February 12, 2008
The Lynwood Planning Commission met in regular session in the City Hall Council
Chambers.
Chair Castro-Ramirez called the meeting to order at 6:34 p.m.
Commissioner West led the flag salute.
Chair Castro-Ramirez requested the roll call.
Interim Director of Development Services Manager Colin called roll.
Commissioners Patel, Younger, Manlapaz, Enciso, West and Castro-Ramirez
answered the roll call.
Also present were Development Services Interim Director Jonathan Colin,
Planning Assistant Karen Figueredo, Public Works Engineering Manager Elias
Saikaly, Administrative Analyst I Kimberly Gonzalez, and Development Services ~
Intern Jose Sanchez.
Chair Castro-Ramirez inquired if the Agehda had been duly posted.
Interim Director of Development Services Colin indicated the agenda had been
duly posted.

Chair Castro-Ramirez announced agenda Item #5, minutes of January 8 & 14,
2008, Planning Commission meeting and asked if there were any questions or
revisions.
Motion by Commissidner Manlapaz to approve the January 8 & 14, 2008 minutes,
seconded by Commissioner Younger.
Chair Castro-Ramirez requested the roll call.
Interim Director of Development Services Colin called the roll call and the motion
to approve the minutes passed 6-0.

APPLICANT: San Pedro Sign Company for KBH Truck Sales

Assessor Parcel Number 6194-030-020
Interim Director of Development Services Colin presented the staff report and
indicated that the applicant is requesting approval to install one (1) double face
illuminated pole sign, sixty (60') feet in height, with a sign area measuring
fourteen (14~ feet by twenty-eight (28') feet, totaling three hundred and ninety-
two (392 square feet. The sign would be installed on property located at 11132
Wright Road in the M (Manufacturing) zone.
Chair Castro-Ramirez asked if the applicants Leonel and Hilda Orellana were
present.
Applicants Hilda &Leonel Orellana 2445 Alisia St. West Covina, CA. 91752 came
up to the podium.
Applicant Hilda Orellana asked if they can approve the sign because the sign will
be installed along the I-710 (Long Beach) Freeway and it will be programmed to
turn on and off by itself. The sign colors will be black, yellow, and gray. The
reason for choosing the color yellow was to attract driver's attention when
passing by.
Chair Castro-Ramirez asked the Commissioners if they had any questions.
Applicant Hilda and Leonel Orellana stated that Caltrans was doing something in
front of the property and didn't know if any of the Commissioners were aware of
that.
Chair Castro-Ramirez commented that she was not aware of that and didn't
know if any of the Commissioners were aware.
Interim Director of Development Services Colin stated he was not aware of
anything but certainly could look into that.
Jason Adams 1615 262"d St. Harbor City, California 90710 stated he was
representing San Pedro Sign Company. He stated that it was his understanding
that if the sign is on private property they would not need a permit from
Caltrans.
Chair Castro-Ramirez stated that staff will answer the question during staff orals
but at this time he needed to address the commission.
Interim Director of Development Services Colin stated that he received an email
concerning the project, the person is not opposing the sign so long as the ~
applicant obtains permit from Caltrans. What they are concerned about is that
the applicant needs to obtain Caltrans permits.
Commissioner Younger asked if they have had any dialogue with Caltrans in
terms of permitting.
Applicant Hilda Orellana stated that she spoke with Karen and knew that they
may need to get a permit from Caltrans but they had not gone to ask because
they want to know the specific size that the commission would approve.
Interim Director of Development Services Colin answered the question asked by
the applicant and indicated that, one of the conditions of approval, specifically
condition no. 16, does require the applicant to obtain clearance or permits from
Caltrans. When the applicant goes before Caltrans they may not require permits
but instead an approval.

Chair Castro-Ramirez asked if essentially there are two permits: one from
building and the other from Caltrans?
Interim Director of Development Services Colin answered that is correct and they
will need to get another one from Edison as well because everything has to be
underground.
Chair Castro-Ramirez commented that it is possible that Caltrans may request
modifications and the city will be informed of those modifications.

