March 31, 2005 ate 0 option RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH CME ASSOCIATES -SUBSURFACE INVESTIGATION AT THE PROPOSED DPW BUILDING AND CELL TOWER WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Subsurface Investigation at the Proposed DPW Building and Cell Tower Project; and WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the requisite skill and expertise fOr said services; and WHEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $15,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: I. That the proposal from CME Associates for engineering services related to the Proposed DPW Building and Cell Tower Project at a total cost not to exceed $15,000.00 at the rate set forth in CME's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and CME Associates. Explore the subsurface soil. rock, and groundwater conditions within the proposed building and pavement areas. Estimate the geotechniC31 engineering properties of the encountered materials. Evaluate the site foundation requirements considering the anticipated structural loads and encountered subsurface conditions. Recommend an appropriate type of foundation for support of the proposed facilities, and present detailed foundation design and installation criteria. Present recommendations relative to the support and subdrainage requirements of the lowest level floor slab. Estimate the post-construction settlements of the recommended floor and foundation systems. 7. Recommend lateral earth pressure and drainage criteria for use in the design of below-grade walls. 8. Discuss appropriate earthwork operations or considerations consistent with the recommended site and foundation solutions. These could include: anticipation and management of groundwater; estimated depths of excavation required to remove unsuitable materials; evaluation of the suitability of the site soils for use as controlled compacted fill and backfill; and material and placement requirements for controlled compacted fill and backfill. The test borings will tfe advanced utilizing truck mounted drilling equipment. 11, Coordination with subcontractors for drillin necessary to complete scope. The results of these services will be presented in a formal written report at the conclusion of the work. We estimate engineering fees for the above scope of services of this project to be $2"2,000.00, which we propose to invoice hourly in accordance with our contract rate schedule. We recommend the Borough authorize us for this amount for this phase of work, which will not be exceeded without your authorization.
