The notice of this meeting is not considered final until 24 hours prior to the meeting and may be further modified if 24 hours’ notice is impossible or impractical for good cause. In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state laws, all public hearings and meetings held or sponsored by the City of Riverdale, Iowa, will be accessible to individuals with disabilities. ADJOURNMENT City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722  (563) 355-2511  www.riverdaleia.org RIVERDALE PLANNING & ZONING COMMISSION MINUTES PLACE: Council Chambers Riverdale City, 110 Manor Drive, Riverdale, Iowa Date: March 21st, 2024 Time: 6:00pm Note: A Meeting of the Planning and Zoning Commission was held in-person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (sections 21.2 and 21.8). Planning and Zoning Meeting March Thursday the 21st 2024. Meeting called to order at 6:00pm by Vice Chair Wren. Commission members present: Stickler, Struve, Wren, Lehman. Also present Operations Manager of Public Works Ballard, and residents. Elect a new Chair for Planning and Zoning. Syverud Nominated Wren. 2nd by Stickler. All ayes MC. Elect a Vice Chair for Planning and Zoning. Stickler Nominated Syverud. 2nd by Wren. All ayes MC. Ballard talked about the coming training for Planning and Zoning on May 16th at 6:00pm. There was a request to send out another email. Woods construction and Townsend engineering discussed a proposed site plan for the commercial lot between city hall and Madison Drive. The proposal is for luxury condominiums. They stated these units would be for car collectors, motorcycle enthusiasts, or sportsman. The units will be climate controlled, electric, ready for a restroom, loft, bar. Will not be designed for a living space. They reached out to IDOT about having an entrance off State Street. IDOT was not in favor of an additional entrance off State Street. They may have to add an additional retention pond due to the grade of the proposed land. They stated that they will be putting up a berm along the MRT and the structures and will be planting trees on the berm. The back structures will act as a retaining wall for the hill. The entrance would come off Madison roughly 380 feet from State St. City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722  (563) 355-2511  www.riverdaleia.org Planning and Zoning wanted to review C2 zoning ordinance to make the proposed site plan meets the C2 zoning requirements and current use. Before sending a recommendation to the city council. Ballard asked who would be responsible for the additional retention pond. They stated it will be the owner of the property and the city would not have to maintain the retention pond. All members are in favor of the proposed concept that was presented to the Planning and Zoning board. Syverud made a motion to table the site plan proposal. 2nd by Stickler. All ayes. Accepting phase 3 underground utilities. Ballard gave an update that was given to him by MSA. Syverud asked for MSA quick review of the underground utilities. Heather made a move to accept phase 3 underground utilities pending MSA review. Motion by Syverud. 2nd by Struve. All ayes MC. Linda Lane side yard setbacks. Syverud gave a quick background about the side yard setback. Syverud would like to the residents that back up to the lots on Linda Lane. Wren asked how the process would work if they send a recommendation to the city council. Ballard stated that there would have to be a public hearing and a noticed would have to be sent out to all residents within 300 feet of the lots that would have the side yard setback. Planning and Zoning asked Ballard to go measure the distance between the existing housing on Linda Ln. Wren recommended to table. Stickler motion to table. 2nd by Lehman. All ayes MC. Recommendation on changes by ordinance changes. Ballard handed a binder with all the ordinance changes recommended by simmering Cory. Wren recommends starting with C1 thru C2. Motion to Adjourn by Stickler. 2nd by Syverud. Open Space Requirement. In all residential subdivisions of fifteen (1 5) lots or more, there shall be a minimum area of ten thousand (10,000) square feet plus an additional two thousand (2.000) square feet for each lot over fifteen (15), dedicated or reserved as usable, common open space land. The open space land must be compatible to the most recent adopted, Riverdale Comprehensive Plan and reviewed by the Plan and Zone Commission for compatibility and usability for park and recreation usage, to benefit the residents of Riverdale. Open space shall not include: a Areas reserved for the exclusive use or benefit of an individual tenant, owner or group. b. Dedicated streets, drainage storage areas, other public right-of-way, and other areas deemed unsuitable open space. c. Vehicular drives, parking, loading, and storage areas.
