HomeMy Public PortalAbout2021-03-151 REGULAR COUNCIL MEETING, March 15, 2021 CALL TO ORDER Mayor Carrie Tergin called the March 15, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Graham to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of Cole County Health Department was unable to attend the meeting. She provided Mayor Tergin updates to present. Capital Region Medical Center currently has zero admitted COVID patients, and SSM St. Mary’s Hospital has one. SSM St. Mary’s has decreased its visitor restrict ions, allowing two visitors per patient. Cole County’s recent highest day of cases was 10, the lowest 0, with an average of 5. Additional statistics, testing, and vaccine related information and registration can be found at www.covidvaccine.mo.gov. Mayor Tergin presented the “Cole County and City of Jefferson COVID-19 Guidance” letter. This would replace the joint COVID-19 advisory. Councilmember Lester motioned, and Councilmember Kemna seconded the motion to approve the “Cole County and City of Jefferson COVID-19 Guidance” letter. The motion passed unanimously. b. Pastor Mark Kiekhaefer presented a transformational housing update. c. Mayor Tergin then recognized City Staff who assisted with the City Council Chamber Renovations. PUBLIC HEARINGS a. Rezoning 98.5 Acres Located in the 7000 Block of Partnership Parkway from M-1 to M-2. i. Associated Pending Bill 2020-063. 2 REGULAR COUNCIL MEETING, March 15, 2021 A Staff presentation was made by Sonny Sanders, Director of Planning and Protective Services. Paul Sampson with Central Missouri Professional Services spoke in favor of the bill. There being no others to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded . 2020-063 sponsored by Councilmember Graham, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 98.5 ACRES OF LAND LOCATED IN THE 7000 BLOCK OF PARTNERSHIP PARKWAY FROM M-1 LIGHT INDUSTRIAL TO M-2 GENERAL INDUSTRIAL. There being no objection, bill 2020-063 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16107. Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Councilmember Hussey motioned to approve the recommended appointments to the following boards and commissions. Councilmember Graham seconded the motion. The motion passed unanimously. Councilmember Graham questioned why the applicant’s variances to the sidewalk and parking requirements were approved. Mr. Sanders and Mr. Sampson with Central Missouri Professional Services answered Councilmember Graham’s question to his satisfaction. Councilmember Graham, who is term limited in April, asked City Councilmembers to make sure businesses and citizens are given the same variance opportunities going forward. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF • Committee on Administration: No updates at this time. • Finance Committee: Councilmember Hensley announced the next meeting scheduled for Thursday, March 18th at 7:30 A.M. The meeting will be virtual. There will be a general update on the American Rescue Plan and the funds the City will receive. • Public Safety Committee: Councilmember Graham announced the next meeting scheduled for Thursday, March 25th at 7:30 A.M. This will be an in-person meeting at the Police Training Room. • Public Works & Planning Committee: The meeting was held on Thursday, March 11th at 7:30 A.M. The meeting was in-person with virtual/call-in capabilities. Councilmember Hussey mentioned a Wastewater rate increase was presented by Staff. • Sonny Sanders, announced the March 25th, 3:00 P.M. – 7:00 P.M. “Love Where You Live” event. The event will take place at McClung Park. The public is invited to the workshop, and “Love Where Your Live” photo contest winners will be announced at that time. • Mr. Sanders also announced the City’s Spring Bulky Item Pick-up scheduled for April 12th for west of Hwy. 54 addresses, and April 19th for east of Hwy. 54 addresses. The City website has a list of items accepted and not accepted: https://www.jeffersoncitymo.gov/government/trash_and_re cycling/bulky_item_pick _up.php • Mayor Tergin announced a Spaghetti Dinner fundraiser at the American Legion. The fundraiser will benefit the Jefferson City Fire Museum. Former fireman, Darren “Bear” Reuter coordinated the event to celebrate his retirement in 2020. Due to COVID-19 cancellations, the event was postponed until this year. The tickets are $10 each for the April 3rd event. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, made the following announcements: • Students are on Spring Break this week. • The Blue Tiger Pantry ribbon cutting is scheduled for March 25th. The pantry is open to students and the community in need, and also accepts donations from students and the community. • Jos A Banks, out of St. Louis, Missouri, donated 300 new suits to Lincoln University students as a part of the Blue Tiger Pantry program. 5 REGULAR COUNCIL MEETING, March 15, 2021 • There are Women Empowerment events scheduled on campus March 22 – March 24. Councilmember Lester motioned and Councilmember Wiseman seconded the motion to approve the above listed items, with the except of item “f”. The motion passed unanimously. A City Council work session will be scheduled for March 29th to discuss the bill. INFORMAL CALENDAR There were no bills on the informal calendar at this time. RESOLUTIONS There were no resolutions at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. APPROVAL OF 3/1/2021 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Graham seconded the motion to approved the March 1, 2021 Closed Session Minutes. The motion passed by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 2) Real Estate [Sec. 610.021(2)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reason, seconded by Councilmember Kemna, and approved by the following roll-call vote at 8:16 P.M.: 8 REGULAR COUNCIL MEETING, March 15, 2021 Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 8:55 P.M. with the following Councilmembers present: Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time.
