The meeting was called to order by Mayor Koch at 9:00 a.m. and roll call
was taken.
The minutes of the Regular Commission Meeting of April 9, 1982 and Work-
shop meeting of May 4, 1982 were approved after the following corrections
were made: (1) The word "co;missioi" should be used instead of "council ",
the word "Counsel" when referring to attorney. (2) The Ordinance Number
82 -4 should be 82 -1.
Town Manager Gwynn presented the Financial Reports for the month of April,
1982. Upon motion made and seconded, the Commission approved the Financial
r Reports. These reports are a part of these minutes.
Motion was made, seconded and approved by the Commission to retain Ernst &
Whi.nney, Certified Public Accountants, for the fiscal year ending September
30, 1982.
Chief Greer presented the police report for April 1982. The report is made
a part of the minutes. Chief Greer also announced the 2nd Annual Police
Barbeque to be held on May 22.
The Commission heard the second and final reading of Ordinance 82 -1. This
Ordinance is attached to the minutes. Motion was made and seconded to app-
rove this Ordinance.
ORDINANCE N0. 82 -1
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
ESTABLISHING A WATER RATE FOR THE OPERATION OF A
WATER DISTRIBUTION SYSTEM FOR THE TOWN.
Mr. Ed Strube from the firm of Kelton & Associates, Inc. addressed the Cacm-
ission on the subject of dual taxation. After a full explanation of the
subject, Mr. Strube said the cost for the original Study to the Town of
Gulf Stream would be between $3,000.00 and $3,500.00. This would include a
nine months study and any necessary work sessions with the attorneys. Mayor
l Koch asked for a list of municipalities who have participated in order for
the Camnissioners to study the results. Motion was made and seconded to
approve hiring Kelton & Associates, Inc. for the study not to exceed #3,500.00.

Mr. Strube said he would review the Road & Bridge Fund and report back to
the Conmission.
Mr. Kenneth Rubsamen from the Planning Board, recaanended the appointment of
Mr. Thomas Boucher and Mr. Charles Eaton to serve an the Board. Motion was
made and seconded to approve the appointment. The motion was passed.
Mr. Rubsammen presented a variance request from Mr. Dittman representing Mr.
Eavenson who owns the northern portion of Place Au Soleil which is to be
developed as a one home residence. After discussion, Mayor Koch asked Mr.
Dittman to work with Mr. John Randolph and Mr. John Bordeman, President of
the Place Au Soleil Home Owners Association in resolving some problems and
return to the Commission.
Mr. Rubsamen presented drawings of an addition to the Gulf Stream School.
The Commission approved the plans submitted subject to the removal of an
existing building within a twelve months period. He was also requested to
return to the Commission with a master plan including the ultimate design
with landscaping and a cap on students for approval.
Mr. Dixson referred to Chapter 9 -Sec. 9 -1 regarding the setback regulations
and stated that there is an apparent need for the clarification of the term
"structure" and several other terms. After a general discussion, it was
decided that this will be done when the Planning Board proceeds with the
updating of the Zoning Ordinance.
The Comnission passed Resolution 82 -5 opposing Casino Gambling.

CASINO GAMBLING IN THE STATE OF FTORIDA
Mr. Koch said the Little Club will be going into a $19,000.00 drainage im-
provement plan. As we are paying 45% of the work done, he advised the Board
they will need to consider this in the next years budget.
Town Manager Gwynn read a letter fran Mr. Richard A. Malmston thanking Ms.
Judith LaVoie and Mrs. Barbara Gwynn for their help in developing a map of
Place Au Soleil, listing all present property owners, thus encouraging a
neighborly attitude amongst the residents. This letter is a part of the
minutes.
There being no further business, the meeting was adjourned at 11:20 a.m.

Dear Mayor and Commission:
This letter is to confirm the nature and extent of our services to the Town
of Gulf Stream, Florida.
O We will examine the combined financial statements of the Town of Gulf
Stream, Florida, for the fiscal year ending September 30, 1982, in connec-
tion with the expression of our opinion on the fairness with which the
statements present financial position and results of operations in conform -
ity with generally accepted accounting principles consistently applied.
Our examination will be made in accordance with generally accepted auditing
standards, and will include such tests of the accounting records and such
11 other auditing procedures as we consider necessary in the circumstances.
We do not contemplate a detailed examination of all transactions or expect
that we will necessarily discover fraud, should any exist. We will, how-
ever, inform you of any findings that appear unusual or abnormal.
Our fee for the aforementioned services will be based on our normal hourly
rates and will be billed monthly as the work progresses. We estimate the
total charges will not exceed $3,400.
Any other accounting and consulting services as may be requested from time
to time will be provided at our normal hourly rates. We will provide you
with an estimate of our fees for a particular service at the time it is
requested.
If the foregoing meets with your approval, please sign the enclosed copy of
this letter and return it to us for our files.

AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
ESTABLISHING A WATER RATE FOR THE OPERATION OF A
WATER DISTRIBUTION SYSTEM FOR THE TOWN.

THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The schedule of rates and charges be
and the same are hereby defined as follows:
(a) Capacity charge: $13.46 per unit per bi-
monthly billing.
(b) Minimum service charge: The minimum service
charge shall be $19.50 per bi- monthly billing
for 30,000 gallons or less.
(c) Rate per thousand gallons: The rate of all
quantities of water over and above the minimum
bi- monthly service charge is 65C per each 1000
gallons or fraction thereof.
Section 2. All Ordinances and sections thereof in
conflict herewith are hereby repealed.
Section 3. This Ordinance shall take effect April 1, 1982
as approved as provided by law.

RESOLUTION NO. 82 -5
A RESOLUTION OF THE TOWN OF GULF STREAM OPPOSING
CASINO GAMBLING IN THE STATE OF FLORIDA
WHEREAS, a proposed amendment to the Florida Constitution to
permit the operation of state - regulated privately -owned gambling
casinos in Dade and Broward Counties was rejected by the voters of
Florida in 1978, by a margin of more than one million votes; and
WHEREAS, another proposed amendment to the Florida Constitu-
tion to permit casino gambling in Florida is now in circulation; and
WHEREAS, casino gambling is associated with unsavory and
criminal activities which blight communities and destroy the quality
of life now enjoyed in Florida; now therefore
BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOM
OF GULF STREAM:
Section 1. The Gulf Stream Town Commission hereby declared
its opposition to any amendment to the Florida Constitution per-
mitting casino gambling in the State of Florida.
Section 2. The Town Clerk shall deliver copies of this reso-
lution by mail to the Governor of the State of Florida, each member
Of the Palm Beach County Legislative Delegation and each member of
the Palm Beach County Commission.
PASSED AND ADOPTED BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM this 14th day of May
1982.
