Meeting Minutes
March 7, 2007
The meeting was called to order at 12:46 p.m. by Vice President Lorene Reed. The agenda was duly
posted as prescribed by the Brown Act.

Senior Building Fund Report:
Vice President Lorene Reed - I am very happy that there was an additional deposit of $1,450.00 dollars.
We earned $109.94 in interest. We are at a grand total of $27,478.48.
Member Mazgaret Araujo - I am getting calls from residents about the $5,000.00 dollars we have not
been able to locate which should have been in our account.
Vice President Lorene Reed -All that I know is that the previous management used the money as a petty
cash fund and the money was used. They aze unable to locate any receipts because each deposit carried a
receipt number. We are unable to trace it and what has made it more difficult is [hat the management has
changed.
3rd & Final Reading Amendment of Article 18:
Vice President Lorene Reed -This meeting is the 3`d and final reading of Article 18. Vice President
Lorene Reed motions for approval of Article 18.
Member Julio Mendoza Motioned, 2"d Member Mazgaret Araujo, by unanimous consent motion passed.
Goals Setting Retreat:
Vice President Lorene Reed - I truly enjoyed the March 5'" retreat. I think this is the way it was always
intended for us to work together with staff in putting the goals together for the seniors in the entire
community.
Member Lien Stringfield - I think we should move forward to help the seniors. We do not want to have
problems like before.
Vice President Lorene Reed - I requested that one of the books be given to Council so they will know that
we are productive and getting things accomplished.
I,ettcrs of Appeal:
1 received a letter from Frank Calderon and Pearline Calderon. They were letters of appeal of the decision
to remove them from the Senior Advisory Board. Copies of these letters were sent to all of you. Did all of
you get these letters? (Response by Advisory Board No) On each one of their letters it said a copy went
out to Autra Adams, Kenneth Khan, Mayor Louis Byrd, Council Members, Bruce Arnoldussen, interim
City Manager and all the Senior Advisory Board. So no one got copies of these letters.
Member Margaret Araujo - I did Ijust did not remember because I had filed it away.
Member Julio Mendoza -Was everyone supposed to get one of those?
Vice President Lorene Reed -Well actually it was sent to me and they should have Cc a copy to you
guys. I am going to read the letters. They were both dated and stamped by Councils office on February
20`h, the first one is an appeal to wrongful Termination of Membership on the Lynwood Senior Advisory
Board (Vice President Lorene Reed reads letters of appeal). There is nothing in the Bylaws speaking to an
appeal. The letters written to them were honestly a courtesy because the Bylaws do not call for a letter to
be written. I drafted the letters as the chair and got the majority of the Board Members to sign. We do
have the support of Council and we have the support of the City Manager. They addressed Council last
night at the meeting and the results were that it is up to this Board to entertain an appeal if that's what we
want.
Member Alfred Kilts - My impression was that we have control over the actions of our Members
Vice President Lorene Reed -Exactly, and that is what they told us and that is why Council and no one
else will get involved. I feel that the Calderon's who helped Mrs. Culp when she was President are
familiar with the Bylaws since we all worked together as Executive Board Members on the Bylaws.
Verna Culp - At the time when those Bylaws were made, she was on the Board and she coincided with us
on everything. She knew what the Bylaws were. City Council does not have anything to do with this, they
approved the Bylaws and they sent them back. We went according [o the Roberts Rules of Order. She sat
there each night until 11 o'clock at night.
Vice President Lorene Reed - At that time we had an Executive Board and the Board worked on those
Bylaws Article by Article and brought it to the body for approval. Once they were approved, those
Bylaws were submitted to Council. I do not believe you got a copy of the resolution that you have in front
of you. That's a copy of the resolution that was signed back in 2003 once we had submitted those Bylaws
in our mission statement.
Vema Culp - Everytime you violate those Bylaws the Board has the right to terminate your membership.
Member Mazgaret Araujo -I would like to suggest that we send letters back to them stating that we took
their letters into consideration and no action will be taken.
Member Alfred kilts - I just want to make a comment, Frank Calderon approached me out in the pazking
lot I did not understand what he was getting at. I said I signed that paper on my own free will. Let the
chips fall where they may.
Vice President Lorene Reed -These letters aze asking for an appeal. So what I am hearing is that this
Board is denying an appeal so we are going to conclude that they are no longer members of this Board. I
will get together with the Director and we will come up with a letter to address them.
Appointment of Nominating Committee:
Vice President Lorene Reed-lt is time to have an election. We need to vote on President, Vice President,
Secretary and Treasurer. So today what I will be doing is appointing the nominating committee. 'Phe
Bylaws say that it will he two Board Members and a staff member. I am going to appoint Member Garcia,
Member String5eld if they accept. If that is o.k. with you the staff member will be Mr. Khan. What tlris
means that for the next thirty days they will be taking nominations for elections in April.
Public Orals:
Verna Culp - I am glad to see each and every one of you. Sometimes things happen for the best.
Manny Perez- I hope that from now on this committee will be conducted in a more business like manner.
I am also glad that we have an inauguration date for the Senior Center.
Board Orals:
Member Lien Stringfield- No comment.
Member Willie McGill - I am glad that we got some of it straightened out. So we aze voting on what
date?
Member Irene Garcia - I would like to say relief from the two. It was long overdue but I am glad and
hopefully it is the end and we can move forward.
Member Margaret Araujo - I want to say it has been a long hard road to get to this point. If you saw
before and you see now you know the difference and we have a good working relationship. I think the
retreat went well. Staff has really worked hard with us and I think we are going to be successful. I went to
the Council meeting last night and had an opportunity to talk to some of the Council Members and they
said they will not get involved. Basically they leave it up to us to move this program along. I picked up a
magazine that they bring to the center, it has a calendar and it has a lot of stuff of interest to seniors. It has
a list of events happening all over Los Angeles. I would like to thank Mrs. Culp for coming because she
always has a good message.
Verna Culp - It would be nice if you don't run to City Council for every little thing because this is a body
within itself.
Member Mazgaret Araujo - I did find some sewing machines really cheap. Maybe staff wants to go over
there today. They are very good machines. I also had my husband check the Plasma televisions where he
works because they have a lot of them and they're not expensive. I also talked to my son to see if he
would install the televisions he said he knows how to do that.
Member Alfred Kilts - I would like to welcome Mrs. Culp, it's nice to see her again. It is almost a year
since I last saw her.
Member Marie Lindsey - I am still learning. I am glad to have met Mrs. Culp officially so now I know
who she is. I want to thazilc everyone for the reminders.
Member Melziner H. Pierce - I am just a listener today.
Member Julio Mendoza - It looks like we are going to have a good year. I hope we got our problem from
Monday resolved. It's difficult when you have one or two individuals that want to run the Board. I hope
we don't have problems like that anymore.
Vice President Lorene Reed - I am confident that the group that we have now will work together and if
we have any problems we will discuss them amongst ourselves. I am very happy and I can see the future.
Phyllis Lyons - I want to invite you to Lincoln Elementary School this Friday to a read-athon. The grade
levels are from first to fourth grade. If you are interested afrer the meeting, give me your name and if you
need a way I suggest you carpool because the parking over there is terrible. I will be here at 8:00 a.m. to
take anybody that would like to go.
Adjournment: Vice President Lorene Reed made a motion to adjourn, by unanimous consent the
meeting was adjourned at 1:29 p.m.
