increase of$15,000);
5. In addition, to the above items, the preliminary estimate was prepared
approximately one-year ago and based upon current bid process being
received for similar type projects in New Jersey, we have seen an increase in
overall costs related to fuel, steel, and concrete prices which have driven
costs upwards for publicly bid projects.
The Professional Engineering Services related to the Construction Phase of this
project include the following scope of services:
CONSTRUCTION PHASE - SCOPE OF SERVICES
I. Preeonstruetion Meeting
· Hatch Mott MacDonald will coordinate and attend a preconstruetion meeting
with the contractor, Borough of Carteret and affected utilities. The minutes
of the meeting will be prepared and distributed to interested parties.
II. Shop Drawings
· As part of our base scope of service we will perform up to two reyiews, one
first-time shop drawing submittal and one resubmission, for materials and
equipment in accordance that are provided in accordance with the Contract
specifications.
· Please note, in the eyent additional review is required, we suggest that the
Borough consider having the Contractor responsible for all review costs
beyond the second reyiew. Furthermore, the Contractor would be
responsible for all costs incurred by the Borough to review substitute
materials and equipment. In accordance with these proyisions in the
Contract, the Engineer reviewing shop drawings will maintain a separate
accounting of all Engineering time spent to review third-time or subsequent
shop drawings, as well as substitute equipment, for the purposes of
generating separate bills, so that the Borough may deduct these costs from
the Contractor's progress payments.
· Regarding first-time shop drawing submissions, we anticipate approximately
65 to 75 shop drawings to be submitted by the Contractor for review under
this Contract. These include but are not limited to: pipes and valves;
building materials; structural layouts; heating and ventilating; electrical
equipment, such as generators and control panels; and mechanical

equipment, including pumps and eomminutors. Certain shop drawings will
require more time than others to review, due to their complexity. We haye
also estimated that approximately fifteen (J 5) shop drawings may require a
second-time review. We estimate that approximately 200 man-hours will be
necessary to review shop drawing submittals as part of this project. The
Contractor will submit shop drawings directly to Hatch Mott MacDonald for
review. Upon review, we will maintain one copy for our files, one copy for
field reference, one copy of all approved shop drawings will be sent to the
Borough for review and record and the remaining will be returned to the
Contractor. We will maintain a log of all shop drawings, which will include
the date submitted and the date returned to the Contractor.
III. Construction Management/Coordination/Correspondence During Construction
We anticipate over the duration of this Contract that HMM will coordinate
and attend job meetings during various stages of construction as necessary.
In addition, we anticipate that questions will arise requiring clarification of
construction details. Hatch Mott MacDonald will respond to questions asked
by the Borough or the Contractor, concerning construction and proyide
clarification of construction details, drawings, specifications, permits, or
equipment utilized on this project.
· As part of our services we will maintain a project correspondence file with
copies of all pertinent items being copied to the Borough Engineering
Department.
IV. Construction Observation and Construction Administration Services
· HMM will have a full-time resident observer on-site during force main and
gravity sewer construction activities and part-time observation during the
construction of the pump station and appurtenances to make sure the
proposed improvements are constructed in accordance with the construction
plans, shop drawings and specifications. Our experienced staff will maintain
field logs of all aetiyities and will prepare daily construction reports for the
Borough's records. Our construction observers will communicate Tequently
with our office, the Borough and contractor in an effort to confirm that the
work is progressing efficiently and in compliance with the construction
documents.
· Upon completion of the Contract work, a punch list will be generated and
punch list work will be inspected for satisfactory compliance with the
Contract prior to recommending final payment or release of the contract
retainage. For budgeting purposes we are estimating 600 man-hours for field
inspection services.
We will prepare monthly payment estimates and certify payments due the
contractor throughout the duration of the project. Monthly status updates

will be provided to the Borough along with the contractor's payment
estimates. The quantities submitted by the contractor will be verified and
cross-referenced with our detailed engineering field records prior to
certification of payment. In addition, we will prepare contract change orders,
if necessary. Upon completion, HMM will eertity that the completed work
has been completed in accordance with the contract documents.
Construction administration services also include review of the release of
liens statement and contract maintenance bond prior to closeout.
V. Start-up and Testing
. HMM will provide start-up and testing services of the pumps and controls
and electrical equipment that were specified and designed in accordance with
the Contract Drawings and Specifications. We anticipate that start-up at this
station will require a minimum of three (3) days time, which will include a
final inspection by our Electrical Engineer, to confirm that all electrical
components have been properly installed prior to start-up. Upon acceptance
of the installation, start-up will require either an Electrical Engineer or a
Civil Engineer to be present during the testing, to confirm the equipment's
operation. Upon completion of testing, a memorandum will be forwarded to
the Borough summarizing our field observations. We have estimated that
this task will require approximately 60 man-hours.
VI. As-Built Drawings
. We propose to prepare as-built drawings of the completed force main,
gravity sewer, which will also include any significant modifications to the
pump station.
COST PROPOSAL
We propose to provide scope of services outlined above at a reimbursable Not-to-
Exceed method of compensation. We will provide the personnel required to perform
the various tasks, including Civil, Mechanical and Electrical Engineers, and support
personnel. Based upon our man-hour estimates to provide Engineering Services
during the Construction Phase of this project we request a budget of$106,000, which
includes reimbursement for miscellaneous expenses, such as travel, reproductions,
printing, etc.