Vice Chair West stated that the sign should be programmed through dusk and
dawn.
Public Works Engineering Manager Saikaly commented that the lightning of the
sign will cause problems to the residents.
Vice Chair West stated that he disagrees, that there are two buildings between
the sign and that will not pose problems for the residents. It doesn't give off an
extreme amount of light so that is not a problem and will bounce between two
buildings. He also stated that if they change the direction of the sign they would
need to refer it back to the commission.
Interim Director of Development Services Colin stated that is also addressed in
condition of approval No. 3, the Lynwood Municipal Code allows oriented signs
but they must advertise whatever is on the property. They wouldn't be able to
use this to advertise something other than the truck sales.
Chair Castro-Ramirez stated that the lighting will be set from dusk to dawn in
that case it wouldn't affect travelers.
Interim Director of Development Services Colin stated that there was a concern
by the applicant about the height. The code does require the maximum height of
100 feet and the sign goes only to 84 feet so they are fine with the height.
Chair Castro-Ramirez closed the public hearing.
Chair Castro-Ramirez asked for a motion.
Motion by Commissioner Patel to adopt Resolution No. 3204 approving
modification of Conditional Use Permit No. 2005-22 to include the installation of
a freeway sign with the added condition, seconded by Commissioner Manlapaz.
Chair Castro Ramirez requested the roll call.
Interim Director of Development Services Colin called roll and the motion to
approve passed 6-0.

COMMISSIONER ORALS
Commissioner Younger stated that this will be probably the last meeting they will
all be together and wanted to let staff know that he has enjoyed working with
them and may not be back depending on what the council says, but thinks that
the commission has done a good job and hopes to be back.
Chair Castro-Ramirez stated that it was an honor and pleasure working with all of
the staff and Commissioners.

BACKGROUND
For reasons of safety and ease of maintenance, a growing number of cities around the
country have begun installing rubber sidewalks. .These types of sidewalks are
considered more environmentally friendly as they offer a way to recycle old tires and do
not constrict tree roots the way concrete slabs do.
ANALYSIS & DISCUSSION
Cracked and buckling sidewalks caused by tree roots are a problem in many
communities. Replacing the sidewalks can be costly, and if using cement, there is the
chance they will crack again; this is one of the primary reasons why rubber sidewalks
are now being tested in sixty cities in fifteen states, including the City of Santa Monica.
Many cities are testing this type of material in an effort to combat the existing problems
with roots from trees planted along city sidewalks. Growing roots lift concrete sidewalks
or crack them. The rubberized sidewalks are more elastic, so instead of cracking, they
stretch, and have to be replaced less often. Water can seep into the seams between the
panels which mean tree roots do not have to be pushy in their search for nutrients. If
the roots do start to bend the panels, city workers can take the rubber up, regrade the
path, and lay the sidewalk down again.
Rubbersidewalks, Inc of Gardena, California, manufactures the small rubberized squares
now being installed. They have been grinding thousands of old tires into crumbs,
adding chemical binders and baking the material into sidewalk sections that weigh
under eleven (11) pounds per square foot, or a quarter of the weight of concrete. The
rubber panels made out of recycled tires link together, but they are not black and
rubbery, they are gray and kind of pebbly. Colors range from gray, terra cotta, green,
blue, black and black with white chips, but additional colors can be created upon
request.

FISCAL IMPACT
At $8.70 a square foot, the rubber plates cost about $2 more a square foot to install
than a regular concrete or asphalt sidewalk. Over time though the extra cost will be
offset by the fact that cracked sidewalks won't have to be replaced as often and
because the number of slip-and-fall lawsuits filed over uneven payment would also be
reduced since tree roots and freezing weather don't crack them. In the end, this is a
compromise between having a healthy tree and a safe sidewalk.
