Police Personnel Board
Minutes – February 4, 2021

The meeting was called to order at 12:06 PM.

Approval of the January 14, 2021 minutes
Moved by Backues and seconded by Fleischmann ; motion carried.
Introduction of new Board Member Paul DuPuis.
New Business
1. Chairman Kemp Shoun reviewed the establishment and responsibilities of
the Police Personnel Board as outlined in the City Code, reviewed the Rules
and Regulations of the Board and made available a copy of these documents
to each Board member.
2. Lt. Stiefermann provided a hiring update. He stated from the last testing 3
Communications Officer candidates had been interviewed and 2 were being
scheduled for polygraph examinations. 12 Police Officer candidates had
been interviewed and 5 were being scheduled for polygraph examinations.
Applications had been received from 4 people for the part-time building
service position. There was one applicant for the City Veterinarian position
and an interview was scheduled for February 10, 2021.
3. Lt. Williams provided information on the next hiring process. Applications
for Police Officer and Communications Officer positions will be open from
January 18, 2021 to May 3, 2021. Testing for Communications Officers will
be Thursday, May 13, 2021 at 6 PM and Friday, May 14, 2021 at 9 AM.
Testing for Police Officers will be Friday, May 14, 2021 at 1 PM and
Saturday, May 15, 2021 at 9 AM. Chairman Shoun asked for Board
members to volunteer as proctors for these testing sessions. Stacey Backues
with proctor Thursday, May 13, 2021 at 6 PM; Kemp Shoun will proctor
Friday, May 14, 2021 at 9 AM; Pete Fleischmann will proctor Friday, May
14, 2021 at 1 PM; and Paul DuPuis will proctor Saturday, May 15, 2021 at 9
PM.
4. Chief Schroeder provided information from Section 6.3 of the Charter of the
City of Jefferson pertaining to the Merit System and the Police Personnel
Board. Board members were furnished with a copy of that section.

It was moved by Backues and seconded by DuPuis for adjournment. Motion
carried. Meeting adjourned at 12:44 PM
